The MARIE results are drivers to facilitate MED regional and local public bodies build and put in practice their own strategies for buildings energy renovation. We stay the major part of our life in

buildings be it at home, at work or during our leisure time. Buildings are also the more important physical element of our cities. However for the majority of us the energy needed for buildings is not visible. Buildings represent between the 30% and 40% of the total energy consumption in MED Countries and at the same time they have a very important potential of energy savings.

MARIE focus is transforming this saving potential in real economic, social and environmental benefits that allows MED cities generate a new and more sustain-able concept of the city.

1.1 CHALLENGES AND METHOD

The challenge was achieve the social, financial, professional and political con-ditions for energy efficiency improvement in the existing stock of Mediterranean buildings. MARIE has been working in deep to reach this challenge and finally concrete changes in these conditions are demonstrated in several of the partic-ipating regions.

The method can be resumed in four main and general steps. The first one has been developed during the first year and was focused in 33 barriers identifica-tion (RBA’s demand, RBA’s offer) at the same time barriers were organized in 4 major strategic output lines: Intervention factory, Marketing and Training, Inno-vation Lab and Cooperation Hub. The second step was organize and develop the experimentation through 12 pilot activities.to test different kind of strategic measures oriented to overcome barriers. The third step was preparing the three drivers to implement Energy Renovation in Buildings (ERB) Regional Strategies. And the last one has been open the communication process in order to ensure major replication (MARIE web site).

1.2 MARIE DRIVERSGenerate new social, financial, professional and political conditions in MED

Regions requires effective drivers. In this sense MARIE partners has produced and applicate in their regions three main drivers to start up but also to move successfully the ERB process.

Three drivers are conceived to generate chain reaction effect in our societies to convert MED buildings in a development fundament.

Drivers are results but also motor of change. The three drivers produced by MARIE partners are:• POLICY PORTFOLIO• PRODUCTS BOX• MAXIMUM IMPACT & INTEREST PROJECTS

Policy Commitments (public and private) are always the first step to consoli-date and give fundament to ERB strategies. Such strategies can be generated using MARIE’s Product Box, which allows the generation of Maximum Impact and Interest projects (MIIP’s). The effective implementation of MIIP’s gives real-ism and effectivity to policy commitments, and ensures more visibility and public interest for the developed strategies.

1.3 MARIE POLICY PORTFOLIOOfficial and visible commitments from public and private organisations are

necessary to ensure security and governance for both private and public initi-atives in the field of Energy Renovation in Buildings. During MARIE cycle, Por-tuguese, Spanish, French, Italian, Slovenian, Montenegrin, Cypriote and Greek regional and other public organisations have reached important commitments to develop ERB Strategies (Policy commitments), involving private organisations of their regions. In the future, through the Programme MED, other regions could also achieve commitments in this sense. The path is open.

Moreover, several international organisations dealing with Energy Renovation in Buildings, as the Intermediterranean Commission of the Conference of Periph-eral Maritime Regions CRPM act 1 and CRPM act 2 the Union for the Mediter-ranean (UfM site), CAT MED Platform, Union of Mediterranean Architects, Fed-eration of Regional Energy Agencies (FEDARENE) and many others have also achieved specific commitments to impulse and support ERB strategies in the MED area.

Three MED strategic projects (MARIE, ELIH MED and PROFORBIOMED), in-volving more than 60 MED partners, agreed and published in 2013 the Ljubljana Declaration (Ljubljana Declaration), and, in 2014, the Policy Paper (Policy Paper) to implement the Energy Renovation of Buildings policy in MED space.

All these commitments open an intensive process to build a common MED approach for energy renovation in Mediterranean buildings. However, to achieve real and positive results, these commitments should be transformed into strate-gies, projects and real savings.

1.4 MARIE’S PRODUCT BOX The second driver produced by MARIE partners is the Product Box, combining

and integrating 16 main products (6 guides, 4 models, 2 Programs, 2 Platforms, 1 Handbook), that will be very useful to prepare and develop regional ERB Strat-egies.

These products are divided in four main outputs (prepared to overcome iden-tified barriers): Intervention factory, Marketing & Training, Innovation Lab and Cooperation Hub that, once combined, will facilitate the preparation of ERB re-gional strategies.

