1. INTRODUCTION Chittagong Development Authority has undertaken a project namely Chittagong City Outer Ring road Project- The Project’ aims to mitigate tidal course during monsoon by ‘Coastal Road construction and strengthening of embankment-and also Feeder Road 1and 3. The Project’ from Patenga Sea Beach area (triangular section of Airport Road) to South Kattoli area under Ward # 11 following the existing embankment of Bangladesh Water Development Board (BWDB).The project includes 17.35 km Coastal Road and Two Feeder Roads connecting the city with the Coastal Road . The Coastal Road is divided in four sections i.e. section 1 from Patenga Sea beach (air port road triangular section) to sluice gate at North Patenga Mouja nearer to Feeder Road-1 Section (5.6 km), section 2, from sluice gate (North Patenga Mouja) to Kalshi Dighi Road (Dhoom para sluice gate) Chittagong Export Processing Zone (EPZ) area (2.3 Km), section 3- from Kalshi Dighi Road (sluice gate) to Artillery centre where toll road and Coastal Road meet together (4.4 km) and section 4- Parallel point of toll road to North Kattoli (2.9 km). Two Feeder Roads have been planned i.e. Feeder Road-1 at Karnaphuli EPZ area (1.2 km) and Feeder Road-3 Shagorika Stadium area (end of Coastal Road ) (0.95 km) (Figure 1, location map shows the detail). The project runs through 08 Wards of the Chittagong City Corporation i.e. South Patenga (Ward- 41), North Patenga (Ward- 40), South Halishahar (Ward- 39), South Middle Halishahar (Ward- 38), North Middle Halishahar (Ward- 37), North Halishahar (Ward- 26), South Kattoli (Ward- 11), and Saraipara (Ward-12). The project includes 6 moujas (revenue village) namely South Kattoli, North Halishahar, Middle Halishahar, South Halishahar, North Patenga and South Patenga.

2. PROJECT BACKGROUND Chittagong, the Commercial Capital City and the second largest city in Bangladesh, is the backbone of Bangladesh economy on account of its industrial and commercial importance. The country’s largest seaport is the principal contributing factor for its commercial importance in the field of National and International trade and commerce; on the other hand the existence of export processing zone, (EPZ), the Chittagong International Airport, the Eastern Refinery, KAF Co. and many more other industries, are the contributing factors for its industrial importance. The population of the city is growing faster and faster along with the economic growth. To keep patch with the trends of growth city’s transport facilities need to be enhanced by removing the existing bottle necks/draw backs. Recent field surveys revealed that the City’s greatest infrastructure bottleneck is considered to be the inadequate development of roads and bridges. The development of a satisfactory Trunk Road system is vital to the further growth of Chittagong City. Further, the JBIC Pilot Study for Project Formation in Chittagong recommended the development of Trunk Road Network consisting of Two Ring Roads and Six Radial Roads

3. APPOINTMENT OF SHUSHILAN AND BBCS LTD. IN JOINT VENTURE Chittagong Development Authority engaged Shushilan and BBCS LTD in Joint Venture for Planning and Implementation of Resettlement Action Plan (RAP). An Agreement was signed with Chittagong Development Authority (CDA) and Shushilan-BBCS JV on December 14, 2011. A letter was issued by the Project Director, Chittagong City Outer Ring Road Project for notice to proceed vide Memo No. PD/JICA/NGO Recruitment/198/343 dated 02/01/2012 in connection with commencement of the NGO services. Accordingly, Shushilan-BBCS JV activated the work since February 1, 2012 vide letter no. Shushilan-BBCS JV/Dha/2012/102 dt 29/01/2012.

