i-Governance: Putting People at the Center

• Launched on December 15, 2001, with President Gloria M. Arroyo in attendance, during the celebration of its 53rd charter anniversary

• The i-Governance Program incorporated the city’s ICT-DEV initiatives while placing a new emphasis on greater participation of individual citizens in all governance matters.

At its core, i-Governance stands for: • inclusive governance, which seeks to embrace, rather than exclude, individuals, peoples and sectors in running government • information openness, which demonstrates that information is power, and truly empowering when placed in the hands of citizens • interactive engagement, which prioritizes the need for continuing dialog and exchange of information between authorities and constituents, and • innovative management, which commits the city to a culture of excellence sustained by creativity and innovation.

• Naga was cited by Asiaweek, in November 1999, as one of the four Most Improved Cities in Asia, in recognition of this participatory process along with its strong democratic traditions and commitment to excellence.

• In 2000 the Ramon Magsaysay Award cited incumbent Mayor Jesse M. Robredo for “giving credence to the promise of democracy by demonstrating that effective city management is compatible with yielding power to the people.”

• the eighth local chief executive of the City of Naga, entered public service as a city councilor in 2001.

• A topnotcher member of the Sangguniang Panglunsod for three consecutive terms, he has authored hundreds of ordinances and resolutions, making him one of the most prolific councilors Naga has ever had.

Project Naga

• A project of integrated division activities and collaborative efforts of DepEd, GO’s, NGO’s, and LGU’s personnel that was implemented in SY 2003-2004 for a higher performance level of DepEd Naga.

• Components of the project are the 6L’s (Linis Isip, Linis Bibig, Linis Puso, Linis Katawan, Linis Paligid and Landscape); 3P’s (Putting people, property and processes in Proper Perspective); and strengthtening the 4T’s (Teachers, Textbooks, Teaching devices and Test Items).

Brigada Eskwela

• Implemented in the Elementary and Secondary Schools of the Division with the cooperation and support of the parents, business sector, and local community to repair school facilities and undertake beautification and other improvements before the start of another school year.

Phil-IRI (Philippine Informal Reading Inventory)

• An authentic reading assessment conducted to all Grade I and Grade VI pupils to evaluate both quantitative and qualitative information about the pupils’ reading capabilities.