The Intervention Factory (Intervention Factory) is oriented to generate feasible and verified savings in existing buildings. The Marketing and Training (Market-ing & Training) is focused in increase the demand motivation and supply skills improvement. The Innovation Lab (Innovation Lab) will facilitate development of new and innovative products and services. Cooperation Hub (Cooperation Hub) should increase the integration of European, States, Regional and Local Policies.

1.5 MAXIMUM IMPACT AND INTEREST PROJECTSThe last driver produced by MARIE experimentation process is a first group of

Maximum Interest and Impact Projects. This driver shows main elements to be moved to achieve effectivity, replicability and transferability projects at short term with maximum interest and impact.

Selected demonstrative MIIPs (MIIP) are in different stages of execution, but they represent feasible and short-term alternatives to renovate energy perfor-mance in buildings. In this sense, MIIP’s are classified in investment lines, de-pending on the promoter, the typology of buildings, the financial mechanism used and the type of interventions included.

However, and to simplify its comprehension, MIIP’s can be found in two main groups: Low & Very Low Cost projects, and High Investment projects. The first ones can be prepared and executed in the short term, reducing economic costs and energy expenses without relevant investments, simply improving the organi-sations’ (public and private) governance. The second type is a long-term project group, requiring high investments, and the type of mechanism to finance the MIIP could be the most interesting aspect for its future replication.

The MARIE’s technical works are focused specially in the prepa-ration of practical products and tools to facilitate Regions and Cities to prepare and implement their ERB Strategies. These

products are oriented directly to overcome the barriers identified and are struc-tured in the four key MARIE outputs.

2.1.1 InformAtIon SyStEm modEl (ISm)The model proposed is based in the experimentation process developed by

the MARIE Lead partner (Government of Catalonia, Department of Territory and Sustainability, Housing Agency of Catalonia) using the Catalan Spatial Data Infra-structure (IDEC) and based in the EU INSPIRE Directive (INSPIRE).

One of the main barriers for energy renovation in buildings market detected by MARIE partners is the lack of detailed information on the characteristics of the building stock at regional level, to overcome this barrier is necessary that MED regions undertake a process to improve their knowledge of their building stock.

The ISM can help MED Regions to build their own information system compat-ible with the other MED Regions facilitating the necessary interoperability. The ISM is explained in detail in strategic measure 1.1(MEDBEES) and is structured in three main lines of work:• Collecting information• Processing information • Presenting information

Building stock information is normally dispersed in a big quantity of the energy consumers databases but also in the energy providers data bases and in general data bases as cadastre, climate or energy certificates. This enormous degree of dispersion requires urgent measures to concentrate and make compatible all this information in order to be processed together and provide practical results to assess policy decisions. The technical solution proposed by MARIE project to collect information needed has two components. The first one related to the informatics tool should be based in the use of a Spatial Data Infrastructure ap-plying the INSPIRE Directive and the second one defining on line questionnaires model to request information needed from all the energy in buildings consumers organizations.

To process all the building stock information available is necessary to clarify very well which are the main expected results from the information system. The MARIE proposal is that the information system should provide mainly:• Energy and economic savings achieved in building stock each year• Facilitate energy consumption benchmark for each stock segment • Provide the real impact of energy saving measures implemented• Facilitate planning of intervention decisions

To present this information MARIE considers three main levels of presentation:• Public authorities responsible of the ERB Regional strategy: they need a clear

summarized vision in order to take strategic decisions in order to adapt the general actions in development. To achieve the general objectives of their own strategy

• Buildings energy consumption responsible in public and private organizations also to adapt their internal policies and action plans to achieve the concrete objectives for their buildings

• Public Information to give a clear vision of the process but also to promote the interest and participation of the public and private organizations not integrated in the common information system

2.1.2 ErB At urBAn ScAlE GuIdE This Guide has been produced in collaboration between two MARIE partners

BAR Municipality and LIMA. However the guide includes also inputs from other MARIE partners as Region PACA, AVRA, IREC and Basilicata region. The main objective of the ERB Guide is to facilitate planning ERB at local scale and is structured in three main steps: • Characterization of building’s energy performance in an urban context • Energy Savings potential identification• Planning interventions support