4. PROJECT IMPACT

Construction of the 15.2 km embankment and 2.15 km Feeder Roads and 2 Resettlement sites will require acquisition of 44.84 ha land. In total the project will affect 2823 Project Affected Units (PAUs) with a population of 15,139 (APs). The project will displace 2784 PAUs of which 1999 Households (685 structure owner and 1199 tenants,115 land with residential or commercial structure), 767 Commercial & Business Enterprises (CBEs) (566 structure owner & 201 rented business) and 18 Common Property Resources (CPRs). Out of remaining 39 PAUs, 6 only trees owner and 33 fishery farms those are not required displacement. Details are shown in table-1 below:

5. Project’s Benefits The project will bring direct benefit in improving transport facilities for Chittagong, the Commercial City and the second largest city of Bangladesh. However, it will also bring certain visible and un-visible benefits . Some of those are reflected in table-2 below:

6. Objectives of the AssignmentGOB and JICA Guidelines seek to ensure minimal land acquisition and other properties and assets losses. Since such acquisition and property losses has become inevitable as the side effect of development program execution. Therefore, mitigation, of such losses at replacement cost/value and restoration of socio-economic status of the Affected Persons (APs) is the prime objective of the resettlement action plan (RAP). Underlying purpose of the mitigation of such losses is to restore the income levels of the affected households at their pre-project implementation levels and, if feasible, improve upon such levels. All such mitigations will be carried out, in addition to payment of compensation, by adopting various social safeguard measures as per JICA Guidelines having underlying spirit of compensating the APs so that their income levels are restored at their pre-project levels. In implementing the TOR, the appointed Implementing Agency will ,therefore ,seek to undertake such social safeguard measures in the implementation process, conducting consultation with the APs and ensuing their participation in the RAP implementation, verifying census data, preparing/revising resettlement budget and assisting in the process of physical relocation/ resettlement rehabilitation of those APs requiring such assistance, if necessary.The Implementing Agency (Consultant) will also assist CDA to socio-economically rehabilitate the Affected Persons (APs) and communities through various social safeguard measures as envisaged in the RAP. Such as community development programs, these measures, translated into concrete development programs where needed, will mainly target the poor and disadvantaged groups of the project influence areas to complement the national and JICA Guideline on poverty reduction strategy. The Implementing Agency will design such programs on the basis of the extent and severity of the adverse project impacts assessed by the Initial Poverty and Social Assessment/ Analysis (IPSA) during the RAP implementation. The IPSA also shows differentiated impacts in terms of vulnerability relating to gender inequality, ethnic minorities and overall socioeconomic conditions of the Affected

Persons (APs). RAP implementation will cover such differentiated impacts and the required mitigation measures.The Database of the RAP has been prepared on the basis of all such information relating to the APs, their losses and compensation. To compensate APs for their losses, it will be necessary to digitally process, in a computerized Management Information System (MIS), Entitled Persons (EPs) Database and all other RAP Implementation needs and requirements, such as, preparation of Entitled Person (EP) Files, issuance of ID Cards to all EPs, Budget and Accounts, Disposal of EP files, and others. The Implementing Agency will develop, operate and administer such a MIS for efficiently implementing the RAP.

7. Resettlement Planning Where population displacement by the acquisition of land is unavoidable, a detailed Resettlement Plan built around a development strategy and package aimed at improving or at least restoring the economic base of those affected, is required to be formulated. Here the resettlement is required to be carried out in accordance with JICA Guidelines for Environmental and Social Considerations through a Resettlement Action Plan (RAP) which will address all social and resettlement issues on the project. The RAP will incorporate: Land Acquisition and Resettlement for all Project Affected Persons (PAPs);and to assist vulnerable PAPs together with general sections to address issue such as legal

framework through which resettlement takes place.The compensation due under law for acquisition and requisition of Immovable property will be paid to the eligible PAPs through Deputy Commissioner’s Office. CDA will provide additional Compensation and assistance to the PAPs both titled and non-titled complying with the principles of the JICA guidelines and a compensation and Resettlement Policy framed in this connection.The backbone of the resettlement options now a days practiced as an integrated development package which is designed to offer sufficient opportunities and resources for all persons affected by the project. It is intended to seek key support from CDA to adopt a resettlement policy which links the scale and nature of the loss with a specific entitlement package. The basic idea is to provide institutional and financial assistance to the PAPs, and not only to replace their direct and indirect lost assets but to reconstruct their self-sustaining economic and reproductive base.The compensation mechanism for APs in the Compensation and Resettlement Policy needs particular care to emphasize support in cash rather than in kind i.e. to generate viable and sustainable income generating schemes for those who are displaced and/ or affected substantial parts of their land and assets.Furthermore, special care needs to be provided to give support to vulnerable groups in terms of economic development and vocational training (e.g. aquaculture, forestry, horticulture, transport & mechanics sector and credit management).The ultimate objective is to assist preparation of a compensation and Resettlement Policy incorporating above mentioned strategies and followed by preparation of Resettlement Action Plan and if necessary review/ revise it.

