The  Strategic  Results  Framework,  a  requirement  of  GEF,  focuses  on  results  and  captures  all  key  elements  of  projects  design,  and  is  a  criWcal  tool  for  monitoring  and  evaluaWon  of  project  performance.

In  addiWon  to  the  SRF,  project  design  will  detail  all  concrete  outputs  that  the  project  will  produce  in  order  to  achieve  the  expected  outcomes,  and  all  the  acWviWes  needed  to  produce  the  outputs.    We  will  review  overall  conceptual  project  design  by  componnent,  using  a  comprehensive  synopWc  representaWon  lisWng  Outcomes,  Indicators,  and  Outputs.  AcWviWes  will  be  detailed  as  part  of  project  preparaWon.

PPROJECT  GOAL    To  create  the  regional  and  naWonal  enabling  environment  for  climate  resilient,  sustainable,  conjuncWve  use  of  surface  and  groundwater  resources  in  the  Syr  Darya  Basin    

1.   Strengthen  the  capacity  of  countries  on  assessment,  monitoring,  protecWon  and  sustainable  exploitaWon  of  their  groundwater  resources  

2.   Raise  awareness  (pilots)  on  benefits  derived  from  the  uWlizaWon  of  deeper  aquifers  and  subsurface  space  

3.   Promote  conjuncWve  surface  and  groundwater  management  4.   Assist  countries  in  legal  and  insWtuWonal  aspects  of  groundwater  

management,  and  internaWonal  water  laws  and  direcWves.

Enhancing  knowledge  and  assessment  capacity  

Strengthened  knowledge  and  monitoring  capacity  in  countries  enhances  the  role  and  improves  the  sustainability  of  groundwater  resources  in  the  Basin  also  in  view  of  climaWc  variability  and  change.      

Making  shallow  aquifers  visible  (characterizaWon)  and  diagnosWc  analysis  (TDA)    Reconnaissance  of  deep  aquifers  (salinity,  quanWty,  geothermal  content)    Design  of  harmonized  monitoring  networks      Training  program  (groundwater  management,  vulnerability  mapping,  etc.)    Groundwater  InformaWon  Management  System  piloted  in  each  country

MANAGING  SUBSURFACE  SPACE  

Benefits,  in  terms  of  miWgaWon  of  climate  variability  and  change  impacts  and  environmental  hazards  to  be  derived  from  the  uses  of  the  subsurface  space  new  to  the  region,  assessed  and  tested  on  the  ground.      

Results  of  assessments  and  pre-­‐feasibility  studies  on  MAR  schemes  and  wastewaters  disposal  integrated  into  the  TDA  and/or  water  and  land  use  planning  instruments  in  the  countries.      Three  pilot  demonstraWons  of  MAR  and  wastewater  disposal  implemented      

TDA  and/or  planning  instruments  integraWng  results  of  assessment                    Pilots  successfully  implemented  as  centers  of  capacity  building

PROVIDING  TOOLS  FOR  MANAGING  GROUNDWATER  RESOURCES    

Basin-­‐wide  exchange  of  informaWon  and  experiences  facilitates  transboundary  cooperaWon  and  replicaWon  of  good  pracWces  

IEM  -­‐  Mechanism  for  the  sharing  of  informaWon  and  experiences  among  countries  of  the  basin  on  groundwater  assessment,  monitoring  and  management  within  an  IWRM  context  established,  using  also  online  communicaWon  tools.    CoordinaWon  and  exchanges  with  other  relevant  projects  and  iniWaWves,  including  the  GEF  supported  ones,  established  and  operaWonal.  

Sustainable  Groundwater  InformaWon  Exchange  Mechanism  (IEM)  established  and  funcWoning.      IEM  mandate  incorporates  coordinaWon  and  exchanges  with  other  relevant  projects  and  iniWaWves,  including  GEF  supported  ones

FOSTERING  POLICY  DIALOGUE  ON  GROUNDWATER  MANAGMENT  

Raised  awareness  of  decision  makers  and  pracWWoners  on  exisWng  legal  instruments,  guidelines  and  good  pracWces  related  to  groundwater  governance,  promotes  adopWon  and  advances  naWonal  and  regional  policy  dialogue.  

NaWonal  training  programs  on  the  principles,  and  experiences  gained  globally  from  the  applicaWon  of  key  direcWves,  convenWons  and  guidelines,  including:    UNECE  Water  ConvenWon,  EU  WFD  and  Daughter  Groundwater  DirecWve;  UN  Non  NavigaWonal  Uses  ConvenWon;  UNGA  ResoluWon  on  the  Law  of  Transboundary  Aquifers.  

Training  Programs  on  exisWng  legal  instruments  and  guidelines  related  to  groundwater  governance  for  decision  makers  in  the  Water  –  Energy  –  Food  sectors  designed  and  implemented.

Project  experiences  and  lessons  disseminated  globally  and  regionally.    

Project  web  site  (following  IW  LEARN  standards)  created,  IWENS  produced,  use  of  GEF  5  IW  tracking  tool  and  parWcipaWon  at  GEF  IW  conferences  and  other  IW  LEARN  acWviWes  ensured.    PublicaWon  and  disseminaWon  of  key  project  documents,  workshop  documentaWon,  experience  notes,  hydro-­‐  geological  and  other  maps,  translated  into  regional  languages.  

Project  website  disseminates  the  project  objecWves  and  the  progress  of  the  acWviWes,  records  results,  experiences  and  impacts  being  achieved,  hosts  e-­‐fora  and  webinars,  documents  workshops  and  meeWngs  including  through  audio  visual  materials.      Documented  parWcipaWon  to  IW  LEARN  acWviWes.      Key  project  documents  translated  into  regional  language.

The  project’s  focus  is  on  creaWng  an  enabling  environment  for  acWon  on  groundwater  in  a  transboundary  context.  Is  the  conceptual  design  aligned  with  this  aim?      Is  the  mix  of  capacity  building,  diagnosWcs/assessments  and  pilots  adequate?    Are  there  new  areas  of  acWon  that  should  be  included,  or  exisWng  ones  dropped?
