Recent developments in communication technology have ushered in
unprecedented transformation in modern society. Media-New and Old-are
quintessential agents of the dissemination of information, education and
entertainment. Notwithstanding the economic slowdown, a high growth in media
and entertainment industry is excepted to continue over the next few years
Consequently, a great need is increasingly emerging for persons trained for
working the old and new media systems. Institute of Mass Communication and
Media Technology (IMC&MT) of this university has responded to the challenge by
launching a host of courses that would train the young men and women desirous of
joining this sector.
Music is a big industry in India and its production and distribution affords a huge
opportunity for business and employment. Inventions in electronics and
communication technologies have made this industry highly technology dependent.
Therefore, apart from talent and creativity, familiarity with technology has become
a pre-requisite for success in this industry. Similarly, animation is an emerging field
with infinite opportunities for the students having sound knowledge of Graphics and
Gaming. Multi Media is another paramount industry that requires efficient
manpower having acquaintance with media, computers and web. I am happy that
in keeping with the new developments and trends in media and entertainment
industry, the Institute has designed new courses like M.Sc. in Music, Media &
Electronics, B.Sc. & M.Sc. in Graphics, Animation and Gaming, B.Sc. & M.Sc. in
Multi Media.
The courses are not only highly job oriented but they also empower
students to become entrepreneurs, which is fully in tune with the state
Government's thrust on professional and technical education so as to open new
avenues for the youth within the country and abroad. The Institute has a good
infrastructure and latest equipments on which students receive ample time to train
and produce. The faculty, consisting of competent teachers and professionals of
proven expertise, is there to groom the students to face the challenges of the
profession.

I hope a large number of young men and women from rural and urban Haryana
will join these courses and build a bright future for themselves and their families.
This would also be a step forward to convert Haryana to a developed state and
distinguish itself in the fields of media and entertainment at national as well as at

Director's BriefOne of the most revolutionary changes that the world has undergone in the new
century is the manner in which human communication has expanded. More than
five decades ago, Marchell McLuhon, predicted this change and described the
changes in terms of both 'explosion' and 'implosion' Enabled by the emerging
and converging technologies, human communication has crossed all boundaries
and a global community is the process of making. The emerging innovative
communication systems need to be managed professionally. Thus, the need for
professional communicators who are not only creative and innovative but can
use the new technologies is obvious. Manpower experts have repeatedly
projected the huge demand for large number of communicators in the near
future.
Taking cognizance of this change and need for trained and educated
media professionals, the Institute of Mass Communication and Media
Technology has launched a holistic system of courses encompassing all aspects
ranging from traditional journalism, advertising, public relations to new areas of
graphics, animation and packaging.
The post-graduate courses, M.A. Mass Communication, M.Sc. Mass
Communication, M.Sc. Electronic Media prepare students for reporting, editing,
presentation and management jobs in newspaper, television, radio and internet.
M.Sc. Music, Media and Electronics aim at preparing human resource for fast
expanding music component of all media and also for music production and
distribution industry.
Two innovative courses integrate undergraduated and post graduate
courses together in the field of Multi Media, Animation and Graphics. Students
have the option to go into the profession after graduation and return for post
graduate studies after a few years. B.A. Mass Communication orients young
boys and girls for various professions related to media.
B.Tech. in Printing, Graphics and Packaging caters to the needs of
printing and packaging industry and combines the art and technology of graphics
in it. P.G. Diploma in Graphics and Animation has already produced
professionals with expertize in computer graphics & animation.

