OBJECTIVE /SIGNIFICATION

2. Requirements for phytosanitary inspection Inspecting rapidly, detecting exactly and treating regulated and
unknown pests timely according to phytosanitary regulations for
import, export and transit based on activities as below:
- Checking and identifying lawful documents relating to
regulated articles as regulations for export, import and transit
- Checking and identifying pest status on commodities.
- Sellecting options and making appropriated decision

1.Declaration, documents
submission
Owner should declare and submits
documents relating to commodities as
following:
1.1. Regulated articles for
consumption -Registration/declaration with the Plant
quarantine office for importing commodities
should implement at less prior 24h
-Submitting relevant documents to
Plant quarantine office, including:
+ Phytosanitary Certificates for export
or re-export of exporting country;
+ Other relevant documents (when
necessary)

1.2. Seed plants, benefit organisms
or other regulated articles under the
law
- Registration/declaration with the Plant
quarantine office for importing commodities in
the period of 24h before inportation
- Submitting relevant documents to Plant
quarantine office, including:
+ Phytosanitary import permit;
+ Phytosanitary Certificates for export or
re-export of exporting country;
+ Other relevant documents (when
necessary)
2. CHECKING 2.1. Documents checking Base on declaration, the plant quarantine
office shall:
- Identify/verify exactitude of documents relating
to commodities;
- Determine place and time for inspection;
2.2. Commodities inspection
2.2.1. Preliminary/general inspection
Inspecting outside commodities, parkages, means of transport, size, quantity and slits to collect insect pests flying, creeping or clinging on commodities.
2.2.2. Detail inspection
Inspecting inside of commodities and sampling;
Collecting samples of commodities damaged by
organisms and phases of insects
Identifying pest and commodities samples in laboratory in order: insect, weed, nematode, fungus, bacteria, virus...
ELISA, PCR methods (when necessary)
In term of regulated pests or unknown pests are not detected during inspection , the plant quarantine officer shall issue the Phytosanitary certificate for import accompanied with consignments.
If regulated pests or unknown pests detected during inspection, phytosanitary measures shall be applied depending on pests, commodities character or other specific conditions, including:
+ Fumigation;
+ Destruction;
+ Re-turn, re-ship;
+ Other measures.

3. Inspection of seed plant or benefit organisms
Seed plant or benefit organisms imported must comply with item 1 and 2 of this procedure and other than regulations as below:
3.1. Seed plant or benefit organisms are firstly imported
All commodities must be moved to isolating areas for inspection and supervision by Post entry plant quarantine office, including:
- Growing, raising
- Supervising, detecting latent pests on seed plants;
- Assessing, verifying and considering benefit organisms in accordance with standard
- Issuing Phytosanitary certificate for post entry or applying phytosanitary measures
3.2. Seed plant provided in the list of plants allowed of production or trade Base on the phytosanitary notification of plant quarantine office at point of entry, pest status in growing areas will be inspected and monitored by domestic plant quarantine offices Notifications of non-compliance such as regulated pests or unknown pest detected shall be sent to owner and relevant organizations. Phytosanitary treatment will be applied and outbreak of pest is also promulgated.
4. Regulated articles subject to provisional import and then re-exported, provisional export and then imported; transported from border gate to border gate, bonded warehouse
Any consignments subject to provisional import and then re-exported, provisional export and then imported, from border gate to border gate, bonded warehouse must be complied with phytosanitary procedure for import
5. Regulations for phytosanitary notification
5.1. Notification for exporting country
Phytosanitary notification shall be sent to plant quarantine authority of exporting country by Plant quarantine office of Vietnam in some cases as below:
+ Consignments infested with regulated pest or unknown pests as well as phytosanitary measures are applied to control pests;
+ Regulated articles subject to prohibition into Vietnam;
+ Regulated articles are not accompanied with phytosanitary certificate issued by authority on plant quarantine of exporting country;
All the above case shall be notified to head of plant quarantine office as soon as possible.
5.2. Notification for owner or other relevant offices
The plant quarantine office at border gate shall inform to owner or other
relevant agencies/offices in cases on the following:
+Regulated articles infested with regulated pests or unknown
pests;
+ Phytosanitary measures applied;
+ Time for inspection extended over 24 h;
+ Consignment is seed plants or benefit organisms.
6. Samples and phytosanitary records keeping
1.Declaration,documents submission - Registration/declaration for importing commodities should be implemented before
24h - Submitting to Plant quarantine office any relevant documents, including:
+ Commercial Contract, L/C (if necessary);
+ Other relevant documents (if necessary)

Base on declaration, the plant quarantine office shall:
- Identify/verify exactitude of documents relating to commodities;
- Determine place and time for inspection;
- Refer to phytosanitary regulations of importing country and conditions
provided in commercial contract

- ELISA, PCR methods (if necessary)
In term of phytosanitary regulations of importing country as well as relevant conditions of commercial, L/C are met well during inspection, the plant quarantine office shall issue the Phytosanitary certificate for export accompanied with consignments.
In term of failure to comply with phytosanitary regulations of importing country or relevant conditions of commercial or L/C during inspection, there is no Phytosanitary certificate issued by Plant quarantine office for this.

2. Inspection and suppervision Base on declaration, the plant quarantine office shall:
- Identifying/verifying exactitude of documents relating to commodities;
- Inspecting and collecting pests outside of consignments, means of transport or slits where pests can hide
- Checking package
In term of consignments/lots meet phytosanitary regulations in transit, the plant quarantine office shall issue phytosanitary certificate for transit.
If consignments/lots infested with regulated pests or unknown pests, phytosanitary measures will be applied suitably depending on characteristic of specific pests or commodities. In term of failure to package, they must be re-packaging.
