Extending coverage of “green” multi flows to wider range of international organisations & funds

Tasks taken forward by secretariat

• Estimation of “green” coefficients for funds identified as priorities• Develop the Task Team proposal to submit to WP-STAT in Feb.:

– inclusion of new funds on the Annex 2 list: CBD, Global Mechanism (of the UNCCD), GFDRR and FCPF;

– separate identification of the three windows for the SCF (FIP, SREP, PPCR) through introduction of individual channel codes;

– assess the need to revise the ODA coefficient for UNFCCC; – introduce individual channel codes to identify a bilateral funds;

• Retroactive marking of the Climate Investment Funds (CIFs)• Inclusion of Green Climate Fund on Annex II• Update on WP-STAT “Annex 2” discussion on 17 September

Existing approaches & evidence for drawing on Rio marker for quantitative reporting to the Conventions

Survey of Members reporting practices > improved transparency

• Large number of members draw on Rio markers to provide the basis for their reporting to the UNFCCC, CBD and UNCCD on bilateral ODA.

• Many aware of the limitations of the Rio marker methodology in providing only an approximate quantification of financial flows, and only count a share of finance.

Members agreed to explore the basis and evidence for greater quantification of Rio marker data

• Secretariat to explore further development of the evidence base, through:– Exploring thresholds for component very large volume activities.– Further consolidation of available and emerging evidence – Analysis of a representative sample of projects

• Call to participants for sharing of available and emerging approaches to inform this

• Secretariat to develop an approach to identify capacity building and technology transfer projects with a view to develop a practical methodology

2015 Work Plan...• Extension of mandate to be agreed by ENVIRONET & WP-STAT

• Pre-committed work for 2015:– Refinement of recommendation on “fine tuning” climate maker definitions, & to be

submitted to WP-STAT. Once adopted, guidelines and handbook updated.– Proposal to WP-STAT for “green” funds to be included on Annex 2 list– Routine updates of statistical flyers – Co-operation with Rio conventions & engagement with wider stakeholders

• What are members priorities for 2015?– Improve Rio markers’ reporting to the CRS

• Application of Rio markers > continued forum for engagement & sharing?• Rio marker definitions > review of biodiversity and/or desertification markers?

– Treatment of multilateral flows– Exploring the basis and evidence for greater quantification of Rio

Future ways of working

• Small groups working with Secretariat --> need volunteers!!

• Focused teleconferences, with summaries of main points of discussion available after to all

• Greater engagement with WP-STAT, as we agree and submit recommendations i.e. on definitions

• Two in-person meetings per year > taking stock of priority topics & housekeeping – Fourth & Fifth Task Team meeting – March/April, September/October? – Members invited to propose suitable timing and location

• Increased outreach through workshops and collaborations at key events/international meetings > welcome invites and suggestions!
