Foster camaraderie and esprit de corps among all military and civilian members of the Signal Regiment.

• Signal officer training and education has not kept pace with evolving network and information systems requirements; professional military education opportunities have been dramatically reduced.

• Signal officer experiential development has been diminished by heavy reliance on functional area and contractor support that the Army can no longer afford.

• Increased demand for Information Systems Managers (FA 53) and Telecommunications Systems Engineers (FA 24) at CPT and MAJ has resulted in an unsustainable grade structure imbalance.

• Lack of STEM prerequisites and training vice education for FA53 officers limited their agility and adaptability in fast changing, highly technical, complex information technology field; more highly educated officers are required.

• Signal, especially FA53 officers are being required to perform the knowledge management (KM) support mission without proper training and education.

• Reduced officer structure, converging technology and the need for enhanced talent management warrants the merger of FA24 and FA53 into one functional area.

• There is a shortage of highly trained cybersecurity professionals focused on IA/CND throughout the force at every echelon; a layered defense of the Army’s network is required.

• Emergence of the cyberspace domain and cyberspace operations demands more highly skilled, adaptive and agile Signal leaders to design, build, configure, secure, operate, maintain, sustain and defend the DODIN

• BR25 – Requires TS-SCI clearance for 25G enabling access to threat intel at BCT/MfSB and higher.– Creates 25G course: Provides advanced cyber information technology and security as well as

tactically focused branch operational training at CPT, MAJ or LTC– Provides experiential development of Signal officers in information technology as they fill the role of