All these steps has been tested in the framework of Pilot Activity 1.2 (P.A. 1.2) in six Mediterranean urban areas: Municipality of Bar (Montenegro), Potenza (Italy) Digne and Frejus (France) Barcelona and Granada (Spain). The detailed funda-ments of the ERB Guide can be consulted in MEDBEES (MEDBEES)

Characterization of buildings energy performance should be realized at local scale considering the typologies identified and characterized at regional scale for residential and tertiary buildings. However the characterization works at local scale should be very useful to compare and validate the works done at regional scale.

To project energy renovation of building blocks should be necessary improve the detail of information related to energy savings potential for each typology.

ERB interventions should be planned considering the regional scale informa-tion but also more detailed data as (energy real invoices, users behaviour,...) for each typology.

2.1.3 InvEStmEnt ProGrAmmE modEl (IPm)The IPM model has been developed by the MARIE Lead Partner (Government of

Catalonia) with AVRA (Agency of Housing Renovation in Andalusia) in the frame-work of Pilot Activity 2.2 (PA 2.2) and the Strategic Measure 5.1 (MEDBEES).

The IPM model provides MED Regions an useful procedure to decide which ERB projects will have more impact and interest (MIIP Maximum Interest and Impact Projects). Such procedure has been structured in three main steps:• MIIP’s Criteria approval• Selecting and ranking Intervention lines• Preparing the ERB Investment Program

To determine which should be the criteria to select MIIP’s MED Regions can use next table deduced after finish the MARIE Pilot Activity 2.2.

The second step should be the selection of intervention lines. To facilitates this task MARIE proposes MED Regions to use the Investment Lines Map.

Once the MIIP criteria and priority Interven-tion lines are selected the last step consist in prepare the ERB Regional Investment pro-gram.

To do this the MARIE recommendation con-sist in establish for each priority intervention line one or two pilot MIIP in order to explore the feasibility of this hypothesis. After this necessary experimentation process MED Regions should be able to open tenders for each intervention line to exploit the saving and business potential determined initially.

2.1.4 mAxImum IntErESt And ImPAct ProjEct SuStAInABIlIty ASSESSmEnt tool (mIIPSAt)The MIIPSAT produced by the MARIE partner CTFC (Forest Sciences Centre

of Catalonia) with the collaboration of the Government of Catalonia (Lead part-ner) and LIMA is an iteratively on line tool oriented to facilitate building owners organizations the preparation of ERB projects with optimal level of sustainability.

The objective of the tool is to offer a general, up-to-date evaluation of MIIPs strengths and weakness, where promoters and prescribers can see how the pro-ject would perform, under a set of criteria: economy, energy, environment, social and governance, under which the MIIP is evaluated using Analytical Hierarchy Process. This process can be repeated every time a substantial modification of the MIIP is applied to improve the weaknesses revealed by the previous appli-cation of the tool.

In this last sense MIIPSAT is a self-evaluation tools that allows the building owners organizations and their consultants to improve progressively the MIIP in preparation. By the other hand MIIPSAT can be used by public authorities in tenders or public calls to select more sustainable projects. Finally MIIPAT can be considered also in the scientific point of view as a flexible and practical approach towards sustainability concepts and projects.

The nineteen criteria (4 economic, 4 social, 5 environmental and 6 governance) defined can be modified and adapted to specificities of each MED Region con-sidering the public private agreements generated in the framework of Regional ERB strategies development. By the other hand MIIPAT is an excellent tool to compare MIIPs and to promote the real implementation of sustainability criteria.

2.1.5 fInAncIAl mEchAnISm ASSESSmEnt tool (fmAt)The FMAT has been produced by the Government of Catalonia in collaboration

with ANKO (MEDBEES) and is a tool to match ERB MIIPs with financial alterna-tives. The tool is created on a spreadsheet basis where should be introduced some technical and economic data about ERB opportunities and where a final credit scoring is going to be obtained after a risk-return analysis.

