the legal idea that law should govern (rule) a nation. Every citizen must follow the law, including law makers themselves.

Built roads in layers, each layer was a different material. Road were very durable and lasted for centuries

Mixed a mineral called lime with volcanic rock and ash. Cement is very hard and watertight.
