PEARL OF THE
CARIBBEAN PROJECT
- Proposed integrated resort development to
include racecourse, casino, resort, marina,
recreational park
- Expected to be carried out in 25 phases over
a period of 20-25 years
- Proposed by master developer Desert Star
Holdings under the guidance of Teo Ah Khing
of the TAK Group in conjunction with the
Government of Saint Lucia

further market the island’s investment potential and
tourism product
Transfer of a diverse range of skills
ANTICIPATED BENEFITS TO SAINT LUCIA
Training component - on proper care of equine
facilities and equine veterinary health;
Trade benefits – expansion of new and existing
channels of trade – importing and exporting goods
Supplementary businesses opening up for a wide
range of novelty goods and services across a spectrum
of fields e.g. horse feed, etc.
Beautification of existing landscape
ANTICIPATED BENEFITS TO SAINT LUCIA
Job opportunities – e.g. about 3 jobs per horse for the
horse care alone; transient jobs during construction
Development of Vieux Fort
productive use of underutilised strategic lands in
Beausejour
creation of new ancillary services e.g. restaurants,
entertainment facilities, sporting goods stores, etc.
Creation of construction and construction related
services and materials
Boost in the agricultural sector (creation of new and
expansion of existing farms)
ANTICIPATED BENEFITS TO SAINT LUCIA
Buy back – no lands are to be transferred unless the
developer has sufficient capital to complete the
project.
Environmental – this will be determined by an EIA
and the manner in which any adverse effects (if any)
may be mitigated or extinguished
Relocation - the scope and size of this aspect of the
project may result in the relocation of affected
persons in Beausejour subject to any rights being
fairly and adequately addressed

Integrated development project – investments of
a similar nature (size and scope) may be deterred,
as two fully integrated projects are likely to cause
both to fail. However, non-integrated or stand-
alone projects will be allowed
Pressure on infrastructural utilities - utilities to
expand on their services (WASCO may run
additional pipes where water is not currently
available). ISL and DSH met with the various
utilities and service providers and based on
information received, any concern relating to the
inadequacy of such utilities and services were
allayed.