In a second step the tool is matching financial analysis output with financing alternative as private financing (Banking. Funds, ESCOs.) (P.A. 2.1) and public fi-nancing. In this sense FMAT is a very interesting self - evaluation tool to facilitate the decisions of owners’ organizations to choose the best financial mechanism for their MIIPs.

The first part of the tool provides to the promoter the credit scoring based in four variables: reliability of the promoter, quality of the project, level of investment return and guarantee of the creditor. The result of this first evaluation provides a score between 0-100, if the score is below 50 the promoter should modify and improve the variables with bad result. If the result is over 50 the promoter can enter in the second part where the best financial mechanisms should be selected through FMAT.

2.1.6 EnErGy SAvInGS vErIfIcAtIon GuIdE (ESv) The ESV Guide has been produced by Government of Catalonia and proposes

procedures to monitor verify and validate the energy savings achieved in MIIPs. The main target group of ESV Guide are MED Regional and local Authorities. The Guide presents the basic conceptual framework. Methodologies and processes of measurement & verification (M&V) and it has application in residential and ter-tiary buildings. Also provides an overview of current best practices for measuring and verifying savings outcomes of energy efficiency measures (EEM) application in existing buildings.

The aim of the Guide is to stablish an innovative, common and practical meth-odological procedure to determine energy savings at building level. Data will be integrated into an information system in order to know the global energy renova-tion in buildings evolution at regional level.

The Guide is structured in 10 parts: presentation, state of the art, Internation-al protocol of measurement and verification, method proposed, Measures and building typologies, General Application, detailed application in one residential building, glossary and references.

2.2.1 communIcAtIon And mArkEtInG PlAn GuIdE (cmPG)This Guide has been produced by Region PACA with inputs from the pilot aware-

ness campaigns developed by the Government of Catalonia in Barcelona, by LCA in Malta and Municipality of Larnaka.

The CMPG is oriented to support Regional and Local Public Authorities in the preparation of communication plans to promote Energy Renovation in Buildings in the framework of regional strategies development. The methodology used is based on the private marketing models but adapted to develop Public Private Marketing Plans. The general idea is to reinforce the position of Public Authorities as building owner to involve other private building owners in the regional strategy.

The three main technical aspects are considered in CMPG: • the market segmentation (each typology of building and ownership should be

considered in a differentiated segment) should be combined with a stakehold-ers map (deep analysis of market stakeholders specially owners: hotels, offices, commercial, residential buildings…).

• the market activation (the current position of ERB in the market should be im-proved) through the tactical precision of the products/services, prices/costs, dis-tribution channels and promotion tools.

• the communication plan including messages, actions and indicators.

The CMPG (MEDBEES) is structured in in four main parts: General methodology, From Marketing to Communication step by step, Practical experiences in Frejus, Digne, Barcelona, Malta and Larnaka. Final conclusions and recommendations.

2.2.2 trAInInG ProGrAmmE modEl (tPm)Training Program (MEDBEES) is a

MARIE product prepared by UMBRIA Region and UMAR in cooperation with ANKO, Government of Catalonia, PACA Region, Larnaka Municipality and GOLEA. The TPM is an innovative model to plan and implement practical training actions to cover needs and lacks identified to develop ERB strat-egies at regional level.

TPM is oriented to facilitate MED Regional Authorities to integrate all the best practices (APP best practices), to identify gaps and lacks of skills (Train-ing needs) and to promote training plans at all levels.

The model proposed is based also in a experimental and practical (learning by doing method) training course.

2.3.1 rEnEwABlES QuotA modEl (rQm)The Renewables Quota Model (MEDBEES) has been prepared by CTFC with

Government of Catalonia. This product has been conceived to provide support and facilitate MED Regional and Local Authorities decisions to select ERB invest-ments in Regional Investment Programs. Moreover consultants will need tools and enough information to prescript which kind and which quota of renewable resources (materials and sources of energy) should be used in the ERB projects.

The RQM could be implemented by each MED Regional Authority through their own legislation the MARIE proposal is a proposal of calculation method but each Region should decide the Quota and also the legal implementation conditions.

The method proposed is based in calculate the percentages of renewable ma-terials and renewable energy in each ERB project. To calculate the RQ, as you can see in the previous scheme, is necessary to know the total economic cost of materials and the total energy consumption.

