Financial : High investment cost with no commercial return.
Socio-economic : Scattered islands with low populations, high dependency on foreign imports
Technical : Poor knowledge about adaptation technologies and its effectiveness
Regulatory : Weak legal enforcement and slow response
Capacity: Lack of human capacity in the area of climate adaptation
Ad-hoc Planning: Lack of adequate information and other key resources leads to ad-hoc implementation of adaptation measures
Budget constrains: Climate change mainstreaming in sectors have increased pressure on local budget planning.
