History of Revenue Sharing Program around BINP

Revenue sharing is a program where wildlife protected areas share 20% of the PAs entry fees with the neighbouring communities.

It is a legal obligation provided for in section 69 (4) of the Uganda wildlife Act cap 200

The program started in 1995 as a trial facilitated by CARE- Development Through Conservation (DTC)

• In 1995 consultation meetings and workshops on RS were held with Park staff, local Governments, Conservation NGOs and the communities.

• It was agreed that 12% of the total collection should be shared by the communinties as follows:

- 8% for community project - 2% for District administration and - 2% for a common pool for use by communities

near national parks which did not generate much revenue.

• A survey was conducted to determine areas where the fund will be used.(Infrastructure development and PAM)

• Starting date for collecting revenue sharing funds was 1st January 1995

• Park management advisory committees and the park parish committees were responsible for selecting community projects for funding.

Objectives of Revenue sharing program at inception (1995)

1.To reduce pressure on the park from illegal resource use

2.To Improve relations between the park and the neighbouring communities

3.To improve the quality of life for local communities through investment into social welfare infrastructure and local development initiatives

• The first 19 projects to be funded under revenue sharing program around BINP in1996 were class room blocks(10) health centres (6) and Opening of (3)feeder roads.

• In 1996 the Government of Uganda passed the revenue sharing (RS) legislation under section 70(4) of the Uganda wildlife statute, 1996

• The percentage changed from 12% of total collection to 20% of park entry fees.

• Considering the revenue then and the operation requirements the 12% was much and therefore not sustainable.

Revenue sharing guidelines

In 2000 the first revenue sharing guidelines were developed.

New RS objectives

1) To provide an enabling environment for establishing good relations between the PAs and their neighbouring communities

2) To demonstrate the economic value of protected areas and conservation to communities neighbouring PAs

3) To solicit support and acceptance of PAs and conservation from the local communities living adjacent to these areas.

2009-2011 the RS guidelines were reviewed and new guidelines signed in 2012.
