INTRODUCTIONDefinition of Education & its Application

If education is carefully defined asa step by step process of acquiringknowledge, then outcome of thatknowledge depends on its natureand quality of application in anycivil and corporate initiative.

Civil initiative encompasses eachand every aspect of life in a countryand corporate initiative isrestricted to only economic aspectdirectly but every other aspect ofhuman activity indirectly.Consequently, education and itsapplication play an important rolein Civil and Corporate Systems ofGovernance.

There are two players in a Systemof Governance – those who govern(Public Representatives and PublicServants known as politicians andbureaucrats respectively) and thosewho are governed (The People).

The Four Delivery Targets clearlyindicate that a system of civil andcorporate governance that does notcreate job opportunities proportion-ate to the number of post graduates,graduates and pre-graduation dropouts according to their respectiveeducational qualifications graduallywidens the gap between humanresource potential and humanresource utilization. Consequently,the natural resources of the countryeither remain un-explored, under-explored, un-developed or under-developed with obvious negativeimpact on its real economic growthpotential and actual performance.The negative impact gradually turnsinto an unbreakable Cycle of NineSocial and Economic Evils with aclearly visible sequence beginningwith Illiteracy and Ignorance andending at Sectarianism andTerrorism.

FROM WHERE DO THE EDUCATION PLANNERS HAVE TO BEGIN?

A National and Global Vision has to be emphasized forrationalizing human and natural resource planning both atnational and international levels focusing on a followingfour point agenda:

1. Evaluation of first national, then regional andultimately global natural and human resourcepotential. At present, it is partially and inaccuratelydone by international organizations at individualcountry levels without its global integration.

2. Scientifically acceptable measurement of differencebetween natural and human resource potential,performance and utilization in the same sequence.

3. Drawing of national, regional and global inward andoutward flow of natural and human resource mapsfrom and to a country, a region and the world.

4. Creation of national, regional and global education andtraining of human and exploration, development anddistribution hubs of national resources turning theminto global resources.

1. Focus on scientifically balanced creation ofan Education System based on originalNational Contextual Diversity .

3. Draw a National Activity Map consisting ofsocial, economic, political, diplomatic andmilitary territories.

4. Each thematic territory needs a leader andleadership failure in any one or more thanone of the thematic territories on NationalActivity Map results in nothing but socialunrest.

NEED FOR BALANCING THE DELIVERY AND RECEIVING ENDS:

An individual in his personal capacity or as member of afamily , as a social unit, is socially either at theDELIVERING or the RECEIVING END.

The purpose of Education System, therefore, is to createand maintain a sustainable balance between deliveringand receiving ends for strengthening social cohesion andeliminating economic exclusion through highly educatedManagers of the System of Civil and CorporateGovernance at the DELIVERY END.

Such a balance is necessary for a country’s growth andconsequent prosperity.

The present social and economic imbalances arestagnating or declining growth and consequent socialunrest and economic uncertainty nationally andglobally.

Is this the failure of the delivery system or the failure ofthe education system?

This was the beginning of globalization.One may call it the birth of twins – Globaltrade and globalization. That was the timeto globalize education but it was notglobalized intentionally due to the greedof colonial powers for the maximizationof the benefits of the Age of Explorationand Discovery in connivance with the eliteclasses of the colonies to their advantage.

The perpetuation of the hold of educatedelite class on Five Territories on NationalActivity Map very slowly and graduallycreated and cemented the previouslyinvisible but now clearly visible Cycle ofNine Social and Economic Evils. A carefulstudy and analysis of the Cycle’s formationclearly indicates that first evil illiteracy andignorance plays an important role in theformation and adds eight more evils.

1. The ultimate scientifically establishedconclusion is that a de-colonized uniformsystem of education can help in eliminat-ing the remaining eight evils in the Cycleof Nine Social and Economic Evilsautomatically.

IS THE TREATMENT THAT EASY AS IT APPEARS IN THE CHART?

The treatment is not that easy as itappears because the replacement of themedium of education from religious tomodern, from Urdu to English or Englishto Urdu and switching over from theoptions of Religious, Matric andCambridge Systems to either uniformMatric or Cambridge System will triggera debate on the following issues:

1. Ethnic and religious differences onprovincial and national contextual-ization of syllabus

2. Clash between national and globalconcepts of contextualization

3. Anticipated disagreement onprovincial and national contextualsyllabus and its negative impact onrequisite integration with ongoingglobal contextual initiatives

4. Non-availability of qualifiedteachers, lecturers and professors atprimary, secondary and higherlevels

VISIBLE CORE DIFFERENCES

1. Pakistan is a conglomerate of provincialethnic groups with powerful sub-ethnicsegments in the four provinces andtheir divisions and districts, FATA,Tribal Areas and Azad Jammu andKashmir.

2. These differences are compounded byreligious and ideological differencesmaking the task of creating andsustaining consensus on contextualoutline of the first provincial and thennational syllabus.

3. The distinct cultural diversity of eachethnic group is so prominent that it iseasily exploited by different politicaland religious groups.

An attempt was made immediately after thecountry’s independence to declare Urdu as anational language but strong protest fromEast Pakistan forced the government todrop the idea.

ISSUES THAT NEED TO BE RESOLVED

1. Differences on national and global contextualissues

2. Non-availability of qualified teaching staffand the way-out

3. Private schools, colleges and universities havetremendously contributed in increasing thepercentage enrolment in almost all prevailingsystems of education lacking in two areas:

i. Improving the quality of teaching throughcollaboration with corporate sector andministry of education for setting up asignificantly extended chain of high-standard teachers training institutes withinPakistan proportionate to the increase inpercentage enrolment.

ii. Development of comprehensive plan for theexchange of teachers, lecturers andprofessors on semester-to-semester basis inconsultation with the managements of theaffiliated schools, colleges and universities.

The best way to remove the handicaps is touse a set of options on “take-it-or-leave-it”basis for addressing the ethnic, religiousand political differences by upgrading thealready existing religious educationalinstitutions, madrasas, model schools andcolleges of repute in excellence andequipping them with the most moderneducation related technologies, pre-testingcontextual syllabus there and providing anopportunity to trained teachers forapplying and documenting theirobservations, experiences and outcome oftheir modern teaching skills for theirnationwide expanded application.

WILL THE PROCESS OF REFORM ENDHERE

Actually this is the zero point from wherethe actual reform process will be initiatedand expanded at national level throughaligning the education system with theelements of national power and itsintegration with National and GlobalVision translated into an Overall NationalResource Map and a set of Natural andHuman Resource Maps covering each andevery aspect of the Five Territories on theNational Activity Map. On completion ofthese maps the next phase will be tointegrate them with Global Natural andHuman Resource Flow Maps.

The Last Word and the Conclusion

THE LAST WORD

The only best way-out is to focus on a combination of Specialized and Work Integrated Learning

After studying almost all systems of education,my personal preference is Work IntegratedLearning that is the best way-out-of presentmess in education system that is clearlyreflected in ongoing social unrest, politicalchaos, economic uncertainty, diplomaticconfusion and military tensions.

CONCLUSION

The following proposed alternate chart of Dr.Ishrat Hussain’s chart of fragmented andsegmented education is the only possible way toreform Pakistan’s Education Model. Once theconsensus is built on the proposed model ofalternate education system only then anythingelse will be worthy of any fruitful discussion.Otherwise the social, economic, political,diplomatic and military polarization will furtherdeteriorate the quality of almost dysfunctionalsystem of governance risking the very survival ofthe country.
