I extend a warm invitation to delegates from all corners of the world to gather in Bali during November, 2013, and actively participate in the World Culture Forum.
The first decade of the 21st century has witnessed fluctuating global growth and fortunes, conflicts and new geopolitical formations. These strategic changes demand that culture in all its manifestations be championed as an indispensable agent of change and reconciliation in the face of unprecedented globalisation.
In the opening address to the debate in the UN General Assembly on 12 June this year, I underlined that ‘the significance of the nexus between culture and development for the post-2015 Agenda is not yet fully grasped’. The World Culture Forum presents a space to address this urgent need promoting cultural democracy as an empowering tool.
Indonesia, one of the most culturally and linguistically diverse countries in the world, is initiating the World Culture Forum as an inclusive and strategic platform for discussing, debating, understanding and promoting the power of culture in sustainable development.
It gives me great pleasure to invite Heads of State, Nobel Laureates, Ministers of Culture, top experts, senior policy-makers, NGOs, cultural practitioners and other stakeholders to this significant global gathering.
I look forward to welcoming you to Bali.

Local Cultures Respond to Globalisation
The world has become more dynamic due to borderless trade and travel, a 24/7 instant news cycle, and inexpensive mass communications and social media. These complex trends bring challenges along with significant opportunities. Rapid transformations among private and public sector agencies have raised concerns about safeguarding the world’s cultural and linguistic diversity in the face of globalisation.
It has become imperative to develop institutional capacity to benefit from the positive opportunities and at the same time minimize the negative impacts from globalisation so that all nations can prosper in peace, justice and friendship.
We acknowledge the strategic role of the power of culture in sustainable development. The World Culture Forum is envisaged as an arena for sharing experiences, strengthening meaningful relationships, appreciating cultural diversity and fostering policies that enable local and national cultural communities to flourish in an age of unprecedented globalisation.

Contextual Framework The UN General Assembly in 2011 has called for a more visible and effective integration and mainstreaming of culture into development policies and strategies at all levels. It is important to note that despite the recent global financial crisis there has been continuous growth and prosperity in the domain of culture among the countries of the South. This is the most significant indicator in considering the paradigm shift from the persistent deficit model of culture in development to an affirmative and empowering approach where creativity, knowledge, culture and technology are drivers of job creation, innovation and social inclusion. The Common Statement on the Outcome of the UN Conference on Sustainable Development in June 2012 (Rio +20), The Future We Want, calls for innovative and entrepreneurial ways of moving forward. We have learnt from the successes and failures attaining of the Millennium Development Goals (MDGs). The UN Secretary General emphatically said “more of the same will not do”. He also called for new participatory models to achieve evidence based outcomes. It is acknowledged that there remains much to be done including ensuring that culture in all its dimensions needs to be integrated more forcefully in development. Culture must become an integral part of the Sustainable Development Goals (SDGs) in the post-2015 Development Agenda.

Indonesian LeadershipAt the UN General Assembly in New York on 12 June 2013, the UN Secretary-General, H.E. Mr Ban Ki-moon opened the debate emphasising the significance of the role of culture in development. A few days later on 2 July in Geneva a general understanding was reached about the UN processes for culture to be included in the goals for sustainable development (post-2015). Clear goals, targets and indicators need to be embedded into development strategies, programmes and practices to be defined in the post-2015 UN development agenda. In integrating culture in development some of the key considerations must be: leveraging culture in poverty reduction and inclusive economic development; ensuring cultural rights for all to promote inclusive social development; and fostering innovative and sustainable models of cooperation. In the opening address to the debate in the UN General Assembly on 12 June, H.E. Dr. Susilo Bambang Yudhoyono, President of Indonesia, as the Co-Chair of the High-level Panel of Eminent Persons on the Post-2015 Development Agenda, underlined that ‘the significance of the nexus between culture and development for the post-2015 Agenda is not yet fully grasped’. The World Culture Forum in Bali 2013, aspires to create a space to discuss, debate, and contest established ideas and approaches.

The World Culture Forum convened by the President of Indonesia in Bali from 24 to 27 November 2013 aspires to recommend: • New pathways for locating culture as an integral part of sustainable

It is envisaged that the World Culture Forum will result in a shared vision and strategic directions to:
Promote knowledge communities for intercultural, intergenerational and interfaith dialogues
Further ethical investment and business practices for creative and cultural industries
Establish clearing houses for people-centered projects and practices, emphasizing local knowledge systems
Draft conceptual frameworks informing the Post 2015 Development Agenda
Foster corporate governance for evidence based measures in ensuring meaningful outcomes for primary stakeholders

A. The Republic of Indonesia provides strategic leadership establishing the World Culture Forum (WCF) – ‘Bali Forum’ 2013 to promote cultural democracy and evidence based measures for the future Sustainable Development Goals in Post 2015 Development Agenda.
B. The Republic of Indonesia will establish a Global Home for international cultural agenda for conferences, meetings, discussions, and sharing cultural information databases as well as enhancing appreciation of the local, regional and world cultural values.
C. The implementation of the outcomes of the WCF – ‘Bali Forum’ 2013 will help to internally foster the safeguarding of regional cultural and linguistic diversity.
D. Local cultural communities and civil society will have the opportunity through WCF – ‘Bali Forum’ 2013 to display the rich diversity of Indonesian culture to a global audience.

