The Legislation in Perth, Western Australia , is called, The Strata Titles Act 1995 and the strata schemes regulation 1996 in which the Owners Council must comply.
Each Strata Scheme is called a Community Scheme and has an Administration Fund and a Reserve Fund (Where Fit) that is reviewed in the Annual General Meeting.

The Administration fund budget covers items such as general maintenance, Insurance Premiums and small recurring expenditure.
The Reserve fund budget is used for future and major capital expenses, such as painting, pool or fence replacement that is the responsibility of the body corporate.
Complexes are either self-managed or managed by a body corporate manager.
