Aceh Timur – A Success Story for Community and Stakeholder

Involvement-Gender Mainstreaming through P2TP2A Strengthening

Geographically Aceh Timur District located at 040 09’ 21” – 050 06’ 02” North Latitude and 970 15’ 22”- 970 34’ 47” East Longtitude and having lowland 0-40% and catagorized into Peureulak river stream. Aceh Timur District has regional wide 24 district with villages totally are 510 and 46 sub villages with the capital of government situated in Idi Rayeuk.

The total number of population is 313.337 with the sex ratio per sub district is 100 with the density per sub district is 5. Meanwhile the rate population growth per sub district is -1.54. The majority of population working at agriculture sectors and according the census from statistic board GDRB of the district in 2006 shown those sectors are giving significance contribution (51.50%) for Aceh Timur income grade. This district is apart of rubber and palm oil development in Aceh. With the widest area almost 11.610, 20 Ha for rubber plantation produced of 9.528.40 metric ton/year and 2.307,12 Ha for palm oil plantation, both of the sectors had to be extraordinary comodity for this region. 1

The Gender Mainstreaming Sector had submitted to RPJMD 2008-2012 mentioned that Aceh Timur Government is having fully awareness to development gender responsive program. The program legalized is: Gender Mainstreaming Strengthen and Development.2 The program aims to formulate the mechanism for policy and gender responsive. This program are trying to accommodate the basic need of man and women, assist specification attention for marginalize groups and enhance the awareness from all of stakeholders to conduct the task with gender sensitivity. Beijing Flat form of Action (2005) defined that Gender Mainstreaming is strategy for integrating gender concern in analysis formulation and monitoring policies, program and projects.3

Meanwhile according to Women Empowerment Ministry (2005) Gender mainstreaming is strategy build to integrate gender as one of integral dimension from planning, arrangement, implementation, monitoring and evaluation for all of national development programme. Gender mainstreaming dedicated to reach gender equity and justice. 4In assessing this program there are 3 main elements focussed namely: 1) To enclose gender perspective in formulating of policies at all of levels, 2) To use of momentum and dialogue to develop gender perspective and build the networking

with all of stakeholders and 3) Formulate and making the educational model that able to build the communities awareness.

[Detailing topic of Good Practice][What it is and how it works-the process?]

Regarding with the observation and analysis conducted by KRF team and deeply consultation with Bappeda as leading sector at SKPD in Aceh Timur, Few of sectors were rose up and listed as the main priorities sector here. The sectors were finalized are: Gender Mainstreaming, Disaster Risk Reduction, Fisheries and Marine Development, Health Capacity Development and Tourism Development Studies. A The whole of KRF mechanism under directly lead of Regent and KRF Joint Secretariat had to be motorize groups joining with BRR NAD-Nias and other stakeholders. All the priority sectors must be gained with the vision and mission of regent finalized into RPJMD 2008-2012. The determination of the priority sectors is summarized based on the topography, financial effort and community driven decision.

To ensure this program will kept sustain, KRF Secretariat are trying to functionalize of P2TP2A as women empowerment center at district levels. Along with the establishment of the building by BRR NAD-Nias, KRF secretariat had facilitated the internal meeting with the P2TP2A coordinator and its members to formulate the membership and work plan. This effort had fully successful after the Bupati issued the SK (Bupati Decree) No. 415/398/2008 about the official formulation of P2TP2A in Aceh Timur. The structures recruited from various kinds of key community leader, academician, Youth representatives, local NGO representatives, Police, Business women groups and health staffs.

After the organ gram selected and finalized, KRF secretariat takes the leads in formulating of vision and mission of P2TP2A and arrangement of work plan. Within marathon discussion and consultation, finally, P2TP2A announced the vision as “To create the role model facilitating the serve and empowering of women and child quality based on the norm and legal determination”. While the mission summarized as 1) Women life-quality improvement, 2) Gender Justice and Equity Socialization, 3) Elimination of all form discrimination against women, 4) Human right improvement for women, 5) Child Protection improvement and 6) Women groups independence.

KRF Secretariat also facilitated the arrangement of P2TP2A work plan 2008-2009 whereas this description was finalized to Bupati for approval. The work plan submitted based on five division (Islamic

Syria’s, Economic, Education, Health and Law & Human rights). The whole of the workplan had written officially to RKA Dinas for funding this year.

Gender Mainstreaming Sector was conducted the first meeting (23/09/08) to formulate the vision and mission of P2TP2A and at the end of the meeting concluded that

1. Vision and mission of P2TP2A was compiled based on meeting attended by formulation team of P2TP2A Aceh Timur year 2008.

