Pangasinan State University, commonly referred to as s a state university in the Philippinesthat is notable for its many locations throughout the province of Pangasinan. It is mandated to provideadvanced instruction in the arts, agricultural and natural sciences as well as in technological andprofessional fields. Its main campus is located in Lingayen, Pangasinan. Other campuses are located inAlaminos City, Asingan, Bayambang, Binmaley, Infanta, San Carlos City, Santa Maria, and Urdaneta City.

PSU traces back its beginning when it was chartered by Presidential Decree No. 1497 promulgatedon June 11, 1978. It became fully operational on July 1, 1979.

The University integrated the collegiate courses of five DECS supervised in the province and all theprograms of the then Central Luzon Teachers College (CLTC) and Western Pangasinan College ofAgriculture (WPCA).

The DECS institutions were Asingan School of Arts and Trades (ASAT) in Asingan; Eastern PangasinanAgricultural College (EPAC) in Sta. Maria; Pangasinan College of Fisheries (PCF) in Binmaley; PangasinanSchool of Arts and Trades (PSAT) in Lingayen; and Speaker Eugenio Perez National Agricultural School(SEPNAS) in San Carlos City

Institutionally speaking, there were only two institutions that were integrated into the Universitysystem, namely, the then Central Luzon Teachers College (Cl TC) in Bayambang and the WesternPangasinan College of Agriculture in lnfanta. For the other institutions namely, the Asingan School ofArts and Trades (ASAT) in Asingan, Eastern Pangasinan Agriculture College (EPAC) in Sta. Maria,Pangasinan College of Fisheries (PCF) in Binmaley, Pangasinan School of Arts and Trades (PSAT) inLingayen, and the Speaker Eugenio Perez National Agricultural School {SEPNAS) in San Carlos City, thatwere integrated into the system were their respective collegiate programs. These said schools are stilloperating under the administration and supervision of the Department of Education (DepEd) and TechnicalEducation and Skills Development Authority (TESDA).

Central Luzon Teachers College (CLTC) came into being first as the Bayambang Normal School in1922. It offered then the secondary normal course which prepared much needed teachers for the country.The school closed in 1935 due to inadequate funds but opened up in 1948 under a new name- PangasinanNormal School, which offered the two-year collegiate teacher education program. It was in 1952-1953that the college like any other regional normal school began offering the four-year bachelor's degreeprogram for elementary teachers.

In 1953, the normal school with the elementary schools in the District of Bautista and the BayambangNational High School were merged to become the Philippine UNESCO National Community Training Center.It operated as a school division in Pangasinan.

Republic Act 5705 converted the school into a chartered institution, the then Central Luzon TeachersCollege on June 21, 1969. As provided in the charter of the college, the major functions of the institutionare instruction, research and extension service.

The Western Pangasinan College of Agriculture (WPCA) in lnfanta was created through the issuanceof Presidential Decree No. 1494 during the same day on June 11,1978 when the charter of the PangasinanState University was signed into law through Presidential Decree No. 1497.

As the University started its operations in June 1979, it had two Colleges of Agriculture located inSta. Maria and San Carlos City; two Colleges of Arts and Trades in Lingayen and Asingan; a College ofEducation in Bayambang; and a College of Fisheries in Binmaley.

In 1981, the College of Agriculture in lnfanta (the then Western Pangasinan College of Agriculturecreated under P.D. 1494 was opened. Arts and Sciences courses were also offered in the College ofEducation in Bayambang. During the same year also, the land site of the PSU Main Administration wasdonated by the provincial government' of Pangasinan. The following year 1982, the seat of the UniversityAdministration was transferred from Bayambang to Lingayen with the completion of the administrationBuilding. The College of Arts and Sciences was also formally created in Lingayen with the transfer ofsome courses from Bayambang. The Doctor of Education (Ed.D.) Program was also offered for thefirst time to school managers and teachers.

The year 1983 was the opening of the College of Engineering and Technology in Urdaneta as anextension campus of the College of Arts and Technology in Asingan. In 1987, the two campuses wereintegrated as the College of Engineering and Technology of the Asingan/Urdaneta Complex only to beseparayed again in 1989. In 1984, the Marine Research Center in Susal, Pangasinan was established.

An alternative mode of instruction was introduced in the University in 1997 which catered to thosewho could not attend regular classes but would like to undergo formal education. This breakthroughbecame known as the PSU Open University Systems (PSU-OUS), now an autonomous unit of theUniversity with operations extending to faraway provinces even up to the Visavas area.

The two campuses in Lingayen, fused together in   he late 80's and separated again in 1993, werereunited as one campus in 2001 as the PSU College of Arts, Sciences and Technology (PSU-CAST). Thismerging is expected to result to a leaner, more efficient and cost-effective operations.

