319 Recap, March 14th School Board Meeting

 The School Board is required by Law to present a balanced budget to the Ohio Department of Education.

 The Administration and Board anticipated a 25% cut in State funding. We now know that Governor Kasich’s budget cuts our State funding by 27%.

  Issue 8, a five year Emergency Operating Levy for $4.8 million annually, or 6.75 mills has been placed on the May 3rd 2011 Primary/Special Election. Since the 25% projection is very close to the 27% reality this Levy will meet our Schools needs.

319 Recap, March 14th School Board Meeting

 Even with passage of the Levy some actions will occur. Kleckner will close, a pay to participate fee will be enacted and there will be a 22 teacher reduction in force.

  If the Levy fails an additional 55 teachers and a total of 104 employees will be let go. Educational offerings and bussing will be reduced to the state minimum, and pay to participate fees will be increased significantly.

Academic Performance

 Green is among the Top 23 School Districts in the State of Ohio.

– There are 616 Districts – Green is in the Elite top 4% of Schools in the

state

 70% of graduating seniors head to an accredited 4 year college compared to the national average of 40%

 Green has a phenomenal 5 National Merit Scholars in the Senior Class this year. Many schools have none.

Academic Performance

 To this point Green Schools have been able to meet the needs of all their students. Green currently offers services to address outstanding performance needs like Advanced Placement Courses and Gifted Pull-Out classes. These will be eliminated if the levy fails.

 The Battelle Institute rated Green as the Number One school in Ohio for Academic Performance last year.

As the population grows, the demand for the schools grows

The depth of the water is school funding.

Instead, the glass is flared outward and the rate of water depth rise is slowed.

319 With All that Growth Funding to the Schools

Increases, Right?

  In terms of dollars this is true, but the question is do the dollars of funding increase at the rate of funding required to meet the additional demand for the schools?

– NO.  Why?  A quarter to a third of the property taxes going to

Green Schools are frozen at the dollar amount when they originally passed

 So while total valuation increases Green Schools only see increases in terms of Mills collected on two thirds to three quarters of the property value

 This is due to HOUSE BILL 920 (1976)

Property Tax History Summary

  It’s complicated and messy

  Total Millage has been steady at about 45 Mills. In 2001 13.1 voter approved mills went to the schools. Those same ballot issues only collected 11.2 mills in 2010.

  Individual bills go up as a result primarily of property value growth

  Individual property millage to schools decays due to HB 920 effects on a portion of our operating mills

  The rate of revenue growth the schools see does not match the rate of demand growth

  These factors are the drivers of Green Schools need for additional operating funds if they are to continue providing the services they do now

Series Summary   Green Schools Compare favorably against other districts.

They provide extraordinary services at a low cost

  Teacher salary growth has matched Ohio Personal Income Teacher hiring rates have been in line with enrollment growth, and that our staff is very lean

  Green Schools have been fiscally responsible, and have maintained an excellent educational offering

  Growth in Green has resulted in excess demand on our schools, but due to state laws regarding some of our operating mills the growth in local revenue has not kept pace with the excess demand

  The need is real. Our community is at a crossroads. We can continue on the strong and vibrant path we are on, or we can veer away at tremendous costs to our entire community