The new course M.Sc. in Music, Media and Electronics aims to produce trained
persons to work not only in the field of music industry but it will also help the
students to establish their own industries and provide employment to others.
Other courses launched from the last session were B.Sc. and M.Sc. in Graphics,
Animation and Gaming, B.Sc. and M.Sc. in Multi Media. Young boys and girls
who have just passed their 12th class with any combination of subjects are to be
educated and trained in the art and craft of animation and gaming. Students will
have a choice to join the profession after three years or continue their studies for
two more years and attain super specialization. Similar important course that was
also introduced in the last academic session was B.Sc. and M. Sc. in Multimedia,
focus on the learning of various skills related to technologies of media,
computers and web. Already there is a huge demand for multi-media specialists
in the country and abroad and the number of available trained manpower in India
is very small. Under graduate and Post graduate courses in Mass
Communication pave the way for the students to enhance their potential and
shape their career in a better way. M.Phil and Ph.D. degrees enable the research
scholars to widen horizons of their knowledge and contribute significantly in the
fields of both basic and applied search in communication with their useful
dissertation and theses.
On the one hand the Institute provides learning opportunities for those
with no aptitude for the use of technology, but on the other hand it also trains
those with a natural love for machines and technology. Young men and women
with rural background discover the new world and then create a still better
communication environment. Those who have lived in towns and cities learn the
science of communicating with the vast majority of their rural country men. Right
from building a new printing machine to creating an environment for social,
economic and spiritual growth, every thing is there. Just one step needs to be
taken and that is to fill up the form and deposit it in the Institute before the last
date. So, let us do it. Let us invest in our own future.

THE INSTITUTEObjective:In the academics, the field of human communication has grown into a multifaceted discipline. It started with the study of communication behaviour in sociology, anthropology, psychology, political science etc.. but gradually a separate subject of studies and research emerged, initially in the form of journalism courses. Today almost all universities have a course in mass communication which provides theoretical knowledge and practical skills in the fields of Journalism (print, radio, television, Internet, Web), advertising, public relations, corporate communication, development communication and social marketing etc.
With the advent of new information and communication technologies, applications of new technologies have overwhelmed the society. They have not just impacted the daily life, but have revolutionized the very scenario of human relations. Business practices have changed. Convergence of diverse technologies has provided immense opportunities for communication, data transfer, storage and retrieval. Communication, which is a tool of marketing, itself needs a lot of marketing. These changes have precipitated the need for institutions imparting professional training to work in the changed scenario.
Moreover, in the field of human communication, every moment there is a change in the change itself. The academics have not been able to cope with the rapid changes in the professional practices. Traditional course content does not enable the students to perform in the profession. Rather some of the conventional teaching creates disabilities, which makes the qualified students incapable for the profession. It is to cater to some of the recent manpower requirements related to the communication and media professions, the Institute of Mass Communication and Media Technology (IMC&MT) of Kurukshetra University, has launched a wide range of courses in the area of mass communication and media technology.
These courses not only prepare the students for jobs in various professions related to media such as journalism, PR & Advertising, media production, printing, graphics, packaging and entertainment industry but also open avenues for self-employment and establishment of organizations with high potential for providing employment to others.

ABOUT THE COURSES
1. B.A. Mass Communication (B.A.-MC)
The study of mass communication as a specialized course has been introduced by the IMC&MT, KUK at under graduate level. The basic aim of the course is to train the young people in the art and craft of mass communication at the entry level of their college education and prepare them for higher education in the field. In addition to the study of languages and social sciences, this course exposes the students to the basics of journalism, advertising and public relations. After doing this course one can join media organizations or go for higher studies or may appear for competitive examinations.
Duration: 3 yearsEligibility: Senior secondary with any combination of subjects with at
least 50% marksSeats: 25 Fee: Rs. 25,000/- per yearAdmission: On the basis of merit of the entrance test and marks obtained in

2. B.Tech. Printing, Graphics and Packaging (B.Tech.-PG&P)
The new name for printing is imaging as new technology has changed the entire scenario of print industry. Graphics is the arrangement of whatever is to be printed in a beautiful and attractive manner. Today, all goods must be packaged for their protection, transportation and storage. Packaging also helps to sell the goods. It is a science of protecting and art of presenting. India has a huge packaging industry but there is a tremendous shortage of packaging specialists. The course of B.Tech. Printing, Graphics and Packaging is an engineering and technology course mixed with art and craft of it. It will prepare students to perform as creative packaging designers with adequate knowledge of graphics and print. The course empowers the students with ample job opportunities in the field of printing and packaging industry.