2.3.2 rEnEwABlES BESt PrActIcES hAndBook (rBPh)The Renewables Best Practices Handbook (MEDBEES) has been prepared by

CTFC as a complementary product of the RQM and has been conceived as an open and flexible Handbook where all ERB stakeholders can use in two main senses. First of all to share and obtain information of successful cases introduc-ing renewable materials or energies in existing buildings. But also the Handbook is open to receive successfully experiences in this sense.

The MARIE product is a set of fact sheets (one for each case) where is visible the main issues and data related to the case. All cases should have a calculation of Renewable Quota of the project and other indicators very interesting as eco-nomic costs, pay backs and real savings achieved.

The RBP Handbook is an open tool to facilitate innovation and specially to guide the progress of Mediterranean buildings towards nZEB objectives (nZEB).

2.3.3 SUPPORT MEASURE PROGRAMME FOR INNOVATION. SME’S SUPPORT GUIDE FOR INNO-VATION (SMESG)

The Small and Medium Enterprise Guide (SMEG) has been prepared by Pied-mont Region with the collaboration of Area Science Park.

The main objective of this Guide is to propose a process for helping public au-thorities in de�ning their policies in the �eld of ERB, supporting innovation based on MARIE experience.

Indeed, the development and mobilization of innovative chains in order to ac-celerate the development, spread and deployment of new technologies aimed at improving the energy ef�ciency of existing buildings, together with innovative demand side measures (procurement for innovation, common standardization and regulation efforts, testing and introduction of innovative products in the mar-ket), can be important both to reach the environmental target and to create a sustainable business growth in the construction sector avoiding the risk of a market failure.

In this Guide a list of innovative measures is presented with the description of products that could be included in an innovative whole value chain perspective: • Measures to stimulate the offer of innovation of SMEs, such as SMEs net-

working, technology dating, brokerage events, Demonstration and testing of innovative products;

• Public driven measures to stimulate demand for innovation, such as innovation friendly procurement (PPI/PCP), GPP (introduction of innovative tools like LCA/LCC in public tenders) and open catalogues.

2.3.4 rESEArch ProGrAmmE (rP) The ERB R+D program (MEDBEES) has been coordinated by IREC with the

participation of all scientific partners of MARIE (University of Evora, Effinergie, Area Science Park, University of Ljubljana and IASA). The RP is a guideline for research and innovation bodies, industry and policy makers for the period 2015-2020.

The RP objective is to increase and improve the research of the priority topics related with ERB. A wide range of strategic actions related with the needs of MED regions and the three main topics: Design and building materials, users, and services & management.

2.3.5 IntErActIon locAl PlAtformS (IloP) The ILOP has been developed by PACA Region and CRMA-PACA to produce

a model to create and develop an efficient network platform for ERB at local level (MEDBEES).

The idea of the product is to generate a model by using a push-strategy on demand, while implements public actions to enhance the activities iof actors for a wider, higher quality ERB market and projects.

The Platform contains a coherent framework on a limited territory, involving po-litical and socio-economic actors giving visibility and agency so as to implement coordinated actions targeting public and private building owners and support the SMEs companies.

The ILOP also sets specific measures (P.A. 3.3) to lead and coordinate actions to help demand and offer meet.

2.4.1 GuIdE for rEGIonAl ErB roAd mAP dEvEloPmEnt The MARIE Road Map Guide (Road Map) has been produced by IRE Liguria

with the collaboration of MARIE regions (Andalusia, Catalonia, Provence Alps Côte d’Azur, Piedmont, Friuli Venetia Giulia, Liguria, Umbria, Basilicata and Western Macedonia). The main objective of this guide is support the implemen-tation of Road Maps for implement ERB strategies (MEDBEES) at regional level.

MARIE has worked with 9 regions and 2 cities from 9 different countries of the Mediterranean Area, this experience revealed the great diversity of starting positions in the regions of the EU MED space (RBA’s demand, RBA’s offer). For this reason, it is required that each region examines in detail which measures are applicable in their territorial context.

