I / Managing structure

• Corse is the island of the Mediterranean sea with the highest percentage of forest on its territory (29%) and is the one located in the northeast part of the Tyrrhenian group of islands.

• The gradual withdrawal from the agro-pastoral activities favored the reconquest by forest and scrubland. It is important to refer more specifically to Restonica Valley where the territory develops from 500 to 2600 meters of altitude.

I / Managing structure

• In Restonica Valley it is Corte municipality which is the owner of the territory.

• The municipality has a Technical commission (Pasture commission) which is in charge of the pasture management.

• Regarding what concern tourist management, the municipality develops a Opérations Grand Site (OGS) and delegates management to National Forest Office forest .

I / Managing structure

• Natural space in its globality is the object of a concerted project: Opération Grand Site (OGS) of Restonica Valley.

• OGS put together several partners: OEC, Municipality of Corte, Province Haute Corse, the community of Municipalities of the center of Corse, State services.

• These operations are applicable to sites classified according to law of 1930, that are facing a tourist flow or a maintenance problem, for these reasons it is necessary to take management decisions.

1.3 In the case of a Municipality or another local authority, is there a specific office in charge of forest common land management?

I / Managing structure 1.5 from which Authority the legal entity managing the common lands depends from, and by which Authority it is controlledMunicipality, manager of Restonica Valley, is responsible and benefit from a financial agreement with the Corse Environment Office for the management of tourist flow during the summer. This convention will allow to manage the tourist flow of the totality of the Restonica protected site. For what concerns that territory only devoted to the forest, the municipality gives management responsibility to the National Forest Office (NFO).

Revenues from global management of the territory mainly come from the following sources:

• Management of parking areas

• Retail of local products

• Tourism

• Grazing and breeding

II/ Activities in forests• 2.1Type of resource and related activities .

Forest Tourism, high value in landscape heritage, fire fight

pasture Regarding potential fodder resources, valley space except Alzu plateau is not a breeding territory. In the mean while it is used by breeders because of its proximity to Corte (practical aspect) and its tourist fame (economic aspect). It is also used as communication track (transhumance path) for altitude pasture.

water Restonica river despite his natural beauty is devoted to several uses that in some cases can come in contradiction: tourism and drinkable water resource in Corte.

IV/ Participation

In 1997 Corte Municipality and its partners decided

to engage on a common objective: promote and protect an exceptional site in prospective of enduring tourism development.

The methodology is based on:• Identification of existing problems;• Evaluation and putting into coherence with

initiatives envisaged or implemented;• Creation of partnership system.

IV/ Participation

In this new framework a « management committee » has been created and worked in three directions:

• Analysis and proposal of orientation to achieve clear objectives in short, middle and long term;

• Establishment of memorandum of understanding for a global management of the valley between all partners involved,

• Implementation of a seasonal monitoring and information management system.

This program led to the conception of a project that aims at the valorisation and durable site protection and necessary actions have been formalized in the framework of Operation Grand Site.
