European Common Quality Assurance Framework (CQAF)

CQAF is the new European standard on quality of continuous professional education and training, based on the self-assessment and visiting each other on a voluntary principle.

For self-assessment are elected criteria, which will work in all countries.

One of the advantages of this system is that its implementation does not require large amounts of funding

The current task is to find out how to integrate ISO and European standard on quality of continuous professional education and training.

European standard on quality of continuous professional education and training includes:

- model in order to facilitate planning, implementation, evaluation and review of system at appropriate levels in the states-participants of the process of continuous education;

- technique of evaluation and review of the system with the accent on the order of implementation of a self-assessment in combination with an external assessment;

- system of monitoring which is defined accordingly at national or regional level, and, perhaps, in combination with voluntary expert supervision at the European level;

- measuring tools: a set of reference indicators for carrying out the monitoring and assessment by the states-participants of their own systems at the national or regional levels.

The Swedish model of additional professional training

In 2011, the Swedish model of VET, which is one of the most efficient in Europe, was introduced into the system of additional professional training of TSU. Features of the Swedish VET model: • the modular structure of the program - gives the chance of formation of an

individual trajectory on accumulative system;

• the essential part of time is devoted to practical training at the enterprises;

• close connection of the program of additional education with labor market, including job centers and the enterprises of real sector of economy. There is a Council of the program which includes as representatives of university, teachers, listeners, and representatives of business. They supervise educational process, take part in the development of the program, suggest, what blocks are necessary for development at listeners of those competences which will be necessary for them in real work. At last, members of council participate in total certification of listeners.

Russian-Swedish professional retraining programs

The modular structure of the program, which allows to listeners to build an individual educational trajectory on accumulative system.

The classes are conducted by experienced practitioners, teachers of specialized departments of the National Research Tomsk State University and Folkuniversity (Sweden).

The programs provide the internship on the basis of partner companies of Foluniversity (Sweden).

Russian-Swedish professional retraining programs

Training can be conducted in person or remotely (sessions in real time (video conferencing, webinar), consultations with teachers in the forum and via e-mail, independent work with electronic educational resources).

Upon completion of training the students are given two documents:

Diploma of professional retraining of the National Research Tomsk State University;

Diploma of additional education of Folkuniversity (Sweden).

Distinctive features of the programs

1. Expanding the quality 'spirit' of VET (Q &VET)

- aims to develop the models of VET quality assessment, recognized in the EU, on the base of which the professional and public accreditation could be carried out

The purpose of the project is the development of joint approach and practical recommendations for managers of VET on realization of quality initiatives.

Project implementation period - 2012 - 2015

• Institute of Economics, Management and Law (Kazan).

2. Pathway from EQAVET to NQAVET

- is associated with the development on the basis of the European framework of professional qualifications of the concept and techniques of formation of cross-border system of certification of professional qualifications.

The project is a continuation of the project «Expanding the quality 'spirit' of VET (Q &VET)»