2. Vision and mission that concluded is relevant with district priorities concepts.

3. P2TP2A expected to other stakeholders involved in order to support the implementation program of P2TP2A in empowering women and children welfare.

4. The strategic Doc prepared by UNORC will be guideline for P2TP2A Aceh Timur to arrange the work plan 2008-2009 and UNORC will facilitate the arrangement of this matter with P2TP2A Coordinator and its secretary

5. UNORC will try to enlarge the networking especially Organization coalition working in gender and children issue

In the mid of October (20/10/08) KRF Secretariat organized the second meeting for preparing of Gender Summit and UNORC representatives mandate as focal point and submitted the synopsis of Gender Mainstreaming presentation. This presentation will carry out during the gender summit and the references adopted from the KRS document. The meeting was summarized that local government are committed to support financial assistance to P2TP2A and we will promote our program to other agencies and trying to take pay attention from international agencies having the gender program in Aceh Timur (for example: how we participate actively to monitor and advocate the PNPM program for women empowerment groups in economically or how to synchronized P2TP2A program with IOM program for women empowerment capacity in peace program).

KRF Secretariat takes the lead in organising these consultation processes through KRF. It has the following role:

Formulate the vision, mission and work plan of P2TP2A referring with recovery strategies of gender mainstreaming.

Promote the existence of P2TP2A to Dinas, key community leader and other Institutions by making the leaflet, banner and newsletters.

Formulate the draft of gender mainstreaming connected with the establishment of P2TP2A.

Invite KRF Stakeholders from Dinas, Women Groups, Youth Representative and Women Business Group to attend KRF- Gender Mainstreaming

Hold validation session of the recovery strategies for the improved Gender Mainstreaming Sectors

Incorporate the suggestions and proposals in the draft strategy and prepare first edition of the recovery strategies

Arrange for second and more rounds of validation with the KRF stakeholders if needed

Women are still marginalize especially living in rural area by economically and social structure

Lack of Information access for the women living in rural area and affected them didn’t know further about the world information

Refusal from Ulama about the gender concept to the communities

Insensitive gender program declared by local government There is no gender responsive budgeting from the local

government and parliaments. There is still find women don’t opened their self and ready to

receive the difference

Local government had the awareness to develop of gender mainstreaming aand it already proclaimed into Mid-Term Development Plan 2008-2012.

Local government had allocated the fund from APBK 2009 for the funding of P2TP2A this year (Please refer to list of P2TP2A Activity)

The Gender Mainstreaming Strategies was adopted as one of assets references to P2TP2A

Continuation program through making of leaflet, banner and brochure in order to promote of this organization to dinas, communities and others

Local capacity improvement from P2TP2A staff through computer training facilitated by CRC Aceh Timur

Sounding of P2TP2A program to DPRK members Arrangement of Semiloka of the significance of gender

mainstreaming to local government staff and community leader (That activity had organized on June, 4th 2009)

Well informed the function of GPF’s at district level in matching with the gender program designed by P2TP2A.

KRF has been a good practice in finding sustainable solutions to the region’s complex post-conflict and post-disaster needs in the district. The challenges and priorities captured from the KRF consultations calls for redoubled efforts in coordination and strategy formulation to begin to address the major challenges and priorities of the district. As identified by the Regent (Bupati) of Aceh Timur Pak Muslim Hasballah KRF has been a great support to district government programs. He added, “the existence of KRF giving the significance impact for myself to develop my region and the KRF mechanism are synchronized with community driven program. KRF had functionalized good player in this region and KRF secretariat had being one stop information centre for recovery and development program. All the data and information available at KRF Secretariat giving positively impact for the local government in arranging of the prioritize program. KRF Secretariat is trying to make the good connection bridge among the program proposed by

local government and international agencies. Few of prioritizes and recommendations submitted in KRS doc had started to implement by the local government this year and few of program implemented by international agencies also involve fully contribution from KRF ( for example: SERASI Program by IRD-USAID through local partner in Aceh Timur, Health centre reconstruction by KFW-GITEC, Women Empowerment in Reintegration context, LGSP program and Livelihood program to women groups by UNDP)

The role of KRF is to: - Act as a coordinating forum for all parties involved

communities who are ultimately responsible for determining the priorities of the recovery and development of the District

- Ensure voice of women, communities in remote areas, the elderly and infirm is represented and incorporated while discussing the development priorities of the District

- Ensure governmental planning and budgeting, international aid provision and evolving recovery plans are closely aligned to the needs and interests of the local community and stakeholders and to the direction of democratically-elected Regent (Bupati)

- Host social capital by involving all stakeholders as there is a strong and positive correlation between participatory decision making and successful recovery

- Promote greater transparency and accountability of the local government by sharing information and facilitating open participative discussions