3. Five year integrated course in Multi Media (B.Sc.-MM and
M.Sc.- MM)
The future of media lies in convergence. Multimedia is shaping the media content. In this background, the course in multimedia offers enough scope for self employment as well as job opportunities. It prepares highly skilled and trained professionals for handling various media jobs, especially in the area of media production. The Institute introduced B.Sc. (three year) in Multi Media course from the academic session 2008-09. MSc. (two year) in Multi Media course will follow subsequently. After B.Sc., one may discontinue the course and can join profession or may continue the course for higher studies.

The expansion in graphics and animation industry is a global phenomenon. India is no exception to this development. It has witnessed a spectacular growth in the field during the last few years. This boom is directly linked to media expansion. Expanding graphics and animation industry is providing enormous opportunities to the youth having sound background of aesthetics and technology. Apart from animation, this industry is about the production of video games, intractive self learning material, advertising and developing animated web content etc. There is an acute dearth of professionals in the industry of graphics and animation. According to an estimate Indian animation industry needs over three lakh animators, while only 10% demand is being met by various training institutes. There is hardly any university that imparts education and training in Graphics and Animation. With this background, the Institute of Mass Communication and Media Technology at Kurukshetra University offers a five year integrated course in Graphics-Animation and Gaming. The Institute started B.Sc. (three year) course in animation, graphics and gaming from the academic session 2008-09 and the MSc. (two year) course will follow subsequently. 5. M.Sc. Mass Communication (M.Sc.-MC)
Major thrust of this course is on the science and art of communication as well as technologies of mass communication. The skills, both writing and use of equipment, required to work as media persons in television, radio, newspapers and magazines, web systems, advertising, public relations & corporate communication are imparted by experienced and qualified teachers. Video and digital cameras, computers with latest software and applications, printing machines, audio recording and editing systems, art labs and latest video editing systems help the students to learn the use of latest media technologies efficiently.

6. M.Sc. Electronic Media (M.Sc. - EM)
Multi-sourced television content in the form of signals is available in every nook and corner of the earth. To receive the signals on the screen, television sets are penetrating every home with an unprecedented pace. FM is the reincarnated form of radio broadcasting and is gaining popularity day by day. Web has become both a means of communication and source of information. A large number of professionals are required to work in these emerging electronic media. M.Sc. Electronic Media focuses on preparing professional manpower for working in Television, Radio and Web. After initial exposure to Electronic Media, the students will opt to specialize in the field of their choice. These courses can be considered as a beginning of super specialization in Mass Communication.

7. MSc. Music, Media and Electronics (M.Sc.-MM&E)
The entertainment industry in India and abroad offers tremendous opportunities for media professionals, who have a fair knowledge of music and electronics. Keeping this in view the Institute introduced a new M.Sc. course in Music, Media and Electronics from the academic session 2008-09. This course not only prepares the students for self employment in infotainment industry but also offers unlimited job opportunities in the area of production of entertainment programmes.

8. M.A. Mass Communication (M.A.-MC)
According to manpower research projection Media and Entertainment sectors are projected to witness the highest growth rate during next five years. Need for the educated and trained manpower in media is also going to be tremendous. M.A. Mass Communication course exposes the students to various professional aspects of Mass Communication namely, Journalism, Public Relations, Advertising, Radio & Television programme production and Communication Research.
Duration : 2 Years
Eligibility : Bachelor in any discipline with at least 50% marks.

9. Postgraduate Diploma in Graphics & Animation (PGD-G&A)
Creating, attractive and communicative designs are the need of the hour in almost every profession. There are many creative artists amongst us, but they are not trained adequately to perform as professional graphic artists. Animation is another field where creativity of an artist combines with the computer generated moving images. Result is a very attractive and effective film to be used in every sphere of media operations. This course will help to sharpen the creative skills of

the artists to work in the field of design and graphics both as highly paid employees or self dependent enterpreneurs.

10. M. Phil Journalism and Mass Communication (M.Phil-J&MC)
This course will give special emphasis on theoretical knowledge of mass communication and techniques of research in various areas of Journalism and Mass Communication. After doing this course students may go further for Ph.D. or they may join teaching profession. Besides, it opens for them new avenues of research in advertising, public relations, audience research, and public opinion research.

