(iii) Scope of supply : a) Electronic load cell type, pit-less lorry-weighbridge of capacity 60 MT and platform of 16m x 3m size with other accessories. b) Platform complete with main girders, support section, horizontal constraining arrangements and grouting parts as required; generally confirming to IS:2062 as amended on date. c) Load cell with integral cables and mountings for load cells. d) Electrical and electronic parts comprising of: - Junction Boxes. - Cable between junction box and weigh cabin. - Digital Weight Indicator. - IT Kit (Intelligent terminal Kit) with alphanumeric key board alongwith memory of 3000 vehicle records. 17” LCD Colour Monitor and Mouse with Intel Dual Core micro processor. - Dot Matrix 80 col. Ticket Printer compatible with PC. - U.P.S. - Jumbo display unit. e) Power Supply: The equipment should be suitable for operation on 220 V, single phase 50 cycle A.C. supply. The equipment shall suitable for successful operation under different climatic conditions such as temperature ranging from 10 degree centigrade to 60 degree centigrade and humidity upto 95%.

TECHNICAL SPECIFICATIONS

(I) General

(iii) Scope of supply :

a) Electronic load cell type, pit-less lorry-weighbridge of capacity 60 MT and platform of 16m x 3m size with other accessories.

b) Platform complete with main girders, support section, horizontal constraining arrangements and grouting parts as required; generally confirming to IS:2062 as amended on date.

c) Load cell with integral cables and mountings for load cells.

d) Electrical and electronic parts comprising of:

- Junction Boxes.- Cable between junction box and weigh cabin.- Digital Weight Indicator.- IT Kit (Intelligent terminal Kit) with alphanumeric key board alongwith

memory of 3000 vehicle records. 17” LCD Colour Monitor and Mouse with Intel Dual Core micro processor.

- Dot Matrix 80 col. Ticket Printer compatible with PC.- U.P.S.- Jumbo display unit.

e) Power Supply:

The equipment should be suitable for operation on 220 V, single phase 50 cycle A.C. supply. The equipment shall suitable for successful operation under different climatic conditions such as temperature ranging from 10 degree centigrade to 60 degree centigrade and humidity upto 95%.

iv) Technical Requirement

a) The weighbridge shall have overload capacity, atleast 50% of rated capacity. The requirement shall be tested for dimensional parameters. Functional testing will be done at site.

b) Material specifications for major platform components shall be as per IS: 2062.c) Minimum gradation for weighbridge shall be 10 Kg. or as per IS, whichever is

lower.d) Load cell shall be hermetically sealed and have IP68 protection class. Test

certificate in conformation of the above class by a reputed Test House to be provided along with tenders.

e) The main girders and members should be completely welded to each other and net bolted structure will not be acceptable.

f) The weighbridge shall be Pit-less type above ground, with concrete ramp having suitable slops on either side to facilitate vehicle approach on the weighbridge .

g) Weighbridge reading shall not differ by more than one resolution value, when the vehicle is placed on different locations on the weighbridge.

h) The weighbridge calibration should stay for a minimum period of one year from the date of installation without the need for any readjustments.

i) The electronic lorry weigh bridge should be integrable /compatible with depot stocks accounting system /Depot Module, LAN Card must be provided in the PC for depot module connectivity.

v) Weighbridge Specifications:

- Overload capacity : 50% of rated capacity.- Type of constraining - Appropriate constraining arrangement without hampering weighments accuracy.- Frequency of loading : 30 trucks per hour minimum.

vi) Platform structures:

Material of construction of Components : Mild Steel as per IS : 2062. Main beams, cross beam transverse beams : ( ISMB from SAIL or reputed manufacturer conforming to IS 2062 chequered antiskid Mild Steel. plate as per IS:2062 ( from SAIL

or Steel from reputed manufacturer having ISI as approval ) in convenient lengths of thickness not less than 14mm for 60 MT. Total Weight of Plateform Structure : 60 MT capacity – not less than 13 MT.

Material Test Certificate : To be provided by tenderer.

vii) Electronic weighing system and load cells:

should be reputed indigenous/imported make. Manufacturer’s test certificate in respect of all requirements specified in IS 9281 as amended on date to be furnished by the contractor for each electronic weighbridge.

viii) General Requirements:

i) Hermetically sealed (IP.68 Protection class) maintenance and corner adjustment free, inert-gas –filled, contact, compression type load –cell suitable to operate under (-) 10 degree centigrade to 65% with an ultimate over load capacity of 300%. Load shall supplied should be compulsory with original certificate being the serial No.by the original load shall manufacture.

ii) Housing of stainless Steel.

iii) Capacity of each load cell will be as under:-

Capacity of ELWB Capacity of Load Cell 60 MT 6 Nos. 30 MT or more.

iv) Insulation resistance - 1000 Mega ohms or more.v) Proper ingress and lighting protection as per Indian Standards.vi) Load cell should rave and anti routable pin to restrict the movement the load cell.ix. Junction Box

xi Digital weight indicator. Personal Computer and Printer:

(A) Digital weight indicator: This should be state of the art high performance micro processor based system

having high internal resolution, clear and bright six digit LED display auto zero tracking tare/gross weight indications, Auto calibration facilities etc. It should be capable of interfacing with the computer for further processing of data as per requirement operating temperature is to be -5 degree centigrade to 50 degree centigrade, response time less than 0.5 seconds, electrical safety IEC-348.

