• Opportunity to do a single proposal for multiple funding sources
• Enables integration of consortia/complex-wide improvement efforts via an overall strategy for increased student achievement

Title V-A Innovative Programs
• Purpose:– Support local education reform efforts that are
consistent with and support State reform efforts– Provide funding to enable the State and
Complexes to implement promising reform and school improvement programs that are established on scientifically-based research
• Most flexible of three funding sources

• Proposals should demonstrate that:– School/complex education reform efforts are consistent
with and support the Hawaii Content and Performance Standards, General Learner Outcomes, Superintendent’s Priorities
– Funding will enable schools/complexes to try out reform/improvement programs based on scientific research
– The educational needs of students, including at-risk youth, will be met

• Proposals should:– Develop and implement programs to improve student,
school, and teacher performance, including professional development activities and class size reduction programs (support of Title IIA)
– Serve areas with high number or percentage of disadvantaged students or other areas with greatest needs
– Be developed collaboratively with input from teachers, other consortium members, and stakeholders as appropriate

Award Amounts
• Proposals from Consortia (3 or more schools): up to $400,000
• Proposals from Complex Areas: up to $650,000
• Proposals from private schools: 6% of the total award amounts