Major Activities of 2008-09
1. Three new courses were introduced in the academic session 2008-09: Five year integrated course in Graphics, Animation and Gaming, Five year integrated course in Multi Media and M.Sc. in Music, Media and Electronics.
2. Mr. Debu Chatterji, Graphics Supervisor, Delhi Doordarshan, Mr. C.B. Harit, Graphics Executive, Delhi Doordarshan and Mr. Bharat Bhushan, Graphics Supervisor Jalandhar Doordarshan were invited to give technical and professional input to the students of Graphics and Animation.
3. The Institute in collaboration with Dainik Bhaskar group organized a workshop on "Usage of English Words in Hindi Newspapers" on August 07, 2008 at Press Club, Chandigarh
4. A seminar was organized on the Hindi Diwas on September 17, 2008.
5. The Director, Prof. B.K. Kuthiala participated in International seminars held at Brisben (Australia) , Sanghai (China) and Manila(Phillipines).
6. The B.Tech.-IIIrd year students of the institute attended Vth International Pactech exhibition at Goregaon in Mumbai from 17-23 November, 2008 and also visited the prestigious press of The Times of India at Mumbai.
7. Two day workshop on "Personality Development and Communication Skills" was organized in November, 2008. Mr. Subhash C. Sood, from Delhi, a known Media Consultant made the students aware of effective ways of developing personality and communication skills. On this occasion, the Chief Editor of Aaj Tak, Mr. Alok Verma presented a paper on "New Media."
8. The B.Tech. (PG&P) students of the institute attended Print-Pack, 2009 at Pragati Maidan, New Delhi in January, 2009. Around 225 Companies exhibited their techniques in Printing and Packaging fields. The students of the Institute interacted with the representatives of many companies and they were offered jobs through outsourcing.
9. First Campus Bulletin was produced on January 24, 2009, which was released by the Registrar Prof. Raghuvendra Tanwar.
10. On the 25th anniversary celebration of the Department of Printing Technology of Anna University, Chennai, the students of B.Tech. (PG&P) participated in various competitions on February, 19 and 20 2009 in which B.Tech.-III students Jyotsna and Pankaj Saini got second position in Print, Designing Competition. B.Tech.-II year student Deepak, B.Tech.-III year student Lalit Mohan Joshi got 3rd position in Print-Tech Quiz.
11. The Australian High Commission organized a regional Media Seminar in Chandigarh on 19-20th March, 2009 on "Regional Press: Power, Reach and Influence." Prof. Robin Jeffery, an acknowledged expert on the Indian regional Media was the key note speaker. Prof. Rajbir Singh, Dr. Bindu Sharma, Dr. Madhudeep Singh, Mr. Ashok Sharma alongwith 20 students of the institute participated in the seminar.

12. The institute celebrated its 1st Annual Day festival 'Media Utsav' from March 22-24, 2009 felicitating the prize winning students for their curricular and co-curricular achievements. 17 media competitions were held and the students displayed not only remarkable talents but also excellent organizing capabilities. A cultural evening presided over by Hon'ble Vice Chancellor Dr. R.P. Bajpai was held on March 24 to mark the closing ceremony.
13. One day workshop on Animation was organized on March 24, 2009 at Faculty Lounge of the university in collaboration with the PICASSO Chandigarh, a known name in animation and graphics in the private sector.
14. A workshop on Screen Printing "Learn as Hobby or Profession" was organized on 13 May, 2009 by the B.Tech. Printing, Graphics and Packaging students of the Institute as an outreach activity.

Kurukshetra University: An Introduction
Having acquired another prestigious landmark to its credit, Kurukshetra
University is now 'A' Grade accredited by NAAC (National Assessment and
Accreditation Council). It was in 1956 that this university was setup. The
foundation stone of this university was laid by Honourable Dr. Rajender Prasad,

