Capacity: Lack of human capacity in the area of climate adaptation

Ad-hoc Planning: Lack of adequate information and other key resources leads to ad-hoc implementation of adaptation measures

Budget constrains: Climate change mainstreaming in sectors have increased pressure on local budget planning.
