SCHEME
To build a platform for exchange of ideas and plans on the best ways to
use the ESF assistance in the following policy fields:
employment
education
training and lifelong learning
social inclusion
administrative capacity
good project management
OBJECTIVE

Employers (micro, small, medium and large enterprises)
Socio-economic partners
NGOs
Municipalities
Educational, training and research
institutions and organizations
Industry and sector organizations

PARTNERSHIPS
MANDATORY REQUIREMENT: participation with (a) partner(s)
form another EU member state active in areas of activity similar to
those of the applicant and/or partners from Bulgaria.
APPLICANTS MAY participate in partnership with Bulgarian
organizations.
Partnerships NEED NOT be registered in court.

PARTNERSHIPS
IMPORTANT:
Partners shall be involved in project implementation and their
resulting costs shall be eligible in the same extent as costs incurred by
the applicant.
ELIGIBILITY CONDITION:
Partners should be involved in ensuring the sustainability of activities
and/or funding after the project completion.
ASSOCIATED PARTNERS:
Sign only partnership agreements, no need to submit any other
documents and are not subject to assessment.6

ACTIVITIES
MANDATORY:
Dissemination and exchange of information and experience, including
publications, events, networking, twinning
Joint or coordinated development, testing and validation of innovative
models, practices, services, products and support systems from other
countries
ACTIVITIES
OPTIONAL:
Monitoring, research and studies of the experience of other EU or
non-EU countries, including through study visits, peer reviews and staff
exchange
Exchange program and project managers and staff, trainers, trainees,
representatives of stakeholders and
on-site exchange of experience

TARGET GROUPS
HIGHLIGHTS
No co-financing is required from applicants.
Where the applicant and/or his partners participate with their own
financial contribution in the project, it should be included in the project
budget plan.
For this particular grant scheme, applicable shall be the rules for the
de minimis aid within the meaning of Commission Regulation (EC)
1998/2006 from 15 December 2006.
HIGHLIGHTS
Contractor selection procedures shall be held by the applicant,
whether or not activities associated with the procedure are
performed by the applicant or partner(s).
Each project proposal shall contain in all cases an element of
innovation.
