In Plato’s Republic SOCRATES says:

Then if virtue is one of the things in the soul, and if it must necessarily be helpful, it must be wisdom: since quite by themselves all the things about the soul are neither helpful nor harmful, but they become helpful or harmful by the addition of wisdom or senselessness. According to this argument, virtue, since it is helpful, must be some kind of wisdom.

In a much more recent article Zeleny wrote:

While skills, knowledge and expertise are all related to know-how – how to achieve a given or stated purpose, or to know-what – hot to state or select a purpose to be pursued, the notion of wisdom is related to know-why

What our project is about? Not just “words”

WP3: Developing a knowledge management framework for DRR

- Developing the framework through the interaction with stakeholders of

different social groups- Conducting living labs of proposed tools in case studies- Conducting interactive workshops to experience with

stakeholders new modalities of co-production and sharing of knowledge on issues of DRR- Monitoring the development and implementation of

relevant EU policies for DRR (and a glance at relevant international initiatives)

WP2 Mapping knowledge and information flows through the coordination activity among stakeholders of different social groups- Mapping innovative exchange of knowledge to support DRR in selected case studies;- Mapping how DM actually takes place and how knowledges

are embodied (or not) in decisions;- Mapping different types of uncertainty across the decision

making- From decision to implementation: main constraints and needs

for developing/sharing knowledge about organisational and social processes

WP5 Dissemination: - Dissemination of ongoing activites- Feedback from dissememination to WP3, WP4, and WP54 - Dissemination of final results

WP1 Who knows what about disaster risk and mitigation- Is knowledge available and who actually knows?- Is there konewledge sharing within and across social

groups?- What are the main pitfalls of current decision making

processes with respect to the use of available knowledges?- What are the main pitfalls of current ways of sharing

and miantaining knowledge about both risks assessments and DRR strategies?

WP4: Monitoring the development and implementation of relevant EU policies for DRR - Monitoring the development of relevant EU

policies in DRR (from initiatives related to CI protection, to the introduction of insurance, to the Mapping Guidelines initiatives)- Framing the development of EU policies in an

international context (ISDR; WB; UNDP; Red Cross)- Monitoring the implementation of relevant EU

policies in DRR (GMES services; Espon initiatives; Flood Directive; Eurocode)

It is not a “research” project, however….We need to provide a result

Scientifically interesting and useful (in our field is there so much difference between theoretical, applied, new research?)

A basis for future research; identification of key topics and issues that deserve to be put forward (the idea of a knowledge management system framework)

The type of meetings that we are going to have ARE NOT JUST WORDS or POLITICAL GATHERINGS.

They must be:- Interesting (first of all for us)

- Avoid disappointment

Respond to the question: how can we more faster as knowldege needs time to get through different arenas, by the time it has gone through it is already old AND not keeping the pace with transformations of societies and …risks. So a more proactive approach is wished

Page 11: Project introduction polimi

Meetings must leave a feeling of something new, significant, useful has been achieved, therefore:

Careful organisation, not only “logistics”, but also CONTENT

The “quality” of the people to invite (stakeholders, del. 1.2)

What are the two things in my mind to make them different:

Type of interaction to be achieved in the meetings (workshops and seminars)

Page 12: Project introduction polimi

This means that not only the “responsible” of the task of organising workshops and seminars are involved, as all should be involved. HOW?

Considering that a strong interaction exists between deliverables and events

Resulting Deliverables

Page 15: Project introduction polimi

Del 1.1. Agreement paper on interdisciplinary work (among us),so resulting from this meeting and your contribution, see article“Ten heuristics…”

Other deliverables

Meaning basically an agreement on how we are going to workcollectively, how do we make the best use of our

multidisciplinarycomposition. We may well say it constitutes the knowledge management basis of our own project

Del. 4.1. Semestral Newsletter, contribution all. Identify keyelements of new legislation in Europe but also internationally andrelevant policy initiatives. (Adelphi)

Other deliverables

Think about:

- How to make it useful- How to make it appealing to read- What are the key points we wish to address….

Page 17: Project introduction polimi

Other deliverables

Del 3.1. Knowledge management system framework (Polimi) and Del. 5.3. policy document about KMS (Adelphi)

Knowledge sharing and maintenance across groups

Knowledge sharing inside groups

Knowledges that we wish toaddress

Page 18: Project introduction polimi

Decision making process:

- What components of risk decisions are addressing (Hazard, Vulnerability, Exposure, Resilience)

- Context of decisions: uncertainties related to both risk assessments and the potential benefit of mitigation

- Context of decision: constraints due to financial, institutional and political crisis

Implementation:

- Are tools for supporting and incentivate implementation existant and effective?

- Are there enough resources (human and financial) to make the decisions;

- Are there tools to monitor implementation and to keep memory of what has been done and of the knowledge that was necessary to achieve results?

Whose knowledge

- Whose knowledge: scientists, civil society, decision and policy makers, private sector;

- Is there exchange and sharing of knowledge?

- Is knowledge about procedures and practical constraints for decision and implementation shared/known to all groups?

Thinking about:

- Knowledge of the “what” and of the “how” and ultimately of the “why”- similarities and differences among “scientific” fields- how to translate from one system of knowledge (administrative/procedures) to

scientific knowledege, local culture…

Page 19: Project introduction polimi

Other deliverables

Del 3.3. Main findings of the three main living labs (DWF)

The living labs are meant to be “places” where we can test someideas, concepts and tools making part of the knowledgemanagement system framework

Page 20: Project introduction polimi

Other deliverables

Del 3.2. Formal and lifelong educational activities (UNU-CSIC); like school programs, university degrees, summer academies…

Page 21: Project introduction polimi

Other deliverables: dissemination

Del 5.1. about a strategy of dissemination (Adelphi); Del 3.4. guidelines for media (Web/Web TV and radio) communication on DRR PREVENTION strategies (TiConUno)

The first is about how the project is going to communicate about the project’s activities and results; the second is about how tocommunicate to a wider audience some project’s results but also More generally DRR contents
