RESPONSIBILITIES OF THE MINISTRY OF HEALTH FOR HUMAN RESOURCES IN THE HEALTH

SECTOR

Elaborates and approves by Minister of Health Order, the Classified list of medical, dental and pharmaceutical specialties, for the healthcare network, The National Catalogue of complementary studies programs for doctors, dentists and pharmacists, as well as the rules regarding the post-basic training for paramedical professions;

As a competent authority, it certifies the Romanian titles of qualification for health care professions and it applies the procedures for the recognition of professional qualifications for doctors, dentists, pharmacists, nurses and midwives, in respect of law.

Approves, Health minister Order the methodology regarding the employment and transfer of doctors, dentists, pharmacists, biochemists, biologists and chemists in public health units;

Establishes criteria for the employment and promotion of staff in public health units;

Coordinates the specialized programs by residency, in specialties listed in the Classified list of medical, dental and pharmaceutical specialties for the healthcare network, conducted in universities and accredited medical units, based on the training curricula approved by the Ministry of Health and the Ministry of Education, Research, Youth and Sports;

Assures, at national level, the coordination of the theoretical and practical training for residency and for the second specialty for doctors, dentists and pharmacists, including editing the log-books for monitoring the activity of residents;

Assures, along with other institutions in the field (medicine and pharmacy universities and professional

organizations involved in the regulation of the profession), the elaboration and implementing of the specialties training curricula for doctors, dentists and pharmacists, as well as the curricula for the complementary studies programs for doctors, dentists and pharmacists;

Assures the organization and performs the exams regarding the promotion and professional evaluation examinations of doctors, dentists, pharmacists, biologists, biochemist, chemists, nurses and midwives;

Organizes, under law, contests and exams in order to obtain the specialist title and the professional degrees for doctors, dentists, pharmacists, biologists, chemists, biochemists, nurses and midwives within the Ministry of Health network and other ministries with own health network.

Annually establishes the required number of resident doctors on each specialty, for the health network;

Elaborates strategies and organizes the activity related to the professional training and professional improvement for the healthcare professionals, the professional assessment and certification of the continuing medical education programs;elaborates criteria for the integrated learning;

This tasks are performd by the General Human Resources Directorate and Certification, divided into 5 sections, as follows:

1.The management department for the training of doctors, dentists and pharmacists, through residency and second specialty – with a total of 6 senior advisers; it counts a total of 15384 residents of which over 14000 are doctors;

2. Department for the evaluation and professional certification of doctors, dentists, pharmacists, biologists, biochmeists and chemists – with a total of 3 senior advisers and a reviewer. It organizes annually 2 specialist exam sessions for doctors, dentists and pharmacists, respectively, 2 exam sessions in order to obtain certificates of complementary studies, one specialist exam session for biologists, biochemists and chemists, as well as one residency competition, contests involving a minimum 10000 candidates.

3. Department for staff appointment with a number of 2 superior advisers, responsible for the management of the public functions within the Ministry of Health and the subordinated public health departments;

4. Department for the recognition of the professional qualifications and for the elaboration of rules for doctors, dentists and pharmacists – with a total of 7 superior advisers and 2 reviewers. Its responsibilities are:

- Transposition of the community rules of training and exercise of health regulated professions;

- Processing the applications for recognition of qualifications for health regulated professions, obtained in other Member States ( for establishment and temporary exercise of the profession, about 60/year for the period 2007 -2011);

- Preparation and issuing of certificates provided by the EU Directive 2005/36/CE: for doctors, dentists and pharmacists

(only for doctors -17343 certificates were issued in 2007-2011 from which 2666 in 2009;5131 in 2010 and 3348 in 2011 until present)

- Using the IMI system, over 650 solved applications since 2008 until present.

5. Department of evaluation and recognition of qualifications for nurses and midwives – with a total of 3 superior advisers and a chief nursing officer. Its responsibilites are:

-annual organization of the primary degree exam for over 6000 candidates;

-preparation and issuing of the documents required for the recognition of qualifications for nurses and midwives from other EU Member States. During 2007-2011 over 10049 documents were issued, of which 2178 in 2009,3062 in 2010 and 1757 in 2011,

-participates to the recognition of professional qualifications for nurses and midwives acquired in other EU Member States.

-In developing these activities, the collaboration relationships with the following organizations have a particular importance:

- Professional organizations involved in the professional regulation for doctors, dentists, pharmacists, nurses and midwives, namely CMR,CMDR,CFR,The Romanian Order of Nurses and Midwives;

- Universities of Medicine and Pharmacy;- Ministry of Education, Research Youth and Sports –

National Center for the Recognition and Equivalence of Diplomas (ENIC-NARIC Romania)

- Ministry of European Affairs (Solvit Center and national IMI coordinator )

Dr.Cristana Beatrice Nimereanu- Graduate of the medicine faculty within the Medicine and Pharmacy Institute of

Bucharest, class of 1982-Internship doctor for 3 years length at Floreasca Emergency Clinical Hospital- General practitioner for a period of 8 years - Since 1992 employed at the Ministry of Health, initially as a medical expert and

later in public functions. -Specialist in general medicine for adults and specialist in public health and health

management;- Management positions held: head of service for recognition of professional

qualifications, general manager and deputy general director in the Human Resources Directorate;

- Part of the team designated by the Romanian authorities in peer-review visits conducted by the European Commission, during the pre-accession period and member of the Romanian negotiation team on Chapter II- Free movement of workers. Member of the teams for the transposition of the community rules in the field, as well as of the working groups designated for the elaboration of rules for Directorate domain activities.

-User of IMI PQ since its beginning in 2008 and I work in the field of the professional recognition.

Chief Nursing Officer Mircea Nicuşor Timofte

-graduate of the nursing faculty of Lucian Blaga University of Sibiu and master in health management of Victor Papilian Medicine Faculty within the same university.

-during 1978-1995 -nurse in the emergency and ambulance services within the University Center of Constanta.

-during 1995-1999 -chief nurse at the Publich Health Directorate, Constanţa;

-since 1999 -Chief Nursing Officer within the Ministry of Health, Human Resources Directorate

Since 2004- 2008 vicepresident of the Romanian Order of Nurses and Midwives;

Since 2008- President of this professional organisation I have participated in the actions of the Ministry of Health, during the pre-

accession period, within the peer-review visits conducted by the European Commission for the profession of nurses and midwives, as well as in the working groups for the harmonization of the national legislation to the community rules in the field,

Member of the Commission for the Accreditation of Hospitals, member of the Commission for the assessment and accreditation of the pre-university education for nurses, member of the Interministerial Commission for Roma, as well as project manager within an European funded project regarding the continuing education of nurses and midwives

Member of the working groups designed to elaborate the legal framework for the exercise of the profession of nurses and midwives, as well as in the elaboration of the methodologies for competitions and exams for this professions.
