INTRODUCTION

It is my honour and privilege to formally welcome you allto this auspicious occasion, designed to acquaint you withdevelopments in the Ministry; its programmes andachievements as part of the Transformation Agenda of Mr.President, Dr. Goodluck Ebele Jonathan, GCFR.

Before I proceed, let me specially appreciate theSupervising Minister of Information, for availing us thisopportunity to present our great strides or achievementsto the Nigerian people. It is an honour we would take thefull advantage because the people on whose behalf we areholding fort, are entitled to know details of our activitiesfrom time to time.

Kindly recall that, this Ministry came into being onSeptember 10, 2008, by the sheer desire of the FederalGovernment led by the late President (Alhaji) UmaruMusa Yar’Adua, GCFR to make the Niger Delta a betterplace, by bringing about peace, sustainable and evendevelopment in the once troubled region.

It is gratifying to note that the objective of the creationhas yielded to a large extent the desired result.

The establishment of the Ministry is a demonstration ofGovernment’s determination to address the developmentchallenges of the Niger Delta Region and to transform thearea with a view to ensure a lasting peace in the Region.This apparently underscores the importance governmentattaches to the Ministry, since the Region is the source ofthe nation’s economic mainstay.

About 80% of the nation’s total revenue earnings and 90%of her export earnings come from this area that suffersfrom myriads of challenges such as severe environmentaldegradation and pollution caused by intermittent oil spills,gas leaks and flares, etc.

Prior to the creation of the Ministry, the area wascharacterized by poor infrastructure, high prevalenceof diseases, kidnapping and other anti-socialconducts amongst the youths as a result of high rateof unemployment.

In other words, the region illustrates a developmentparadox characterized by endemic poverty in themidst of abundant human and natural resources.

Consequently, the thrust of the Ministry’s agenda forthe transformation of the area is anchored on a fivepronged approach, i.e. Infrastructural Development,Environmental Sustainability, Peace and Stability,Socio-Economic Development and Human CapitalDevelopment

The products of this agenda are fast beginning tomanifest with the current level of peace existing in theonce restive area. The restiveness in the past resulted inheavy revenue loss due to massive interruption of oilproduction, as a result of constant crisis that was oncethe hallmark of the area.

OBJECTIVES

The cardinal objective of the Ministry is to align the variousprogrammes and projects being executed in the area inconsonance with the Transformation Agenda of the presentadministration. These include:

Opening up the key area and making it accessible byensuring the provision of key social and physicalinfrastructure such as roads, water, electricity, housing,health care, educational facilities;

Preserving and conserving the environment throughremediation, rehabilitation and restoration of degradedand polluted Ecosystem;

Eliminating the scourge of militancy and criminal activitiessuch as kidnapping through consolidation of post amnestyprojects and programmes;

Reduction of high incidence of oil theft and pipelinevandalisation, which is a major drain on the nation’srevenue earnings.

Addressing the issue of oil- related conflicts as it affectsaccess to oil business in the region;

Reducing the issue of high incidence of oil spillage causedby extraction of oil in the area and the resultant pollutionthat negatively affected the traditional fishing industrythere;

Reduce the high rate of unemployment, occasioned bynon-implementation of the local content policy ofGovernment; and

Drastic reduction in inter and intra ethnic/communalconflicts caused by greed, poverty and neglect by therelevant authorities.

MANDATE

The Mandate of Mr. President that all on-going projects mustbe completed as soon as possible is the guiding principle of

this

Ministry.

It is instructive to note that the cost of executing projects,particularly infrastructure in the Niger Delta Region isrelatively high, compared to other parts of the country,because of the swampy terrain of the area. In addition, itrequires special technological know how for contractorsto effectively handle the projects in the area.

ACHIEVEMENTS

The Ministry is presently executing a wide range ofprojects designed to open up the Niger Delta Region andmeet the set targets;The projects include: construction of roads, developmentof housing schemes, canalization/dredging, shorelineprotection, erosion control, conservation, developmentof the coastal ecosystem, restoration and rehabilitation ofthe degraded ecosystem, sand filling, urban waterscheme, electrification, construction of jetties, cassavaprocessing plants, skill acquisition centers, fisheries andpoultry and massive training of youth in various vocationsto make them self-reliant;Details of the projects, cost implication, percentage levelsof completion and their locations are available onrequest.