On February 03, 2005, the PSU Board of Regents in its first regular meeting for CV 2005 held atthe Office of the President, PSU Main, Lingayen, Pangasinan passed Resolution No. 07, s. 2005approving the areal integration of PSU Urdaneta, PSU Sta. Maria and PSU Asingan into the PSU EasternCluster. However, the experiment on the cluster was terminated in May 2008. PSU BOR Resolution No.13 dated May 28, 2008 dissolved the eastern cluster. The three campuses that composed the clusterreverted back to their original status as autonomous campuses.

In 2009, the Sangguniang Panglungsod of the City of ALaminos has favorably endorsed and approvedthe establishment of Pangasinan State University Alaminos Campus in the City of Alaminos as containedin Resolution No. 2007-84 adopted on November 16, 2007.

PSU Alaminos City Campus was approved by the PSU Board of Regents sitting in banc on April 19,2009 at the University Hotel, University of the Philippines, Diliman, Quezon, City as contained in itsResolution No. 4 series of 2009. PSU Alamimos Campus was conceived with the principle that theNational and Local Government have the responsibility of ensuring the happiness and well-being aswell as a stable life of the present generation brought about by a progressive economy and awell-developed society that exist within the wider context of the environment that requires theinteraction among well-educated and value-driven citizens.

The University Academic Council

The University Academic Council is composed of the President of the University as chairman and all the members of the instructionalstaff with the rank of not lower than Assistant Professor as members. The University Academic Council shall have the power to reviewand recommend the curricular offerings and rules of discipline of the University subject to appropriate action of the Board of Regents. Itshall fix requirements for the admission of students as well as for graduation and the conferment of degrees subject to review and/orapproval by the Board of Regents through the President of the University.

Mission

The mission of Pangasinan State University Library is to provide information resources and services to faculty, students, researchers andadministrative staff in support of the University instructional and scholarly inquiry that will promote liberal learning, education forservices, training for careers and development of lifelong learning skills.

Goals

■ To develop and manage the collections that are relevant to the University’s curricular programs and responsive to the needs of■ students, faculty, researchers and administrative staff.■ To organize and preserve information resources that support the research, instruction, and curriculum of the University.■ To support and promote the use of information resources by providing references and information services that meet the■ information needs of the library users.■ To provide access to information stored in books and periodicals including databases worldwide distributed in print and

electronically.■ To increase the level of funding available in the library by participating in fundraising and grant seeking activities

Objectives

■ To be more responsive to the academic needs and research demands of the students and faculty of the University.■ To provide a strong support in the instructional programs of the University.■ To provide and organize print and non-print collections used in the instructional and research programs of the University.■ To provide physical facilities and equipment that will make possible the most effective use of the library.

Library Rules and Regulations

■ The Library ID card serves as the pass in the use of the library and its resources. The NO LIBRARY ID, NO ENTRY is strictly enforced.■ The library ID card is presented upon entrance and every time a book or material is borrowed.■ The library ID card is nontransferable. Library privilege should be exercised personally. Library ID’s should not be used by anyone

except the student whose picture and name appears on the card. The owner of the ID card is responsible for all materials borrowedon it.

■ The Library ID card is good for four to five years, to be validated every semester/ term. Lost Library ID card must be reportedimmediately to the Librarian. A replacement Library ID may be issued one week after the report of loss and upon payment of thecost of the card.

■ Transferees and graduating students should surrender their library ID cards upon issuance of clearance by the Librarian.

Lending Policies

■ No library resources of any kind may be taken from the library by any person unless a record of withdrawal is made thereof. Any persondrawing a book from the library or having it charged against him for use is held accountable for it until its return.

■ General references like dictionaries, encyclopedias, atlases, etc. are to be used inside the library only. However, photocopying of suchmaterials is allowed.

■ Reserved books and single-copy books are also to be used inside the library only. They are borrowed on an hourly basis and may bephotocopied.

■ Theses are for reading room use only Photocopying is not allowed. If the undergraduate collection is deemed inadequate for researchpurposes, the graduate thesis/dissertation collection may be utilized.

■ Periodicals are used in the library only. They may be photocopied.■ Books in the General Circulation may be borrowed for home/overnight use. As a general rule, a book for home use is loaned from 3:00

P.M. and should be returned on or before 9:00 A.M. the following class day.■ Students may borrow one book for overnight use from Mondays thru Thursdays and two books of different titles on weekends.■ Books may be renewed another day. However, the book must be presented physically before it can be borrowed again.■ Interlibrary use of resources is practiced among the Libraries in the University. Visiting students should present, together with their■ University ID, a referral letter from the Librarian of their College of origin. These students are given room-use privilege only.
