DESIGN SOLUTION

COMPLIANCE WITH NCC ACHIEVED! Note: Compliance of a design solution can only be determined by the appropriate authority.

To ensure a building, plumbing or drainage design complies with the National Construction Code (NCC),

individual design solutions must be assessed. A Building Solution and/or Plumbing or Drainage Solution is

a solution which satisfies the Performance Requirements.

Compliance with the NCC’s Performance Requirements can be achieved by-

Complying with Deemed-to-Satisfy (DtS) Provisions.

Formulating an Alternative Solution which either –

o complies directly with the Performance Requirements, or o is shown to be at least equivalent to the DtS Provisions. In this instance the

DtS Provisions are seen as the target for an Alternative Solution.

A combination of the two.

An Alternative Solution is a Building Solution that complies with the Performance

Requirements by means other than meeting the DtS Provisions. A Building Solution

could contain any combination of the Assessment Methods. Assessment Methods

include Verification Methods, comparison with the DtS Provisions, use of Expert

Judgement or Evidence of Suitability.

A Verification Method is a test, inspection, calculation or other method which

determines whether a Building Solution complies with the relevant Performance

Requirements.

Testing verifies that a certain product or system achieves a level of performance, as does an inspection to confirm a product or system is constructed and installed to ensure the level of performance is achieved.

Calculation can include modelling, that verifies a design achieves a desired result.

A Verification Method may include some or all of these components to ensure Performance Requirements are met. There are two types of Verification Methods; those provided within the NCC, and any other verification method the appropriate authority accepts for determining compliance with the relevant Performance Requirements.

Expert Judgement involves the use of subjective judgement that may not necessarily be supported by any technical calculations. This judgement is based on the experience of an expert using reference material and documents to support a conclusion and is usually applied where the Performance Requirements are difficult to quantify.

Evidence of Suitability requires evidence to support claims that a material, form of construction or design meets the Performance Requirements or DtS Provisions.

Decisions made in this process must be documented verifying compliance with the NCC has been achieved.
