BACKGROUND

According to the Department of Energy (U.S.), OSHA and ASME:

“The use of a crane or derrick to hoist employees on a personnel platform is PROHIBITED, except when the erection, use, and dismantling by conventional means of reaching the worksite, such as a personnel hoist, ladder, stairway, aerial lift, elevating work platform or scaffold, would be more hazardous, or is not possible because of structural design or worksite conditions.”

PRE-HOISTING

1• Ensure Crane is inspected along with load test• Check Daily inspection checklist

2• Crane for hoisting should not have free fall facility• If it has then it should be blocked & confirmed

• Cradle should be designed and inspected by qualified personnel

• Cradle should have its inspection tag with validity date

4• Verify the dimensions of the Cradle with the standard

given in procedure

5• Personnel should be physically & mentally fit for

hoisting

6• Conduct meeting with team especially Crane Operator, Lead

Rigger and Area Supervisor & review procedure with team

• Conduct a trial dummy lift immediately before performing actual lift

• Trial lift should be done every time when crane is positioned

8• Crane Operator and Rigger shall ensure all controls and no

hindrance in Cradle operation

9• Check level of Crane and condition of outriggers while trial lift• Lifted load should not exceed 50% of the crane rated capacity

• Safety harness is must to hook with Crane hook• Lead men should be responsible for overall operations and

safety

PRE-HOIST MEETING

Mandatory participants: Crane operator, riggers and personnel to be hoisted

Following points need to be discussed:

Access clearance upto job location & height. Area barrication to be decided. Riggers / Caution man deployment Dummy Run of crane Inspection of Wire slings, shackles, ropes, cradle

and harnesses Approval of Authorization form Successful communication to area owner.

1 •Continuous sight with verbal communication•Walkie-Talkie to be kept in Cradle•Assign additional riggers if required

2 •Crane Operator will remain at its seat throughout the Cradle Operation

3 •Cradle should not be used in winds near 15 MPH (25 KM/H)

4 •Person should keep his body parts inside cradle•Person should not stand on the rails

5 •No travelling of crane while Cradle in operations

6 •No other Crane should be operated in vicinity when Cradle is in operations

7 •Cradle lift is not to exceed 100 ft. height otherwise JSA should be done separately

8 •Up till a height of 30 ft. one tag rope should be used•For more height, two tag ropes should be used

9 •Within battery limits, person should carry Full Face Mask in Cradle

10 •Crane smooth and slow operation should be ensured while lifting•Fire extinguisher shall be carried if jobs involve fire hazard

11 •In case cradle has to be tied to a platform, care should be taken to tie the knot swiftly

12 •In case of emergency, Operations should be stopped smoothly and lower the cradle with no hurry