Four main regions of MARIE (Liguria, Piedmont, PACA and Catalonia) project has been working in Pilot Activity 1.1 (PA 1.1) to analyse the existing regulations related to ERB. The conclusion of this analysis is that legislation framework ap-pears significantly heterogeneous. In this sense the analysis proposes to devel-op a common policy framework in MED area to implement ERB Directives. This Guide goes directly towards this objective.

A key element for the development of successful roadmap is to gather the maximum support and involvement from all public and private ERB stakehold-ers. This ensures the maximum consensus on goals and actions, encourages the commitment of all parties (not only in the roadmap preparation but also in its implementation.

The main steps for a successful roadmap implementation are visible in the previous scheme. If one of these stages are not considered the final result could be affected.

2.4.2 ASSocIAtEd PArtnErS PlAtform (mArIE APP) The MARIE APP (www.marieapp.eu ) has been produced by the Government

of Catalonia has been tested during 2012, 2013 and 2014 as a platform to facil-itate the participation and interaction with MARIE associated partners and other entities.

In August 2014 the associated entities participating in MARIE APP are more than 500 with a very high diversity of entities as its visible in the previous graph.

At the end of the MARIE project the APP will have the last version of all the MA-RIE products and facilitating interaction and involvement of all MED stakeholders interested in it.

2.4.3 multIlEvEl GovErnAncE modEl (mGm) The Ljubljana Declaration (Ljubljana Declaration) approved by the three MED

strategic projects MARIE, ELIH MED & PROFORBIOMED in October 2013 and the Policy Paper (Policy Paper) has defined as a key driver and commitment of their partners the creation of a new model of multi-level governance for the im-plementation of policies for energy renovation in buildings.

In MARIE framework the Government of Catalonia has developed the first ba-sis of the new governance model in specially three strategic measures of MED-BEES (SM 2.3 Business Cooperation, SM 4.2 Local Management integration and SM 4.3 Experiences and Policy sharing) that clarifies the main components of the new model.

The first one (MEDBEES) focus on how public authorities and private organiza-tions (both from ERB demand and supply) can build a joint structure able to facil-itate the MED ERB market development. The second one (MEDBEES) stresses the importance of generate at regional level Public Private Forums able to be the space of agreement and pact around the rules that the emergent ERB market could be developed. And finally the third one (MEDBEES) is concentrated in the feasibility analysis of a MED coordination of the local Public Private Forums.

The final proposal of MARIE in relation with this new model of governance will be included in the study contracted by Region PACA in relation with the emer-gence of a MED ERB Cluster (PACA study).

MARIE project was launched in April 2011, within theframework of the 2007–2013 MED (Europe in the Mediterranean) Programme, and it aims to pro-

mote the implementation of the principles of energy efficiency in buildings.The project extends over 45 months, until December 2014, and is led by the

Department of Territory and Sustainability (DTES) of the Government of Cata-lonia. It involves twenty–three organisations from the Mediterranean area. More specifically, MARIE project covers 8 countries of the MED Space (CY, F, I, GR, MT, PT, SL and E) and 1 country of the IPA Area (ME). The different nature and scale of partners and associates offers a comprehensive coverage of the MED Area, and enables direct capitalisation in, at least, 9 MED Regions (Andalusia, Catalonia, Provence-Alpes-Côte d’Azur, Liguria, Piedmont, Friuli-Venezia-Giu-lia, Basilicata, Umbria and Western Macedonia), which altogether have a popu-lation of 30 million inhabitants approximately.

MARIE aims to establish the socio-economic conditions for Energy Efficien-cy improvement in the Mediterranean building stock, in the framework of EU policy objectives, overcoming barriers and creating sustainable development opportunities in the MED Area.

In MARIE Application Form (outputs of the project) is clearly defined the aim of the project to produce policy commitments and specific regional policy changes especially in MARIE regions. Moreover the MED Management Autho-rity has clearly request to MARIE Lead Partner that Regional Policy Commit-ments should be one of the main results of the project.

Specifically MARIE aims to achieve:• Encouraging authorities of the Mediterranean Regions to introduce energy

efficiency in buildings as a top priority in their operational programs and po-licies.

• Theadaptation and updating of integrated urban and regional regulations forsustainable energy renovation of existing buildings (ERB).