8. Resettlement Action Plan (RAP) Structure8.1. The RAP which forms the overall document for focusing and controlling all social issues of the project will include all issues related to PAPs and special assistance for vulnerable PAPs.The RAP details the participants of the project to address the social issues with their duties. The document will also identify all activities to be performed by the participant within a set

time frame. To control and monitor the work, MIS is developed by the Shushilan-BBCS JV for formulation/review and implementation of the RAP. The RAP structure includes mainly the following stakeholders:

Chittagong Development Authority (CDA)

Among the agencies involved, CDA has a pivotal role. CDA is the executants of the project and responsible for Management and Coordination of all activities associated with resettlement.

As far as resettlement is concerned, the principal tasks of CDA are: Procurement of NGO (Consultant) in accordance with procedures and criteria

developed with the assistance of the JICA. Processing of the Land Acquisition Plan and Resettlement Action Plan and the

Budget that are to be prepared by Design and Supervision Consultant and Shushilan-BBCS JV.

Payment of Compensation and Resettlement Costs for APs with disbursement being made through NGO (Shushilan-BBCS JV).

Monitoring the progress of land acquisition and resettlement management. Ensuring coordination among various relevant offices, particularly DCs at district

level, and Resettlement Implementation Agency.

Deputy Commissioner The Deputy Commissioner’s Office has legal responsibility for paying compensation directly to the project affected persons as envisaged under the Acquisition and Requisition of Immovable Property Ordinance, 1982 and amendments made hereunder. It has also access to official land records and authority for determining the update title of land and the eligibility of a PAP for compensation under law (CUL) for land as well as some others items covered by law. The CDA as the requiring body and the implementing NGO appointed by CDA will work with the representatives of the Deputy Commissioner during verification of affected properties and the market survey of properties for ascertaining current market value of the properties before budgeting of total compensation payable to the PAPs. It is, therefore essential that the Deputy Commissioner accepts the involvement of his Representatives in Joint Verification, Market Survey, Budgeting of Compensation and updating of land records of the PAPs and reconciliation of Compensation under Law (CUL) with the additional compensation to be paid by the CDA through the implementing NGO (Shushilan-BBCS JV). On the other hand, the District Administration will receive greater assistance and support from the CDA who will take formal responsibility for providing project services and payment to the PAPs through the NGO in addition to the CUL. The Deputy Commissioner will identify the affected persons through the operation of L.A. Ordinance and ensure payment against the lost properties. The Resettlement Implementation Agency will follow DC in setting differential payment on the strength of the identification done by DC.

Design and Supervision ConsultantA Design and Supervision Consultant (DSC) has been engaged by CDA to develop the Land Acquisition Plan and assist updating and review Resettlement Action Plan and to coordinate and monitor its subsequent implementation.The Social Management Consultant is required to:

Develop Land Acquisition Plan and assist review and revise Resettlement Action Plan based on the information and data make available by the NGO (Shushilan-BBCS JV).

The DSC will participate in the meeting and monitor the work of the NGO.

The DSC will facilitate the timely implementation of the RAP. The Design and Supervision Consultant is SMEC International PTY Ltd. appointed by CDA.

Implementing NGO The CDA appointed Shushilan-BBCS LTD. in Joint Venture as a Non-Government Organization (NGO) to provide consultancy services for Chittagong City Outer Ring Road Project and asked to proceed with the work with effect from February 01, 2012.

8.2. Scope of services for Shushilan-BBCS JV .8.2.1. GeneralA well conceived work program is a pre-requisite for successful implementation of land acquisition and resettlement activities. This in turn requires a clear understanding of the tasks involved , their sequencing in time and inter-linkages . The overall time frame within which various activities are to be completed for synchronizing resettlement with civil works needs to be carefully considered and drawn up accordingly.