Important guidelines for the candidates
1. Before filling the Admission Form the candidates are required to read the Prospectus carefully.
2. No column should be left blank in Admission Form; write N.A. against the column which is not applicable otherwise it will be considered as incomplete and rejected.
3. Self attested photo copies of certificates/DMCs of martic, 10+2, B.A./B.Sc./B.Com Part-I, II, III and documents for weightages must be attached with the Admission Form.
4. Photograph duly attested by a gazetted officer must be pasted at appropriate place on application form and also bring two passport size photographs at the time of counseling.
5. Please enclose two self addressed envelopes of the size of 9"x4"each with a postal stamp of Rs. 5/-each with the application form.
6. Entrance test will consist of three sections and will be held as per
the schedule given at page 44.
(I) General awareness
(II) Language proficiency both in Hindi and English Marks : 100
(III) Aptitude for the course applied.
Note: The question paper will be in the form of multiple choice objective type questions. OMR sheet will be provided to mark the answers.
7. Result of all the entrance tests will be declared on 20 July, 2009 and will be
notified on the notice board of the Institute. It will also be placed on
university website www.kukinfo.com.
8. First counselling- 23 July, 2009.
9. Second Counselling- 30 July, 2009
10. Third Counselling, if required, to be announced later on.
11. The candidate will file a single application form for all the courses falling in a
category. Therefore, there will be a single application for under graduate
courses ( Sr. 1 to 3), a single application for post graduate courses (Sr. 4 to
7) and a separate application for P.G. Diploma course (Sr. 8).

12. There will be a common entrance test for all the courses falling under a
category. Therefore, a common enterance test will be held for under
graduate courses (Sr. No. 1 to 3), a common entrance test for P.G. courses
(Sr. No. 4 to 7) and a separate entrance test for P.G. Diploma course (Sr.
No. 8)
13. Options for admission to a particular UG/PG/Diploma course will have to be
given by the candidate in writing to the admission committee at the time of
counselling.
No separate intimation regarding results and counseling will be made to
the candidates.
14. If the last date of receipt of Admission Form and last date for depositing the dues falls on a holiday or that day is declared holiday by the University, the next working day will be considered the last day for the purpose.
15. Candidates having compartment in the qualifying examination will not be considered for admission.
16. Unless otherwise specifically provided in the concerned Ordinance, the eligibility condition in case of SC/ST candidates for admission to various courses, except B.Tech. Printing, Graphics and Packaging of the Institute will be pass marks in the qualifying examinations.
17. 5% relaxation in the eligibility condition for admission to various courses will be given to blind candidates.
18. At the time of admission every candidate shall be required to give an undertaking of good conduct & behaviour and not to indulge in ragging. If a candidate after his/her admission is found indulging in any kind of ragging, his/her admission is liable to be cancelled.
19. If a student fails to attend his/her classes continuously for seven days from the date of commencement of the classes, on the date of marking of attendance, his/her admission shall be cancelled.
20. If any student gets accommodation allotted his/her name in Hostel and allows some other person(s) to stay in his/her allotted room and/or to take meals, in that case the admission of both of the students, i.e. (i) the allottee and (ii) the illegal occupant, shall be cancelled from the department as well as from the hostel without assigning any reason.
21. Any legal dispute relating to admission of students will be subject to Court at Kurukshetra or Courts having jurisdiction in Kurukshetra.
22. If a student of M.A/M.Sc. (Previous) does not qualify 50% of the papers in the Examinations, he/she will not be allowed admission to the course in final year.