(B) Personal Computer:

The P.C. of HP/HCL/IBM/COMPAQ or equivalent brand should be of Intel Dual Core processor or above (2,OGHZ or more speed) equipped with 104 keys “Alpha Numeric Key Board. Operating temperature range is to be – 5 degree centigrade to 50 degree centigrade with 17” LCD colour Monitor, Mouse, ! GB RAM with Window Vista operating system, Data protection by Lithium battery for 16,000 Hr. during power off.

(C) The Printer(80 Cot) with speed compatible with the Micro Processor:

The equipment shall be provided with electronic recording unit designed to provide printed records of (a) SL, (b) date, (c) code (d) gross weight (e) tare weight (f) net weight and (g) commodity. It shall be freestanding, microprocessor based, dot matrix type printer interfaced with Indicator system. Operating temperature range should be (-) 5 degree centigrade to 50 degree centigrade of reputed make such as wep/TVSE/HCL or equivalent.

xii. U.P.S.

Online UPS of reputed make e.g. TVSE/Tata/Libert/APC/Numeric/Einova/ Data Vision of 500 VA supported with 2 Nos. of 130 AH each /3 Nos. of 90 AH of Exide/Standard/AMCO or equivalent approved make maintenance free batteries for 6 hrs. operation in case of power failure.

xiii. Voltage Stabilizer/Transformer:

2 KVA rating servo transformer with input 140 V-280V and output 220+/=5% of reputed and approved make to protect the equipment from voltage variation.

xiv. Jumbo display unit:

An additional display unit at suitable place outside the cabin of weigh bridge for clear viewing of drivers in day light or in darkness of character size of 100 mm. 5 digit, LED type to be provided.

xv. Notes

(i) Weighbridge manufacturers/supplier/local representatives, having own or their principal’s manufacturing facilities relating to load cells and related electronic instruments and weighbridge components shall be given preference.

(ii) Manufacturers, their Dealers / Representative/Supplier should have appropriate licence for the installation ofweighbridge system from Director of Metrology, Government of India/State Government.

(iii) The sealing and stamping of load cells as well as that of the total weighing system shall confirm to the requirements laid down under “Indian Weights & Measures Act. 1976”

(iv) The chassis of the electronic equipment shall be designed in the manner that it is feasible to lock the whole system electronically to make it completely temperproof at one place for subsequent verification by the concerned authorities.

xvi) Packing :

The mechanical and electronic components of the weighing system shall be suitably packed. All the conditions of storage before actual installation shall be specified by the manufacturers.

xvii) Performance:

The performance of the load cell as well as the total system shall also comply to all the technical and metrological requirements laid down under the Indian Weights & Measures Act, 1976 and IS:9281(Part-III)-1981 as amended on date.

The work shall be executed in accordance with the latest PWD specifications and IS Codes.

The foundations and RCC raft for surface mounted plateform shall be designed on the basis of the allowable soil pressure for the respective sites, Any special treatment that may be required for the foundation to cater the need of the poor soil conditions shall be carried out by the contractor at his own cost. Suitable guarding arrangement need be incorporated lengthwise of the plateform to prevent sliding of vehicles as per relevant IS code.

The contractor shall be required to submit 4 copies of the drawing along with design calculations for approval by the Corporation. The Corporation shall be at liberty to modify the design given by the contractor and he should follow the same without any extra claim.

2. Shop Tests and Inspection:

a) Type tests and routine tests shall conform to IS 9281 (Part-II) as amended up to date and those specified herewith.

b) Shop Assembly: Equipment shall be shop assembled, prior to Transportation/shipment, to the extent required to facilitate field installation.

3. Installation

i) Fitting of Machinery

a) Alignment and adjustment of machinery shall be carried out by skilled and experienced machinery fitters.

b) All machinery shall be assembled fitted or mounted in such a manner thatall necessary clearance shall be retained.

c) The contractor shall be responsible for all necessary alignment and adjustment of structure, machinery and equipment to obtain efficient operation of the equipment.

d) Error, omission and misfits shall not be corrected by burning except with permission of Corporation.

1. Painting:

Two coats of anticorrosive and one coat of finished paint on all steel structure after preparation of surface to be applied for protection against corrosion /rust.

5. Drawing and Data to be submitted by Contractor

a) The contractor shall at his own expense prepare and submit four copies of the drawings showing foundation details. Location and size of bolts and

structural steel supports, general arrangement and assembly drawing, showing important particulars, overall dimensions and clearance etc.

b) On completion of the work and before the tests are carried out the contactor shall at his own expenses prepare and supply to the Corporation four (4 ) certified copies of the following:

Installation manuals.Inspection and Maintenance Manual Operation Manuals.

c) I) The main girder/beams and cross beams will be preferably in single piece without any welded/joint section.

ii) Thickness of M.S. Plate for Deck should not be less than 14mm for 60 MT. capacity weigh bridge.

iii) The tenderer will indicate the approximate weight of steel structure with detailed calculation indicating the details/size of structure to be used.