8.2.2. Scope of worksShushilan-BBCS JV understands and appreciates the requirements of the projects as presented in the TOR and available project documents. Moreover, Professional Team members have been visiting the project area and updating information about the area to be affected by acquisition.Shushilan-BBCS JV understands its role to provide NGO services to the PAPs and assist CDA as per TOR keeping in view the provisions of LA Ordinance, 1982 and as amended up to 1994 and JICA Guidelines for environmental and social considerations Terms and conditions set forth in the contract envisages that Shushilan-BBCS JV the implementing agency has to undertake two distinct phases of activities which may often overlap with each others .

a) Preparatory phase and b) Assistance and service delivery phase.

We understand that under the Preparatory phase we have the following assignments and responsibilities:-

a) Assist CDA to successfully implement all the provisions of the resettlement action plan(RAP) and co-ordinate with CDA, Deputy Commissions, Local Govt. Officials and Design Supervision Consultant on a regular basis .to discuss progress and constraints in RAP implementation.b) Conduct Baseline Census Survey and review / revise the Resettlement Action plan as necessaryc) Develop a draft strategy for implementation of the resettlement action plan which among others indicates how the commitments of the clients can be achieved.d) Make the APs and EPs aware of the acquisition process and assist them to claim their compensation under law (CUL) to be paid by Deputy Commissioner as well as that required to be paid by the project ,CDA. And establish information camp and disseminate project and resettlement policy- related information to EPs and APs and other host community people and local administration.e) Assist CDA/DC in the land acquisition process, submission of LA plans to DC, approval of LA plan and assessment of DCs budget.f) Verification of affected properties as a representative in the joint verification and investigation team (JVIT).g) Represent in the Property Valuation Advisory Team(PVAT) to ensure the interest of the EPs concerned against any probable miscarries of justice in terms of value,

quality and quantity of their respective properties and also safe guard the interest of the client CDA.h) Carry out fresh land market and property and asset valuation surveys if the JVT and/or PVAT considers such survey necessary.i) Development of software for computerization and report census, generation of Census, JVs and PVAT data.In the assistance and service Developing Phase :

Shushilan- BBCS JV will discharge the following assignments and responsibilities: a) Ensure receipt of the acquisition notice under sections 3, 6, and 7 of the Land Acquisition law by the EPs/Awardees and explain to them the contents, meanings and implementations of such notices. b) Inform the EPs/ Awardees about the legal documents required for claim compensation from Deputy Commissioner Office and check the current status of their legal documents.c) Disbursement of DCs each compensation under law to Entitled Persons.d) Inform the EPs household especially the vulnerable ones about different compensation options as stipulated in RAP.e) Assist the Awardees/EPs to locate available and replaceable homesteads land for agriculture and other productive uses and purchase such properties by amount of compensation received and later assisting them to reimburse the stamp duties required in such transactions.f) Assists the homesteads losers to move out and relocate their household in new resettlement sites and/or inhabited locations including host communities/villages. g) Assists the APs not covered by the law such as tenant cultivates, agricultural and non agricultural salaried/wage labors, squatters - to prepare/ get their entitlement if any from the project.h) Counsel the Awardees/EPs/APs regarding their income losses on alternative sources of income.i) Revision of cost estimates and finalization of compensation budget.and finalization of individual Entitlement package and its disbursement to EPs for both direct and indirect losses.j) Implementing Agency will pursue the DCs office to arrange for onsite (spot) payment of compensation and organizing EPs in groups and accompany them to the DCs office or the project sites.k) Prepare and issue Identification Card (ID) for each EPs (head of the household in case of those EPs not covered by the law) containing photograph and required information.m) Make the APs fully aware of the grievances redress procedure and assist them in redressing their grievances, if any through the function of Grievance Redress Committee (GRC).n) Provide special assistance to vulnerable Entitled Persons(EPs) .o) Provide assistance to CDA/project authority for reestablishing community resources.p) Assists DC for issuance of eviction notice and handover land to civil contractor through CDA.q) Assist CDA in maintenance of records of the compensation and its disbursement.r) Monitor land acquisition and all resettlement related activities.

s) Collect and compute all information on market survey and assessment of property by the Property Valuation Advisory Team and process data and compile reports for PVAT.t) Discharge other related activities including fulfilling reporting requirements.

