Objec=ves
1. To support the European and Chinese research communi=es to establish collabora=ons under Horizon 2020 and beyond.
2. To provide a coopera=on plaeorm and tools to policy makers, aiming ul=mately to support and enhance the bilateral coopera=on, through the concept of mutual benefit
3. To provide an ERA-‐NET style plaeorm to funding agencies for exchanging best prac=ces and planning joint ac=vi=es.
Tangible Objec=ves • To maintain the par=cipa=on levels of Chinese Researchers in Horizon
2020 despite the ineligibility of Chinese par=cipants for funding;
• To increase the par=cipa=on of Europeans in Chinese programs;
• To provide a beYer knowledge base as guidance for further decisions by policy makers;
• To contribute to a successful implementa=on of Joint calls (na=onal and EU level);
• To provide recommenda=ons/input for future road maps (SFIC/EC);
• To foster the policy dialogue and contribute to iden=fy future priority areas, and new funding mechanisms;
• To foster innova=on coopera=on and technology transfer between Europe and China.
Expected Impact Dragon-‐STARPLUS aims at significantly contribu=ng to the ongoing bilateral collabora=on ac=vi=es and policy dialogues. The project will have a posi=ve effect on: • policy drajing and implementa=on, • on-‐going research collabora=on, & reciprocity, • Member & Associated states coopera=on (funding agencies),
addressing societal challenges, • Innova=on, social-‐ economy and technological coopera=on.
Priority Services Suppor6ng Research Actors To provide services to scien.sts and researchers in public and private organisa.ons that will facilitate the bilateral coopera.on, and eventually will have a posi.ve effect on the Chinese par.cipa.on in Horizon 2020, but also will enable an increased par.cipa.on of European researchers in Chinese Research Programs
Suppor6ng Policy Makers Offering a flexible plaPorm, a discussion forum for policy makers, in order to exchange best prac.ces and op.mally coordinate their efforts. Moreover, the EC work will receive support, as the New DRAGON-‐STAR will provide resources for the co-‐organisa.on of the sectorial expert-‐workshops. Addi.onally, the project will perform studies and research to support the policy dialogues providing valuable informa.on about the current and future hot research topics, the European ac.vi.es all over China, and the obstacles set by the framework condi.ons. Special work will be dedicated on offering future scenarios to support long-‐term planning.
Suppor6ng Funding Agencies Offering a flexible ad-‐hoc plaPorm, to funding agencies, in order to exchange best prac.ces and op.mally coordinate their efforts and inves.gate the possibili.es for closer coopera.on on joint calls.
DSPLUS Structure WP1 addresses the European and Chinese research community. The Chinese NCP system including Regional Contact Points will be further enlarged and trained towards H2020 and its open Calls targe=ng China; the Chinese NCP website will be updated and enriched and special professional communica=on products will effec=vely spread H2020 info to Chinese stakeholders.
WP2 targets policy makers, suppor=ng and ini=a=ng policy discussions through workshops and dialogue roundtables.
Research funding ac=vi=es by European funding agencies shall be coordinated and the poten=al for joint calls shall be elaborated. In order to support the policy dialogue China´s knowledge regions, technology areas, trends, etc. will be mapped and outcomes will be presented in scenario planning workshops. Areas of common interest will be iden=fied and the possibility of new bi-‐regional joint ini=a=ves will be discussed in thema=c workshops.
WP3 is dedicated to improving STI Framework Condi6ons by iden=fying weaknesses of bilateral collabora=on, by
mapping European STI ac=vi=es in China and by enhancing innova=on coopera=on and technology transfer in order to bring together innova=on actors from both sides and exchange best prac=ce examples. In matchmaking events the European and Chinese research communi=es and important industry leaders will be invited in order to enhance future innova=on coopera=on.
WP4
focuses at the effec6ve communica6on with relevant stakeholders. Concrete ac=vi=es include the dissemina=on of project outcomes in a promo=onal way targe=ng most important project environments and the crea=on of suitable professional communica=on products (infographics, social media, videographics) addressing all project target groups in an efficient and informa=ve way.