23. A Candidate who has passed qualifying examination from the Universities of Haryana will be considered Haryana resident and he/she is not required to submit Haryana Resident certificate. Other candidates who are seeking benefit of Haryana resident, have to submit a certificate of Bonafide Resident of Haryana as per guidelines, at Appendix-A.
24. In case two or more candidates in merit list have equal percentage of marks, the marks obtained in the qualifying examination will be taken into consideration. In case there is still a tie, the candidate senior in age will be considered first.
25. Admission in B.Tech. (Printing, Graphics & Packaging) first year will
be made on the basis of AIEEE and by the Haryana State
Counselling Society. No separate form is required to be filled up by
the candidate.
26. Saperate application forms and schedule will be available for admission in M.Phil and Ph.D. courses as per university handbook of information.
27. Classes will start from 3rd August, 2009.
28. No course will be started if the strength of students is less than 10 and no option will be started if the strength is less than 5.
SECTION-I : MANDATORY CONDITIONS
1. NOTHING CONTAINED IN THIS PROSPECTUS SHOULD BE CONSTRUED TO CONVEY SANCTION OR CITED AS AN AUTHORITY FOR WHICH UNIVERSITY REGULATIONS IN CALENDARS VOL.I,II AND THE RELEVANT RULES IN CALENDAR VOL.III ALONE ARE APPLICABLE.
2. IF THE CONCERNED AUTHORITIES ARE NOT SATISFIED WITH THE CHARACTER, PAST BEHAVIOUR AND ANTECEDENTS OF A CANDIDATE, THEY MAY REFUSE TO ADMIT HIM/ HER TO ANY COURSE OF STUDY IN THE UNIVERSITY/COLLEGE IN ORDER TO ENSURE ACADEMIC STANDARDS, DISCIPLINE AND PEACEFUL ATMOSPHERE IN THE UNIVERSITY. THE VICE-CHANCELLOR MAY CANCEL THE ADMISSION OF ANY STUDENT FOR A SPECIFIED PERIOD.
SECTION-II : DISTRIBUTION AND RESERVATION OF SEATS
(A) Distribution of seats The seats shall be distributed as under:
1) All India Category including Haryana 15%2) Bonafide Residents of Haryana 85%
( 50% of the seats earmarked for bonafide residents of Haryana will be reserved for the categories as mentioned at (B) below, as per State Govt.

policy and remaining 50% seats will be filled from among Haryana General Category)
(B) Reservation of seats for Bonafide Residents of HaryanaThe seats shall be reserved for the categories as under
(i) Scheduled Castes 20% (ii) Backward Classes of Haryana 27% (16% for Block-A)
(except Socially advanced persons/ (11 % for Block-B) Sections (creamy layer)
(iii) Physically Handicapped 3% (1% Blind or low vision, 1% Hearing impairment, 1% Locomotor
disability or cerebral palsy)If the seats reserved for Physically Handicapped persons remain vacant due to non-availability of suitable handicapped candidates, it may be offered to ex-servicemen and their wards (1%) and dependents of freedom fighters (1%).
(iv) 3% horizontal reservation will be given to Ex-servicemen/Freedom fighters and their dependents by providing reservation within reservation of 1% of general category, 1% out of scheduled castes and 1% from backward classes category. As far as block allocation in Block A and Block B of backward classes category is concerned, year wise rotational system will be adopted. For example, if block A of backward classes are given seats in the academic year 2008, the next block i.e. B block of categories of Backward classes will be given seats in the next academic year i.e. 2009 and so on. The Institute shall maintained the record for the purpose.
Note: Under the above 3% horizontal reservation, seat will be allotted to ESM/DFF, wherever the number of seats in the respective category work out to be 0.5 or above.
Important Notes:
1. The Reservation of seats is as per the Reservation Policy of the Haryana Govt. and is subject to any change/amendment made by the State Govt. from time to time.
2. All the eligible candidates whether from Haryana or from Reserved Categories also compete for seats allocated under All India Category.
3. All eligible candidates of reserved categories shall be considered first for Haryana General Category seats.
4. If the reserved seat(s) of BC Block-A remain vacant, these will be filled up from BC Block-B and vice-versa.
5. Benefit of reservation will be given to all the reserved categories upto Final List according to the reservation policy given in the Prospectus. In case at the time of display of Final List the reserved seats of various categories other than S.C. category, remain vacant and there is no eligible candidates of the reserved categories are available,

