PHASE I ESA

The Phase I ESA is a non-intrusive investigation into historical uses of the site

(I like to call it “Scooby Doo” research).

Page 11: Environmental Liability 101

PHASE I ESA

Real estate is all about location, location, location, right? But which corner was a gas station historically? All four were though

you may not know that unless you did a Phase I.

Page 12: Environmental Liability 101

PHASE I ESA

• Regulatory Databases,• Sanborns/City Directories,• Interviews,• Aerial Photographs, and• Site Reconnaissance.

What resources does Phoenix use to determine potential environmental issues on a site?

Page 13: Environmental Liability 101

If a Phase I ESA indicates RECs are present, a Phase II ESA may be recommended.

Page 14: Environmental Liability 101

What is a PHASE II ESA?

Determining through physical investigation

if site media (soil, building materials, water, soil-gas) are

impacted by chemical contaminates

above EPA levels.

Page 15: Environmental Liability 101

PHASE II ESA

MINIMIZE RISK! Conduct a geophysical survey to see if underground storage tanks (USTs) are still on your site.

Page 16: Environmental Liability 101

PHASE II ESAIf the USTs were in use on or after Nov. 8, 1984…BEWARE

Page 17: Environmental Liability 101

PHASE II ESA

Remember the “3 or 30 rule”

…because YOU may be

responsible for clean up (in

addition to UST removal)

Q: Which building needs an ACM survey prior to renovation

or demolition?

ASBESTOSA: Both buildings require an asbestos survey. Regardless of building age, an ACM survey is required by law and the EPA doesn’t mess around.