• The innovation of financing models and mechanisms for ERB based on pu-blic-private synergies and the structuration of funding sources.

• The ERB-market activation through new marketing formulas and innovationin materials, products and services supply, adapted to the current needs of ERB.

In this sense MARIE Road Map is a synthetic reference document that MA-RIE Regions, but also other MED Regions, can use as reference document to be included in the official ERB policy commitments.

To achieve all these objectives, MARIE partnership has been used a metho-dology based on 5 main steps: • Barriers analysis• Determining strategic lines to overcome main barriers• Testing strategic measures and tools• Defining strategic measures, key outputs and action plan• Road map preparation

MARIE will finish the activities at the end of 2014. Howev-er the importance of the European Investment, the dimension of the project and the capitalization &

mainstreaming process in development are clear reasons to understand that, in reality, MARIE will continue to be present in our territories.

The concrete and measurable form of its presence are the JOINT ACTION PLAN and the projects implemented in this framework from now to 2020 and specially the real energy savings achieved. In this sense, the MIIP concept emerges as one of the more important drivers produced by MARIE.

In this last chapter of the MARIE executive summary, we will not only deepen over the MIIP concept, but also in the basis on how this concept can be a real driver to give realism and effectivity the ERB MED Regional Strategies.

4.1 THE MIIP CONCEPT The Maximum Interest and Impact Projects are defined in the Road Map (Road

Map) as “large scale project implementing ERB strategies, financed by private or/and public funds, supervised by a public authority that must guarantee the achievement of fixed energy saving targets”.

This definition should be more precise in each Regional Strategy defining in detail the MIIP criteria (MEDBEES) and specially the value rang of each criteria. In Catalan Strategy members of the FORUM (more than 75 public private organiza-tions) has been approved a list of 9 criteria with a range of value for each criteria.

A second step to clarify more the MIIP concept is the detailed description sheet (example). The different economic, social, energy, environmental and gov-ernance parameters facilitates a lot the comprehension of this concept.

Finally to clarify more the concept we present several examples of MIIP pro-duced in the MARIE framework that can serve to understand better the impor-tance and the dimension of MIIP concept.

4.2 ENERGY PERFORMANCE CONTRACTS. PRIVATE FUNDS An important part of ERB MIIPs should be financed applying the Energy Per-

formance Contract (EPC) Model. EESI (European energy service initiative 2020) is a very interesting project (http://eesi2020.eu/) that aims facilitate the develop-ment of long lasting EPC initiatives in 9 major cities of Europe. EESI integrates very good experience in the application of EPC.

In the MARIE framework the Lead Partner (Government of Catalonia) is de-veloping an EPC first example (video CAR) in the CAR (Centre of Sport High Performance) in Sant Cugat del Valles (Barcelona). The project (now in operation) confirms that EPC model is possible, feasible and very interesting form to devel-op energy renovation based on energy savings guarantee.

The experience developed in the CAR is a very good example of MIIP (CAR) because it has a high replicability in public buildings having an energy invoice over 100.000€ (which represents more than 1.000 buildings only in Catalonia,) and now-adays the Catalan Government has prepared and experienced all the procedures and documents needed for replication (17 projects more in preparation).

4.3 MIXING PUBLIC AND PRIVATE FUNDSAlso in the MARIE framework two projects more has been developed mixing

public and private funds examples. These types of projects combining ERDF, National, Regional and Local public funds with private one’s using in part EPC model have also a big potential to be replicated.

The first example is in Brda (Slovenia), developed by GOLEA, and is considered very replicable by Slovenian Government. The project consist (Brda project) in a deep renovation integrating management, architectural and installations meas-ures with a financial plan based on 25% MARIE funds and 75% EPC model.

This model is replicable specially when regional or local governments have a part of the costs via subvention (from ERDF or other EU Programs) and tries to involve private ESCO.

The second example is in Greece and in this case the majority of funds coming from MARIE.

4.4 PUBLIC FUNDS Another possibility is pro-

jects with 100% of public funding.

The main conclusion of these experiences is that the energy and economic savings achieved should be used to develop and replicate in part the experience in other public buildings.