8.2.3 Overall Organization for the AssignmentThe overall organization for the assignment is shown in Figure 2.1 at the end of this section.

This figure is designed to show the organization of Shushilan-BBCS JV indicating the functional and consultancy responsibilities Shushilan-BBCS JV has to serve Project Authority.

As illustrated in figure 2.1 Shushilan-BBCS JV has professional staff leading each component of the project, they are:

Team Leader who leads the team for preparing and implementing plan, monitoring activities, liaison with CDA, SMEC and others government and non government agencies and financing, trouble-shooting, administration and overall supervision & overseeing the assigned tasks.

Deputy Team Leader who performs the responsibilities of the Team Leader in his absence. Furthermore, he is responsible for program implementation, monitoring, evaluating, documenting, trouble-shooting and supervising the activities and financial matters of the field staffs.

Land Acquisition Specialist: Responsibility of the Land Acquisition Specialist is to liaise with Chittagong City Outer Ring Road Project officials, Deputy Commissioner, Land Acquisition Officer and other Government Agencies and facilitate the resettlement team for collection of Mouja maps and other relevant documents for implementation of resettlement plans (RAPs). If any problem arises out of land related matter he will mitigate this in the context of LA ordinance and communicate this to the Land Acquisition Officer immediately.

Gender Specialist- Conduct Gender Mainstreaming Needs Assessment to identify the gender gaps in entitlement and resettlement policy. Study of particular needs of the disadvantaged women groups, and prepare proposal on their participation in project implementation and required support for creation and enhancement of employment and finance assistance for income generating opportunities for them and assessment of training needs and potential for local resource mobilization for women.

Training Specialist who develops training module and training curriculum. Further she conducts the staff training, organizes workshop, refreshers training courses and liaisons with likeminded governmental and non-governmental & community based organization

CMIS Specialist who is responsible for developing system for the assigned tasks, organizing data, coding data, developing software, arranging data security and supervising data entry. Furthermore he installs software customizing data and trouble-shooting software's in relation to computer activities. He is responsible for developing and operating CMIS for facilitating quick discharge of management functions.

Data Manager who is responsible for creating complete database of socioeconomic survey, joint verification data, LA award book data, market survey data. He creates EP & EC files based on the available data, prepares individual payment statement, generates data regarding staff performance and helps developing the software’s.

Area Manager who is responsible for overall implementation of Resettlement Action Plan (RAP) at the field level. He acts as guardian of PAPs, liaises with Project Director (PD, CDA), Land Acquisition Officer (LAO) and Sub-Registrar. He acts as a member of

JVT(Joint Verification Team), PVAT (Property Valuation Advisory Team), GRC (Grievance Redress Committee) to uphold the interest of requiring body, implementing NGO and Project Affected People. He will be also responsible for ensuring quick & fair disbursement of compensation to the PAPs.

Support Staff: Accountant, Supervisor, Word/Data Processor, Data Coder/ Field Worker, Field Accountant, Surveyor, MLSS and Night Guard.

In accordance with the proposed work schedule and time frame, Shushilan-BBCS JV went on with the execution of various project activities in connection with updating and implementation of Resettlement Action Plan (RAP). Main activities stating progress achieved till date and specifically during August, 2014 are briefly discussed hereunder.

a. Discussion meeting / with Project Authority, CDA and L.A. section of DC's office.

During the period under report Project Authority, CDA held discussion meeting with Area Manager, Shushilan BBCS JV and discussion held between officials of L.A. section of DC's office and IA Staff which are briefly discussed in the table below:

b. Numbering of trees and listing of their priceMr. Anwarul Islam, Forester and his staff from Forest Department, Chittagong and Mr. Abu Ahmed Tarek, Sub-Assistant Engineer and Mr. Tanvir Ahmed, Surveyor CDA and field staff of Shushilan-BBCS JV during 11/8/2014 to 14/8/2014, 18/8/2014 to 21/8/2014 and 23/8/2014 to 28/8/2014 were engaged with putting serial number of affected trees and fixation and listing of prices of trees in resettlement site 1, 2 and coastal road area. c. Monthly Meeting of Shushilan-BBCS JV Field Office

