Bucharest
Bucharest is the capital
city of Romania and has
1.7 millions citizens.
Bucharest is divided in
6 district. Each district
has a district hall and
district council. Also, at
the administrative
level, in Bucharest
there is a General City
Hall. The district city
halls are autonomous.
The golden rule is: the
General City Hall is in
charge of the main
roads, the district city
halls are in charge of
the secondary roads.

Practical issues for engagement
The level of citizens’ engagement in administrative affairs, including
European affairs is quite low.
WHY?
Lack of knowledge;
Lack of interest;
Lack of trust in politicians;
Lack of trust in public institutions;
Specific mindset of citizens from a former communist
country.
Bucharest:
Suggestions for participatory engagement
Workshops for the improvement of citizens’participation by gaining a deeper knowledgeregarding administrative affairs;
Creating a platform that encourages the involvementof the citizens in the decision-making process (MayorOprescu, Rome, 2014);
Information stands throughout the city on Europeanaffairs;
Participatory budgeting.