Breakdown of Infrastructure

A breakdown of the projects being handled by theMinistry to address the shortfalls in infrastructure in theRegion shows that all the Nine States within thecatchment area are beneficiaries.

Currently, 17 nos. road projects including the East/Westroad are ongoing, 4 nos. water supply projects and 4 nosrural electrification projects are all under construction.

There are completed Design Consultancy for 30 nos.roads, 8 nos. water supply, 1 no. electrification and 1 no.Sea Port development projects.

In addition, there are ongoing Design Consultancy for 13nos. road projects, 3 nos. water supply projects and13nos inland waterways infrastructure.

A. EAST/WEST ROAD

The dualization of the East – West Road is the flagship of the intervention projectsof the Ministry of Niger Delta Affairs. It spans a total length of 338kms (Section I –IV) with 41 nos. bridges and over 1,000 culverts of different dimensions;

It initially linked Warri in Delta State to Oron in Akwa Ibom State through Kaiama,Ahoada, Port Harcourt, Ogoni and Eket. The road was awarded in four sections tothree different contractors and was initially scheduled for completion by the end of2013;

However, due to paucity of funds and the short dry season prevalent in the Region,the commissioning of some of its completed sections was shifted to the firstquarter of 2015;

Presently, the overall project achievement stands at 81.3% completion.

The Federal Executive Council has just approved Section V of the East – West Roadcovering Oron to Calabar in Cross River State. A distance of about 23.09km.

This extension will reduce the travel time from Oron in Akwa Ibom State to Calabarin Cross River State from a normal journey by road of about 3 hours to less than 30minutes.

FINANCIAL STATUS FOR EAST WEST ROAD

The total contract sum for the East/West Roadproject stood at N373,352,625,774.75 coveringsections I – IV.

The Section V is to be partly funded by a $500m loanfrom the China Exim Bank.

As at today the total sum of N275,344,983,570.77had been paid to the contractors on Section I – IV.

In spite of all the funding support received fromAfrican Development Bank and SURE-P, the projectstill has a funding gap.

In order to meet up with the funding gap, alternativefunding options are being explored by the Ministry.

B. OTHER ROADS

The Ministry is also engaged in the construction of sixteenother road projects with a combined length of 379.74 kmspread across the Niger Delta Region. These projects haveall attained various stages of completion. Some of thesecritical roads are:-

Reconstruction of the Elele – Owerri road linking Rivers toImo state, being handled by Arab Contractors NigeriaLimited.

Complete reconstruction and dualization of Obehie –Akwete – Ukanafun road linking Abia and Akwa Ibom statessections I and II.

The Ministry is presently Designing Thirteen (13) nosroad projects spread across the Niger Delta Region. Thedesigns are nearing completion, while the designs of 30others have been completed and awaiting awards, assoon as funding allocation improves or alternativefunding is sourced.

WATER SUPPLY PROJECTS

The Ministry is handling four Community water projectsin Imo, Akwa Ibom, Cross River and Ondo States. Theseprojects upon completion will provide portable water to57 communities in the affected States. Also, there aredesigns of three water supply projects in Bayelsa, AkwaIbom and Rivers States which have been completed.Other completed water supply designs are awaitingfinancial appropriation for award.

ELECTRIFICATION PROJECTS

The Ministry is also engaged in the electrification of fourcommunities in the Niger Delta Region. Out of thisnumber, three have been completed, awaitingcommissioning. They are: in Khana, Khana LocalGovernment Area, Eleme, in Eleme Local GovernmentArea both in Rivers State and Erei in Cross River State. Atthe end of these projects, 487km of power distributionlines and 211 numbers of transformers would have beeninstalled through the intervention of the Ministry.

HOUSING PROJECTS

The housing projects in the Nine states have almostbeen completed. The Housing Projects in Cross River,Delta, Edo and Imo States are ready for commissioning.

The provision of infrastructure and fencing for theestates are at either advanced stage or completed.

The houses are 40 Units in each of the Nine States,located within the oil bearing communities. Thesecomprise of 2 and 3 bedroom bungalows.

Studies have also been conducted on 33 oil impacted sites,as well as the inventorization of waste dump sites. Theseare aimed at cleaning-up of the impacted sites and theestablishment of appropriate waste disposal facilities inthe Niger Delta Region.

SKILL ACQUISITION CENTRES

The various Skills Acquisition Centres initiated by theMinistry for the training of the youths of the Region andother willing Nigerians have attained various levels ofcompletion targets. Baring any last minute hitches, theone at Otuoke, Bayelsa State may be commissioned earlynext year.