On 31 August 2014 monthly co-ordination meeting was held at Shushilan-BBCS JV field office. Area Manager Mr. Delwar Hossain chaired the meeting. Progress of project activities, including holding of regular Focus Group meeting, Joint Verification of affected properties, administrative issues and serving of notice under section 6 to the land/ property losers came up for discussion. The meeting apprised that LA section of DC office served notice under section to the potential affected people on 8/8/14. Presently Department of Forest, CDA, DC’s office, PWD and Shushilan-BBCS JV are jointly conducting joint survey for fixation of price of affected trees and infrastructures. Later on, upon fixation of price of land and properties and placement of budgeted fund from CDA notice under section 7 will be served by the Deputy Commissioner towards making payment of compensation to the eligible persons. The meeting also decided that all the staff should report to office timely and work with commitment and best of their ability.

d. Co-ordination Meeting at Shushilan-BBCS JV Dhaka Office.Team Leader on 28 August, 2014 held co-ordination meeting with Deputy Team Leader, CMIS Specialist and other Staff at Dhaka office. Progress status of resettlement activities, holding of regular Focus Group meeting, financial and administrative issues and field visit of Team Leader and Deputy Team Leader's came up for discussion. CMIS specialist Mr. Humayun Kabir informed that 27 focus group meetings were held during the month. Team Leader apprised the meeting that field activities related to the land acquisition and payment of compensation are going on in full swing. Forest Department, Chittagong Development Authority, DC’s office Public Works Department and Implementing Partner Shushilan-BBCS JV are jointly conducting survey for fixation price of land and other properties. After completion of pricing of land and other properties notice under section 7 will be served by DC for making payment of compensation to the affected persons. The meeting urged upon the staff to perform their duties effectively and efficiently.

f. Field visit by Team Leader / Deputy Team Leader

Deputy team leader Mr. Abdul Quader Khan paid a field visit to Chittagong in connection with Chittagong City Outer Ring Road Project from 17/08/2014 to 28/08/2014. On 18

August, 2014 he held coordination meeting with the field staff. Detailed discussions were held on the issues related to verification and validation of SES data, joint verification of land, trees and other properties for preparation of budget towards payment of compensation . It was decided that all the assigned jobs must be complete within target time. On 19 August 2014 he participated in discussion meeting on the progress of Chittagong City Outer Ring Road Project held at CDA under the chairmanship of Project Director. Progress of resettlement activities specially focus group

meeting , joint verification , compensation to squatters and APs , field visit , reporting and other project activities, etc. came up in the discussion. On 20 August 2014 he had visited Pahartoli and Kattoli area of the project . During field visit he participated in Focus group meeting and explained the resettlement policy in answering the questions put forwarded by the APs . The Deputy Team Leader on 21/08/14 also paid a field visit to Potenga Sea beach area and participated in a FGD meeting, where more than 30 affected shop owners were present. During discussion session participants wanted to know the commencement date of construction works and in reply he told them that within early January 2015 the construction activities will likely to be taken off. The APs assured that they will render all possible assistance to the project authorities to facilitate undertaking civil works. On 24 August he participated in discussion meeting on the project activities held at CDA where senior staff members of the project were present . Mr. Rajib Das Gupta, Executive Engineer raised the issue of listig of trees and squatters and preparation budget. He was informed that list of trees and squatters and estimated budget had already been submitted to CDA, if need be within 15 days required documents would again be sent to him. On 25 August, 2014 Mr Quader participated in a discussion meeting with the officials of the accounts section of CDA. He explained the difficulties faced by Shushilan –BBCS JV in undertaking project activities

timely because of delay of payment of bills. He requested the accounts officials to facilitate payment of the bills regularly for smooth completion of the assigned activities. On 26--27 August , 2014 Mr Quader visited all the areas of the project and participated in the different focus group discussion meetings and requested the participants to assist the project authority in implementing the project on schedule. He also assured them that the entitled persons will be adequately compensated for their loss of land, trees , properties and other business and livelihood losses within the framework of compensation and resettlement policy of the project.

