Remember: Twitter is very public!
Twitter is a vey public space. You only have 2 options—to be completely public or completely private. But very few people choose to be completely private.
In contrast, Facebook has lots of options that allow you to only share info with your 'friends'

@WHO Hashtags the World Health Organisation
#AskWHO
#StopViolenceNow
#Ebola #NoMoreEbola
#health
#endpolio
#HealthForAll
Twitter is now a primary news channel for a number of international organisations. For example: In 2014, the World Health Organisation (@WHO) decided to go "Twitter first. Twitter comes before the web and before press releases...
It's one of the most effective ways for us to reach our target audience, including journalists, academics and public health specialists."
-Gregory Hartl, Head of News & Social Media, WHO
@WHO uses “Twitter first”
EXAMPLE: How @GuardianCareers Engages Users on Twitter
The Guardian (UK) newspaper's Careers sections (@GuardianCareers) holds a
regular Twitter chat where people can tweet questions using the hashtag #CareersQA
https://twitter.com/search?q=%23CareersQA&src=typd
EXAMPLE: How @REFUGEE Engage Users on Twitter
The UN Refugee Agency (UNHCR) chose a Twitter handle that does not use the agency's acronym. They chose to use @Refugees instead.
They use twitter to tell stories about refugees
They encourage all field officers to tell the stories of the refugees they work with using social media.
They are still reaching their primary audience of policymakers but are also reaching out to a new group of people who do not know very much about these issues and who we'd never have reached with traditional media.