The Centres are to handle training on Oil and Gas,Electrical/Electronics, Theatre Arts, Commerce andIndustry, among others. They are located in each of the 9States of the Niger Delta Region.

The Ministry is, however, looking into ways of compellingsome of the contractors in four states that are yet to putup commensurate work compared to the money paid,back to site in order to ensure that the projects arecompleted soon.

Establishment Of Fish Industrial

Park/Pilot Industrial Parks

The Ministry is rendering support for the establishmentof Fish Industrial Park in Delta state, while mobilizingother investors on the establishment of pilot industrialparks on Public Private Partnership arrangement.

The Ministry has established cassava processing plantsin Rivers, Delta, Bayelsa, Abia, Imo, Cross Rivers, Ondoand Akwa Ibom States respectively.

All these are geared towards promoting cottage andagro-allied industry, preventing rural–urban drift,providing employment opportunities for the youths inthe area thereby bridging the unemployment gaps,ending the drudgery associated with the processing ofcassava and contributing to food security of the Region.

TRAINING

Under the Ministry’s Skills Acquisition Program, theMNDA has achieved the following milestones:

Trained a total of 235 youths in oil and gas,

Trained a total of 270 youths as Cadets and Ratings inMaritime Industry and

Trained a total of 190 youths in Agriculture.

Training and Engagement / Train the Trainer

Under the Ministry’s new policy of identify, train and engagement (I-TREN) Programme, the Ministry, in the first and the quarter of the year2014, trained two hundred (200 nos) youths in the relevant fields;

Between 23rd March and 10th October, 2014, over 200 youths weretrained in ICT. Apart from assembling and production of smart phonesand tablet PCs, 30 of them were engaged as part of the training crewof Swift by the company organizing the training programme;

Between 25th May and 20th June, 2014 100 youths were trained inAgriculture in Israel. These (trained youths) are expected in turn totrain other 2002 (two thousand and two youths) at the various skillacquisition centres in their respective States.

27 youths are currently undergoing 6 months Sea Time training asSeafarers while 12 youths have just completed Maritime Dredgingtraining in South Africa.

There are other 32 youths also currently undergoing training inmodern Agriculture in Israel. 53

TRAINING AND EMPOWERMENT OF NON MILITANT YOUTHS

A total of 124 Nos. youths drawn from Rivers State were trainedon snailry and chalk production. Those trained weresubsequently supported with starter parks to enable themestablish themselves accordingly. Also, 89 non-militant youthsthat were trained in various agricultural enterprises wereempowered by the Ministry with funds to practice their newvocation and be self-reliant process, to enable them contributesto the economic development of the Region.

The Ministry is collaborating with the Bank of Agriculture (BOA)for the empowerment of the recently trained 130 Youths inFishery and Poultry production. These Youths are expected toproductively engaged in these enterprises, provide furthertraining and employment to a total number of 2,100 otherYouths in the Region.

NATIONAL COUNCIL ON NIGER DELTA

Please recall that the Federal Executive Council (FEC)approved the establishment of the National Council onNiger Delta (NCND) last year.

The Council is made up of major stakeholders andeminent personalities drawn from the Region alongsidedevelopment partners.

The Council was inaugurated in April, 2013 by Mr.President in Uyo, Akwa Ibom State. The 2014 AnnualMeeting of the Council will come up in December, inAkure, Ondo State capital to consider recommendationsby the various stakeholders on the developmentprogrammes for the Region.

NIGER DELTA ACTION PLAN

The Niger Delta Action Plan (NDAP) was approved andlaunched by the National Council on Niger Delta at a Meetingin Uyo, Akwa Ibom State.The plan provides the Ministry theinstitutional framework to commence the implementation ofthe recommendations of the content of the document, whichseeks to fast track development of the region and eliminateduplication of projects.

One of the main thrust of the plan is the proposed MultiStakeholders Trust (MSTF), which is the key driving force of theplan. The purpose of the fund is to garner additional fundingfor the accelerated development of the region.

The implementation process has begun with the inaugurationof the Niger Delta Action Plan Working Team, comprising TeamLeaders, Resource Persons, Development Partners led byUNDP, BRACED Commission and Partnership for Initiatives inthe Niger Delta (PIND).

