Phase 3: Cyber CoE Achieves FOC when: Cyber CoE is capable of executing mission command of the Cyber
CoE, Cyber and Signal Schools.CG Cyber CoE is the single commander for Cyber, Signal and EW
Force Modernization Proponency (FMP) with all Cyber and EW FMP personnel assigned to the Cyber CoE and all Cyber and EW FMP authorizations are moved to the Cyber CoE.
The Cyber and Signal Schools are able to fully function as branch proponents for Cyber and Signal Branches IAW AR 5-22.
The Cyber and Signal Schools are fully functional and able to train the Army forces required to meet Army Cyberspace, EW and Signal mission requirements.

Cyber CoE Strategic Plan
Mission: The U.S. Army Cyber Center of Excellence trains and educates highly skilled cyber, electronic warfare and signal Soldiers and Civilians and develops DOTMLPF solutions (capabilities) to conduct effective Cyber, EW and Signal operations in the cyber domain in support of Unified Land Operations.
Defines the vision, mission, lines of effort, and objectives required to integrate capabilities across the Army to include MI, Signal, and EW partners together with Joint Service and Intelligence capabilities.

The Network:•The DODIN is the base for Mission Command, enables all Warfighting Functions, and is foundational to Cyberspace Operations, underpinning OCO & DCO functions•The Signal Corps will remain irreplaceable in DODIN Operations, and will assume responsibility for the TS/SCI network
Signal-Intel-EW-Cyber Collaboration:•Both internal and external collaboration is required to achieve synergy of effort•Signal and Intel are becoming increasingly dependent upon each other