g. Census status as category of losses by Coastal Road (including 4 Sections) and Feeder RoadsCensus and SES data indicates that project will affect 685 households on GOB land, 113 Land and residential & commercial structure, 2 land structure with tree, 566 Small Business Establishment, 1199 rented residence, 201 rented business, 18 CRPs, 6 only tree owners and 33 others (farm) totaling 2823 HHs.

g. Demographic and Socio-Economic Analysis:On completion of survey works, the following socio-economic and demographic analyses were done for updating of Resettlement Action Plan (RAP):

h. Development of CMIS and Software Shushilan- BBCS JV has developed software for computerization of Socio-economic, Joint Verification and Market survey data. Computerization of Survey data have been completed and on that basis RAP has been updated and submitted to CDA for approval. Also a compensation budget will be prepared on determination of losses of affected properties after undertaking of joint verification survey conducted by Joint Verification Team to be constituted by the Ministry of Housing and Public Works.

i. Information CampaignThe JICA Guidelines for Environmental and social considerations establishes firmly that the people affected should be informed and closely consulted on resettlement and compensation options. Consultation will be fostered by organizing the APs in Focus Group for having discussion among them on mutual interest. Formation of Focus Group and holding of regular Focus Group meetings have generally been found to be useful way of raising consciousness of APs/ EPs and formulating action program to be followed at a later stage of the project implementation.With this end, Shushilan-BBCS JV has been organizing the APs into Focus groups Comprising 30 members based on neighborhood and ethno-cultural affinity. So far 66 (Sixty Six) Focus Groups have been formed and they are holding meeting regularly. During the reported month 27 (twenty seven) focus groups meeting were held. In the focus group meetings project plan, project tenure and project benefits, land acquisition and requisition, compensation policies, preparation of documents related to land and other assets for getting compensation and additional benefits like reconstruction grant and transfer grant for tenants/ owners , price of rehabilitation plots, procedure of payment, location of resettlement sites, facility for paying the price of plots by installments and resettlement of PAPs, assessment of need based training and measures for restoration of livelihood of PAPs are being discussed with active participation of the Affected people. Besides that PAPs wanted to know

progress of the project and whether they could repair their old structures where they live or do business. In the focus group meeting the members are also apprised that no compensation will be paid for new structure. Hence, they should stop building any new structure and immediately dismantle the new structures if they have started to build or already built.Information Brochure (in Bengali) containing the main education material for public awareness campaign will be distributed among the EPs and other stakeholders after finalization of Resettlement Action Plan submitted to CDA. The brochure shall contain:

j. Computerization of Census Survey data Data Management is one of the major and important activities of the survey. It includes computerization of field data, data validation, and development of programs and generation of the reports. The Data Management Unit of Shushilan-BBCS JV in Dhaka has completed data entry on census survey and formulation of tables on various socio-economic and demographic criteria for updating RAP on the basis of data base. This data base will be continuously used for generation of reports, preparation of cost estimates and finalization of compensation budget and finalization of individual Entitlement Package and its disbursement to EPs.

k. Submission of Updated Draft RAP.Shushilan BBCS-JV conducted Census and 100% Socio-economic survey of Project Affected Units during 20 May- 31October 2012. Thereafter field data were collected, computerized and put to validation. Basing validated data tables were formulated and analyzed. And finally an Updated RAP was prepared and submitted to PD, CCORRP for perusal, comments, approval and onward submission to JICA, Bangladesh office, Dhaka.

11. Detailed Work Programme Shushilan-BBCS JV has been maintaining close liaison with the Project Director, CCORRP and Design and Construction Supervision Consultant for ensuring the Work Program for its own activities. This is consistent with the overall program for the social/resettlement component, particularly in respect of the timings and duration of activities. The TOR states that all the activities for rendering NGO Services need to be completed within 65 (Sixty Five) months. Shushilan-BBCS JV has started providing NGO services with effect from February 01, 2012. Accordingly the work program for Shushilan-BBCS JV is presented in the form of a Bar chart showing activities to be performed/is being performed during the implementation of its program activities.