Framework/Structure
World Culture Forum will be launched by the President of Indonesia setting the scene for locating culture firmly within the Post-2015 Development Agenda.
Leading international agencies and critical thinkers will engage the participants in six themed symposia that will form the overarching framework of WCF 2013:
1 : Holistic Approaches to Culture in Development2 : Civil Society and Cultural Democracy3 : Creativity and Cultural Economics4: Culture in Environmental Sustainability5 : Sustainable Urban Development6 : Inter-Faith Dialogue and Community Building
Gender mainstreaming, cultural convergence (local/global), active youth engagement and children of today and tomorrow will be the cross cutting themes woven across the entire Forum. A series of discussions, debates, performances and symposia will be programmed with the participation of experts and practitioners from across the world. An inspirational and leading edge cultural programme will be part of the hospitality spectrum.

A review of the recent and current practices of dealing with arts, culture and heritage in sustainable development demonstrate that the state of the field is administratively and professionally fragmented and informed by inchoate or uncoordinated instruments and policies. Evidence based approaches, both qualitative and quantitative, are still new in understanding cultural economics. Micro finance, critical for poverty alleviation and job creation, is poorly understood in the field of culture and development. Contingency valuation and choice modelling are important to shift the paradigm of the deficit model of culture in development to an affirmative and empowering framework. This symposium of eminent and experienced experts will discuss and address the importance of locating cultural economics in sustainable development.

The legacies of colonialism are evident in the nature-culture dichotomy that was alien to Asia, Africa, and Americas and to indigenous peoples of the world. This is so embedded in the contemporary discourse of culture and development that an integrated local area planning approach has become essential to further sustainable development. If nature is cultural perceived then how do we transcend the dichotomy.

It is widely known that everyday some 200,000 people are moving into an urban area in the world and that several cities from Oslo to Seoul to Jakarta are becoming the fastest growing cities. This phenomenal movement of populations makes new approaches to culture and urbanism as a process which warrant new and relevant interdisciplinary approaches to sustainable urban development.

In the post September 11, 2011, the importance of understanding faith and community building have been finally recognised as important for the cultural dimension of sustainable development. Yet few International Government Organisations are prepared to address this important aspect and cultural institutions have sadly neglected it. This symposium is the first of its kind to place on the agenda the role of inert-faith dialogue in culture in development.

Nobel Prize in Economic Science (Confirmed)
Amartya Kumar Sen, CH (born 3 November 1933) is an Indian philosopher and economist who was awarded the 1998 Nobel Memorial Prize in Economic Sciences for his contributions to welfare economics and social choice theory, and for his interest in the problems of society's poorest members. Sen is best known for his work on the causes of famine, which led to the development of practical solutions for preventing or limiting the effects of real or perceived shortages of food. He helped to create the United Nations Human Development Index. In 2012, he became the first non-U.S. citizen recipient of the National Humanities Medal.
He is currently the Thomas W. Lamont University Professor and Professor of Economics and Philosophy at Harvard University. He is also a senior fellow at the Harvard Society of Fellows, distinguished fellow of All Souls College, Oxford and a Fellow of Trinity College, Cambridge, where he previously served as Master from 1998 to 2004. Sen is a member of the Advisory Board of Incentives for Global Health, the not-for-profit behind the Health Impact Fund. He is the first Indian and the first Asian academic to head an Oxbridge college. He also serves as the first Chancellor of the proposed Nalanda International University.

Fareed Zakaria is an Indian-American journalist and author. From 2000 to 2010, he was a columnist for Newsweek and editor of Newsweek International. In 2010 he became editor-at-large of Time. He is the host of CNN's Fareed Zakaria GPS. He is also a frequent commentator and author about issues related to international relations, trade and culture in development.
Zakaria has been nominated five times for the National Magazine Award and won it once for his columns and commentary. His show has won a Peabody award and been nominated for several Emmys. He was conferred India Abroad Person of the Year 2008 award on 20 March 2009, in New York. Filmmaker Mira Nair, who won the award for 2007, honored her successor.
He has received honorary degrees from Harvard University, Brown University, Johns Hopkins University, the University of Miami, Oberlin College, Bates College, and the University of Oklahama among others.
In January, 2010, Zakaria was given the Padma Bhushan award by the Indian government for his contribution to the field of journalism.

Director General of UNESCO
Irina Bokova is the Director-General of UNESCO. She was formerly a Member of the Bulgarian Parliament from the Bulgarian Socialist Party for two terms, minister and deputy minister of foreign affairs in the cabinet of Prime Minister Zhan Videnov, and was Ambassador of the Republic of Bulgaria to France and to Monaco, Permanent Delegate of Bulgaria to UNESCO and Personal Representative of the President of Bulgaria to the Organisation Internationale de la Francophonie (2005–2009).
On 22 September 2009, Bokova's candidacy was proposed for the post of Director-General of UNESCO. On 15 October 2009, The 35th Session of the General Conference elected Irina Bokova of Bulgaria as the tenth Director-General of UNESCO. Bokova is the first female and first Eastern European to head UNESCO.