An Implementation Committee is being proposed to helpfast-track the implementation of the Plan. Theimplementation Committee would have five Sub-Committee which are as follows:

Multi Stake Holders Trust Fund Sub-Committee. This is theorgan that will administer the pooled funds for theexecution of projects and it is the driving force for theentire project. Already the legal framework that will guidethe establishment is being worked out;

Monitoring and Evaluation Sub-Committee. This body is tobe responsible for ensuring that the projects proposed areexecuted according to specification, while carrying outbaseline studies to obtain relevant data and indicators.

Plan of Operation Sub-Committee. This body is to overseethe overall implementation of the projects. Staff of theMinistry will form the thematic group that will serve as theinstitutional memory that would sustain the plan ofoperation.

Advocacy and Communication Sub-Committee. It is tohandle publicity of the project and other matters ofadvocacy.

Implementation Sub-Committee: it will provide regularinput for various thematic reports and recommendationsthat will aid the implementation of the plan.

The Workshop on Implementation of the Niger Delta ActionPlan was convened at Uyo on 22nd – 24th May, 2014.

The workshop agreed as follows:

The Action Plan would promote bottom-up participatorydevelopment process that ensures that the variousstates are involved and carried along in the identificationand implementation of projects to be supported by theMinistry and international development partners. Itwould also help in reinforcing coherent and coordinateddevelopment efforts, resource rationalization andavoidance of project duplication and wasted efforts.

Participants were to start the implementation of the actionplan in their various States with specific interventionprojects and activities which are to be jointly identified toreflect their development priorities and are in consonancewith what the Ministry of Niger Delta Affairs intends toimplement under the action plan.

A formal presentation of the Niger Delta Action Plan to theInternational Development Partners (IDPs) was performedon 2nd December, 2014, under the watch of the NationalPlanning Commission (NPC). The document was widelyreceived by the IDPs with the promise to support itsimplementation.

The sum of US$10 billion (Ten Billion US Dollars) has beenprojected by the United Nation Development Programme(UNDP) towards the funding of the Action Plan for the nextfive years.

The critical interventionist role of the Ministry in resolvingcrises in the Niger Delta Region is highly evident going bythe relative peace that now reigns there.

Such crises were either between oil companies and hostcommunities over non-fulfillment of agreements ascontained in the Global Memorandum of Understanding,(GMoU), or inter-communal and intra-communal crises oreven the omission from the Amnesty Programme bysome militant youths.

The Ministry intervened through routinely organizingsecurity and consultative meetings with stakeholders,designed to sustain the existing peace in the Region. Themost recent was held in Benin, Edo State on Thursday, 6th

November 2014.63

Moreover, regular sensitization exercises are carried outby the Ministry in order to create the desired awarenessfor peace in the Niger Delta. These have resulted inincrease in the nation’s oil production level.

In keeping with the Ministry’s avowed determination toreduce conflict in the Niger Delta region, the Ministryrecently played host to members of the BonnyCommunity who have been having issues with ShellPetroleum Development Company (SPDC) over tenancy ofBonny Oil Terminal. The Ministry has appealed to theBonny Community and Jumbo Ruling House to reconcileand speak with one voice on their issue with SPDC whilecontinuing on the part of peaceful settlement of thematter.

ANTI CORRUPTION AND TRANSPARENCY

MONITORING UNIT.

In order to underscore the fact that the Ministry identifies with Mr.President’s fight against the scourge of corruption, a unit of the anti-corruption body was set up in collaboration with the Independent CorruptPractices Commission with an officer of the rank of an Assistant Director asthe head of the Unit.

The Committee is to carry out all the functions detailed in section 6A – F ofthe ICPC Act (2000).

SERVICOM

With the creation of the new Department of Reforms Coordination andService Improvement, the Ministry has organized sensitization training forthe Staff of the Department on the mandates of the new Department.

The Department is working on the Work Plan for 2015 with the purpose ofre-activating the SERVICOM spirit in the Ministry.

CONCLUSION

Invited Guests, Gentlemen of the Press, Permit meto state that despite all the accomplishments, theMinistry is confronted with numerous challengesmost of which border on paucity of funds to executethe projects and programmes earmarked to makelife better for the people of Niger Delta Region. Notealso that the nature of the terrain in the Regionmakes it extremely expensive and difficult to executemost of these projects. However, be rest assuredthat the Ministry is fully committed to executing hermandate to the fullest, ensuring an enduring peaceand even development the Region.
