• AFAAS specific objective 1 is to ensure that CAADP Pillar IV sufficiently involves advisory services providers in its strategy, work plan and implementation contributing to making these services more effective and relevant.

• The key activities under this objective are:– To engage proactively in CAADP Pillar IV processes

through which implementations are being designed at continental level

– Strengthen capacities at country levels to contribute to CAADP Pillar IV processes

• In April 2011, a consultancy was initiated to develop guidelines for integrating AAS into the CAADP Country processes

STEP 1. A CAADP Country Focal Person (CFP) is appointed, 2.CFP is briefed, 3. Roundtable process launch, 4.Cabinet Endorsement•Advice the CAADP Country Focal Point/person (CFP) to link up with AAS representatives within and outside AFAAS country Fora to review concerns of AAS providers for implementation of CAADP processes

•Advice Country focal person to ensure adequate AAS representation is included in the CAADP country team for preparation of IPs•Review the country goals, targets and strategies to determine whether AAS are integrated in National Strategic Development documents

Prepare and submit a report that is shared with stakeholders.

STEP 5A. Stock taking, 5B. Policy and Technical Committees•Review the national stocktaking exercise especially the priorities set to identify whether AAS issues are included and•Determine if ranking of AAS gives it sufficient priority to attract adequate funding to improve service delivery significantly.

STEP 6. Drafting of National CAADP Compact and Internal Discussions•Advice CAADP country focal person to request written inputs on concerns and requirements from AAS stakeholders and representative to be included in draft of national CAADP country compact. •Advice CFP to actively seek audience with the AFAAS country forum and other AAS representatives through meetings and working seminars to explain relationship of CAADP, FARA and AFAAS to ensure that AFAAS CF members understand CAADP processes;•Recommend AFAAS CF are used as platforms to build capacity of the AAS stakeholders to participate in CAADP processes.

STEP 7a. The Round Table Conference to bring key stakeholders together•Recommend FAAP principles are included and aligned with Country Investment Plan objectives to achieve desired reforms in AAS provision.•Request CAADP CFP facilitates a working session between AFAAS CF and IP country support team include identified AAS issues of concern and align with IP objectives in context of AAS reforms desired.

STEP 7b. Technical Review of the Country Investment Plan (CIP)•Review CIP and provide checklist of identified AAS issues that have been included in CIP. Refer CIP back for revision if AAS issues not adequately integrated.•Review CIP to determine AAS capacity building needs and recommend to CFP consultancy required to develop and conduct capacity building by pool of CAADP AAS experts.

STEP 8. POST ROUND TABLE CONFERENCE (POST COMPACT-Capacity building and quality assurance) •Assess need for establishment/improvement of national inventory of certified AAS providers and work with relevant regulatory body to set up criteria for qualification as a certified AAS service provider.•Facilitate conducting of a training workshop by AFAAS pool of experts to build capacity of AAS providers as per needs assessments that will enable them participate effectively in implementation of country investment plan.

STEP 8. POST ROUND TABLE CONFERENCE (POST COMPACT-Capacity building and quality assurance) •Recommend specific expertise from AFAAS pool of experts to provide necessary technical backstopping. Training modules should be tailored to targeted areas as per needs of full range of AFAAS stakeholders. These include technical Advisory service providers along the value chain.•Support team leader to liaise with AFAAS coordinator and FARA to facilitate deployment of pool of AAS experts to country investment plan (CIP) with any technical assistance requested.•

STEP 9. Monitoring and Evaluation, Lesson Learning• Support Country focal person to review Monitoring and Evaluation framework for CIPs to ensure AAS indicators and outcomes are addressed appropriately as per FAAP objectives, indicators and expected outcomes.

•Consultant should participate in Annual reviews. Mid term evaluations and Impact assessment of CIPs to ensure particular attention is paid to AAS issues.
