PAC ANALYSIS 2016 - 2017

2016 PAC Analysis Overview

The NC FreeEnterprise Foundation has produced a report on PAC giving during the most-recent election cycle for a number of years now, providing insights into trends in political giving and specifically offering an opportunity to see which categories of PACs are giving how much and to which candidates for state offices.

What’s interesting in comparing the 2016 election cycle with 2012 (the previous Presidential election year – the ‘apples to apples’ comparison in terms of number of races on the ballot) is that overall giving is about the same, with a few nuanced shifts of note.

First, PAC giving tends to be driven by the intention to establish and maintain strong working relationships with those who are in charge of setting the agenda, thus Republicans – who took control of the state legislature in the 2010 election – enjoyed a competitive advantage in the 2012 cycle that actually grew larger in 2016.

Second, of note are how those PACs at the top of the 2016 ratings have shifted since 2012. Duke Energy, with mergers with Progress Energy and Piedmont Natural Gas, has risen in the ranks and more than doubled the amount contributed.

Key advocacy players such as the NC Realtors Association, NC Dental Society, Blue Cross & Blue Shield and the NC Beer & Wine Association all grew larger, and trial lawyers (NC Advocates for Justice) slipped slightly. And, the NC Optometric Society saw an increase over their 2012 numbers, as is often the case with PACs associated with organizations looking to conduct a significant push on a contentions public policy matter.