1. H.E. Professor Dr. Mohammad Nuh
Minister for Education and Culture of The Republic of Indonesia, former Rector of ITS and hold Ph.D degree from the Université de Science et Technique du Languedoc in Montpellier, France. He was also the former Minister of Communication and Information Technology of the Republic of Indonesia. Prof. Nuh has long emphasized the key role of culture in education and the transfer of knowledge through culture convergence. He has received international recognition for his efforts over many years including a Special Award from JICA in 2003 and the Soka Award of Highest Honour in 2006 for his contribution to higher education, culture, humanitarian values and peace. He has also been awarded the title of Doctorate Honorius Causa from both the University of Technology Malaysia (2011) and Naresuan University of Thailand (2013). He is currently the member of the Executive Board of UNESCO.
2. H.E. Cai Wu
Mr. Cai Wu began his career as a lecturer at Beijing University. He was a member of the CYLC Central Committee and the All-China Youth Federation. Cai is now a professor and supervisor of doctoral students at the College of International Relations of the Renmin University of China, and is a senior advisor to the Academic Committee of the College of International Relations of Beijing University. Cai Wu was appointed Vice-Minister of the International Department of the CPC Central Committee in 1997. In 2005, he became Director of the Information Office of the State Council. He was a member of the 17th CPC Central Committee. Cai Wu is now a member of the 18th CPC Central Committee and Minister of the Ministry of Culture.

3. H.E. Chandresh Kumari Katoch
Maharani Chandresh Kumari Katoch (born February 1, 1944) is a Indian Member of Parliament in the Lok Sabha, the lower house of parliament, representing Jodhpur. She is sworn in as Cabinet Minister in the Government of India on October 28, 2012, and was given the portfolio of the Ministry of Culture. She is daughter of the then-Maharaja of Jodhpur Hanwant Singh and Krishna Kumari and is married into the Royal Family of Himachal Pradesh.

Vladimir Medinsky is a Russian political figure, Publicist, professor of the Moscow State Institute of International Relations and writer, who is currently the Minister of Culture Since May 2012. He is an ethnic Ukrainian, member of the Writers Union of Russia (Союз писателей России), and member of the General Council of the United Russia party. previously he was the head of the Committee for Cultural Affairs in the State Duma, in 2011.

5. H.E. Mohamed Nazri bin Tan Sri Abdul Aziz
He is a Malaysian politician from the United Malays National Organisation (UMNO), and is as of 2008 a Minister in the Prime Minister's Department in charge of parliamentary affairs. Nazri was originally also the Minister in the Prime Minister's Department in charge of legal affairs and judicial reform. After the 2008 general election, which saw the ruling Barisan Nasional coalition's majority in Parliament significantly reduced, the then Prime Minister Tun Abdullah Ahmad Badawi reshuffled his Cabinet and gave Nazri's legal affairs portfolio to Zaid Ibrahim.

He started his career as an officer of the then East Pakistan Water and Power Development Authority (WAPDA) in 1963. Abul Kalam Azad became Member of Parliament for the first time in 1991 on Awami League ticket. For the second time he was elected M.P. in 1996. Abul Kalam Azad was elected Member of Parliament from 'Dewangonj and Bokshigonj constituency (No 138 Jamalpur-1) in the ninth parliamentary election. He was appointed Minister for Ministry of Information and Ministry of Cultural Affairs of People's Republic of Bangladesh on January 06, 2009.

7. H.E. Bogdan Zdrojewski
Bogdan Zdrojewski was born in May 18th, 1957. He is a Polish politician, who was the first president of Wrocław, the historical capital of Silesia after the fall of communism in Poland, and held the seat from 1990 to 2001. Afterwards he was a senator and member of the Polish Sejm. Since November 2007, he has been the Minister of Culture and National Heritage.

Designed and built by Nyoman Nuarta, one of Indonesia’s foremost sculptor, the Garuda Wisnu Kencana statue or GWK andits pedestrian building will be standing 150 meters tall with its wings span 64 meters across.
With little rainfall and open to fresh tropical breeze, GWK facilities are ideal for all types of events, be it private of public, small or big, local or international.
The first class acoustic environment of the 800 seat Amphitheater is peerless venue for intimate cultural performance. Enclosed by enormous limestone pillars with the Garuda figure as a backdrop, the dramatic Lotus Pond area has capacity at 7500, like the ceremonial boulevard of Balinese village.
The Street Theater is suitable for processions, fashion show, and other mobile performances. The most intimate space, the Plaza Kura-Kura can hold 200 participants.
In addition to the open public spaces, the Exhibition Gallery provides 200 square of covered area as well as ten square meter internal open courtyard.
The newest venue in GWK is Indraloka Garden. With a beautiful view, it is one of the most appealing place for wedding and dinner party.