these vacant seats will be filled up on open merit basis at the time of Final List. The vacant seats of SC category will not be converted.
6. Candidates claiming reservation under Scheduled Caste will submit the certificate as per Annexure-II and Backward Class (Block 'A' & 'B') will submit the Certificate on the prescribed proforma as per Annexure-III and affidavit as per Annexure IV, at the time of counseling.
The BC candidates (Block ‘A’ & ‘B’) for benefit of reservation shall also have to furnish an affidavit to the effect that he/she is not covered under the criteria of creamy layer as per Annexure-IV at the time of counseling. The said affidavit shall be furnished by both father and mother of the candidate.
7. Only the candidates having the permanent disability of not less than 40% (being otherwise fit for admission to the course) will be considered for admission as Physically Handicapped. Disability certificate must be issued from Chief Medical Officer of the concerned District. However, the certificate shall be subject to verification by a Medical Board constituted by the university for the purpose. The decision of the Board shall be final. Physically Handicapped candidates belonging to Haryana are required to submit the certificate as per Annexure-V at the time of counseling.
8. Children & Grand-Children of Freedom Fighters of Haryana are required to submit a certificate from the Deputy Commissioner of the concerned District as per Annexure-VI at the time of counseling.
9. Wards of Ex-Servicemen of Haryana are required to submit the certificate as per Annexure-VII at the time of counseling.
10. For the horizontal reservation, candidates of General, S.C. and B.C. categories will also have to furnish E.S.M./D.F.F. certificate.
11. Under Physically Handicapped Category at least one candidate will be admitted, even if the share is less than 0.5 seat.
12. Candidates who have passed their qualifying examination from a university in the State of Haryana will be deemed to be Haryana residents and will not be required to submit certificates of bonafide residents of Haryana.

Holder of Certificate of Merit for N.S.S awarded by the University

For students instructors/volunteers of Colleges maintained/recognized by the Kurukshetra University for running Adult Education Centres/engaged under MPFL.
(The above weightage under Adult Education Scheme will be given on the basis of the certificate issued jointly by the Principal of the college affiliated or maintained by Kurukshetra University and Hony. Director, CACEE, KUK.
Criteria for award of University N.S.S. Merit Certificate is as under:-
1. N.S.S. Volunteer who has completed 240 hours of regular activities in the period of two years and attended two annual special Camps (of atleast 10 days duration)
2. One who has donated blood atleast twice OR has made atleast five illiterates literate. This shall have to be certified by the Principal alongwith the names and addresses of the such literates. OR, one who has done an exemplary act of courate or bravery by saving life

in situations like drowning, fire, natural calamities OR man made calamities and awarded at the National Level.
In case of NSS Volunteers from other Universities located outside Haryana, one has to become eligible by way of becoming at par with the conditions as
required under Sr. No. 1 and 2 of the above criteria laid down for University Merit Certificate and NSS weightage will not be allowed to the students who have only NSS participation certificate given by the College Principal.
Note: 1. For allowing weightages to NSS and Sports, certificate should be got verified from the officer of the concerned Department.
2. Total weightage for merit under Section-III shall not exceed 10 marks.
3. Weightage for sports will be given who have secured position at National Level will only be considered if the candidate has participated in Inter-Collegiate Tournaments/ State Level Tournament in the same game/event during college period.
4. Sports certificate will only be considered if the candidate produce the gradation certificates from the respective govt. in respect of the games/sports for which the candidate claims sports weightage & eligibility.
Weightages will be given as per university instructions given in the Handbook of Information 2009-10.
SECTION-IV : RULES FOR ADJUSTMENT/REFUND OF FEE
3. If a candidate after having deposited fee for admission in one course joins another course in another University Teaching Dept./Institute in the same session, as mentioned below, and is permitted to withdraw his/her candidature, fee/funds except admission fee already deposited by him/her for the course from which he/she has withdrawn, shall be adjusted/refunded against the fee/funds of the course he/she joins subject to the condition that difference, if any, shall be paid by the candidate:
(i) from a general course to another general course.
(ii) from a general course to a self-financing course or vice-versa.
(iii) from a self-financing course to another self-financing course.
However, in self-financing courses, adjustment/refund of fee will be allowed only if the seat so vacated is filled by the last date of admission.

4. In case a candidate leaves the University after seeking admission in a particular course, following conditions will apply for refund of fee:
(a) If a candidate leaves before the commencement of the classes, the entire fee deposited by the candidate will be refunded after deducting Rs. 1000/- only.
(b) In case a candidate leaves after commencement of the classes, proportionate deduction of fee upto the month of his/her leaving will be made, subject to minimum of Rs. 1000/-. However, refund will be allowed only if the seat so vacated is filled by the last date of admission.

