Energy productivity aims to capture the total economic value created, such as the amount of GDP at a national level, from energy applied. Doubling energy productivity will allow countries and businesses around the world to achieve twice as much economic output per unit of energy used. According to the International Energy Agency (IEA), energy productivity improvements could generate an additional $18 trillion in global GDP between 2012 and 2035. Increasing global energy productivity can also achieve significant reductions in greenhouse gas emissions and help solve climate change.

The 5th B4E Climate Summit in London brought together more than 250 delegates to discuss and agree on transformative approaches to increase energy productivity as a driver for economic growth and prosperity. Participants explored the emerging technologies, finance solutions and policy changes that will be required to achieve lasting benefits for society and the environment.

The organising partners, expert Chairs and Summit delegates produced recommendations for increasing energy productivity in building & urban infrastructure, mobility & logistics and manufacturing.

The recommended actions detailed in the following pages include the role of business, government and civil society and will be shared at a series of global meetings later in 2015 and 2016.

OUTCOME STATEMENT

BUILDING & URBAN INFRASTRUCTURE

• Drive up demand for energy productivitybyclearlyandconsistentlycommunicatingtheco-benefitstousersandstakeholders,providingintegratedone-stopsolutions,andcreatingdatasharingandcommunitycompetitionplatforms.Apublicbuildingrenovationprogrammecouldhelptosetanexample.

• Create innovative regulatory frameworks,forexamplethroughtheuseofmandatoryrequirementstodeeplyrenovatebuildingstoclimate-target-compatiblestandardswithinfiveyearsafterpurchase,perhapsencouragedthroughreductionsinpropertytax.

- ExplorethepotentialforEnergyPerformanceCertificatestobelinked tosupportschemes(e.g.preferentialloans).

- Governmentsshouldlooktoinvestinthetrainingandqualificationof energyplannersandinstallerstoensurethatzeroenergybuildings canberealisedathighquality.

• Policymakers,thefinanceindustryandenergyefficiency(EE)leadersshouldworktogether to improve financing for energy efficiency and productivity,throughdevelopingstandardinvestmentprocesses,suchasthosedevelopedbytheInvestorConfidenceProject.

- EEsuppliersshouldworktoimprovetheirunderstandingofthe financemarketandworkwithfinanceprovidersrightfromthe beginningoftheprojectdevelopmentprocess. - Banks&EEdevelopersneedtofullyunderstandthepotential“points ofintervention”suchashousepurchase,renovationofkitchens/ bathroomsandreplacementofboilers.

- Monitorandsupportcrowdfundingandpeer-to-peerlending initiativesforEE.

- FinancialinstitutionsshouldpledgetoinvestinEEinsupportoftheEE InvestorsStatement.

- Considerenergyspendaspartofaffordabilitycriteriaformortgagelending.• Increase the political will and momentumtoaddressenergyefficiencyandproductivityatalllevelsincludingcities,stateandfederal,andacrossallrelevantdepartmentsincludingtheTreasury.

- Ensuregreaterpoliticalunderstandingofhowenergyproductivity relatestospecificpolicies,itspotentialenvironmentalimpactand political,economicandsocietalco-benefits.

- Provideoverviewsofexistingbestpracticeenergyproductivity policiesandtheireffectiveimplementation.

• Increase collaboration/partnership and dialogueamongstconsumers,government,civilsocietyandtheprivatesector,toensurethatthetransitiontolowcarbonmobilityandlogisticsisachievedinanintegratedandcost-efficientmanner,involvingbalanced(positive/urgent)awarenessraising.

• Explorethepotentialforimprovedefficiencyandreducedemissionsfromthemobilityandlogisticssystemthrough a mix of ‘avoid’, ‘shift’ and ‘improve’ strategies.

• Employ more stringent targets and standards fortheefficiencyandproductivityofvehicles,enginesandthewidertransportsysteminmajorglobalregions,todrivecost-effectivetechnologiesandsolutions.

• Incentivise the shift to clean and low carbon energyintransportbysupportinginnovationandthedeploymentofsolutions,improvingfinancingavailability,andensuringthatthepriceofmobilityandlogisticsbetterreflectsthetrueenvironmentalcosts.

• Standardise energy productivity measurement and data (includingproductfootprinting).Suggestedorganisations:astandardsbody,TheCarbonTrust.

• Create energy productivity learning networks forbusinessestosharebestpracticeandcollaborateonpilots.Suggestedorganisations:governments(nationalorsubnational)couldinitiatesomepilotlearningnetworkswithchambersofcommerceand/orenergyservicecompaniesorganisingthemthereafter.

• Map business energy usage(especiallyheatloss)inindustrialparksandcitiesandusethefindings,togetherwithexamplesofsuccessfulindustrialsymbiosis,toidentifyenergyproductivityopportunitiesanddriveaction.Suggestedorganisations:athinktankinpartnershipwithmunicipalities.

• Cascade energy productivity targets down the supply chain,reportandverifythem.Suggestedorganisations:upstreambusinessestorequiretargets.CDPtoencourage,reportandverify.
