MANAGED LONG-TERM SUPPORTS AND SERVICES IN LOUISIANA
Louisiana Developmental Disabilities Council
THE COUNCIL’S VISION
» MLTSS in LA should:˃ Include all populations (dual eligibles, ICFs/DD, HCBS Waivers, and
Chisholm class members˃ Savings invested in reducing the waiting list. Over 13,000!˃ Include employment supports˃ Allow members to retain their current providers during initial
enrollment˃ Integrate LTSS with primary, acute and behavioral health services.˃ Include strict accountability standards for MCOs, including financial
incentives and penalties˃ Stress that selection is the right of the individual enrollee and not of
the MCOs˃ Ensure that MCOs comply with Olmstead, HIPPA, ADA and other laws
STATUS AND INTENTIONS
» Louisiana is still in the development phase of MLTSS˃ Department of Health and Hospitals (DHH) issued Request for Information
in November 2012.˃ DHH issued concept paper which has been updated and concept briefs on
transitioning to MLTSS and sought stakeholder input˃ DHH established an Advisory Group which consists of providers, families,
and advocates
» The DHH has stated that it intends to:˃ Pursue Medicaid 1115 Waiver˃ Pursue two procurements: Aging and Adult On-Set and Developmental
Disabilities. Aging and Adult On-Set 1st. Developmental Disabilities 2nd. ˃ Include all populations˃ Mandatory enrollment˃ Integrate LTSS with primary, acute, and behavioral health

» Adequate PMPM Rates and Network Adequacy» Capture savings to serve people on the waiting
list» Competitive Employment » People with expensive and complex needs» Stakeholder input at all phases of MLTSS
WHAT NEXT?
» Anticipate MLTSS for Individuals with Developmental Disabilities to start in 2016.
» RFP expected to be issued in late 2014 to allow providers time to build their provider network and learn Developmental Disabilities System