Appendix-AInstructions regarding Bonafide Residents of Haryana issued vide letter No.62/17/95-6 GSI dated 3rd October, 1996, No.62/32/2000-6GSI dated 23rd May, 2003 and No.62/27/2003-6GSI dated 29th July, 2003 by the Chief Secretary to Government, Haryana.
Subject: Bonafide residents of Haryana - Guidelines regarding.
I am directed to invite your attention to Haryana Govt. letters noted in the margin on the subject noted above vide which the instructions were issued regarding simplification of procedure for obtaining the certificate of Domicile for the purpose of admission to educational institution (including technical/medical institution). The matter has been reconsidered in the light of judgment delivered by the Hon'ble Supreme Court of India in the case of Dr. Pradeep Jain vs. Union of India and others reported as AIR 1984-SC-1421, wherein it has been held that instead of the word 'Domicile' the word 'Resident' be used in the instructions issued by the State Government and it has been decided to revise the Government instructions. Henceforth, the following categories of persons would be eligible for the grant of Resident Certificate:-
i) Candidates, who have passed the examination qualifying there for selection in an institution from a school/college in Haryana.
ii) Children / Wards (if parents are not living) / Dependents: -(a) of the regular employees of Haryana State posted in or outside
Haryana State or working on deputation;(b) of the regular employees of the statutory bodies/corporations
established by or under an act of the State of Haryana who are posted in Chandigarh or in Haryana or outside Haryana.
(c) of the regular employees of the Government of India posted in Chandigarh or in Haryana in connection with the affairs of the Haryana Government;
iii) Children/wards (if parents not living)/dependents of persons who after retirement have permanently settled in Haryana and draw their pensions from the treasuries situated in the State of Haryana.
iv) Children/wards (if parents are not living)/dependents of pensioners of Haryana Government irrespective of the fact that the original home of the retiree is in a state other than Haryana or he has settled after retirement in or outside Haryana;
v) Children/Wards (if parents are not living)/dependents of persons, who have permanent home in Haryana and include persons who have been residing in Haryana for a period of not less than 15 years or who have permanent home in Haryana but on account of their occupation they are living outside Haryana;

vi) The wives of such persons who are bonafide residents of Haryana irrespective of the fact that they had belonged to any other State before marriage;
vii) Persons who were born in Haryana and produce a certificate to that effect; provided that the parents/guardians (if parents are not living) of persons belonging to any one of the above mentioned categories are:
a) Citizen of India;
b) Produce an affidavit to the effect that they or their children/wards (if parents are not living)/dependents have not obtained the benefit of Resident in any other State.
viii) Children & Wards of the accredited journalists residing at Chandigarh and recognised by Govt. of Haryana.
2. All candidates claiming to be bonafide residents of Haryana should produce a Haryana Resident Certificate signed by the District Magistrate/General Assistant to Deputy Commissioner or Sub-Divisional Officer (Civil) of the District/Sub-Divisions/ Tehsildars of Revenue to which the candidates belong. Resident Certificates in respect of elsewhere or in respect of the Children/Wards/Dependents of Haryana Govt. employees who are posted at Chandigarh, Delhi or elsewhere or in respect of Children /Wards/ Dependents of pensioners of Haryana Govt. or in respect of the Children/Wards/ Department of the employees of the Government of India posted at Chandigarh or in Haryana in connection with the affairs of Haryana Government, or in respect of Children/Wards/Dependents of the employees and retirees of the Statutory Bodies/Corporations of Haryana established by or under an Act of the State of Haryana or a Central Act and located at Chandigarh, Haryana or outside Haryana, should be by their respective Heads of Departments.
3. Candidates seeking admission in educational institutions (including medical and technical institutions) located in Haryana, may not be required to produce Resident Certificate, if they have passed the examination from a school/college situated in Haryana. For this purpose, a certificate of the Principal/Headmaster from concerned institution where the children/wards studied last should be considered sufficient. The Principal/Headmaster of the institution shall be competent to issue such certificate, which should be sufficient.
4. If a candidate is admitted on the basis of claim that he belongs to the State of Haryana but at any subsequent time is discovered that his claim was false, the student shall be removed from the institution, all fees and other dues paid up to the date of such removal shall be confiscated. The Principal/Headmaster may take such other action against the student and his/her parents/guardians as he may deem proper in the circumstances of any particular case.
