Almost every day the Financial Administrator have to face the competence, technological changes, the volatility in inflation and interest rates, the global economic uncertainty, the fluctuation of exchange rates, amendments to tax laws, including financial aspects

In this sense we can say that the Financial Administrator must be an university graduate comprehensively prepared with a solid humanistic, scientific and technological, with a multidisciplinary view of the administrative process, it means, with skills in the field of Planning, Organization, Management and Control specialist to coordinate human and material efforts to achieve institutional objectives and national business.

Based on the above, there are at least three types of skills necessary for the administrator to efficiently implement the administrative process: technical skills, human and conceptual:

Technical skill: it consist in use the knowledge, methods, techniques and equipment necessary to perform specific tasks through their training, experience and education.

Human Ability: It consists in the ability and insight for work with people, understand their attitudes and motivations and apply effective leadership.

Conceptual Skill: is the ability to understand the complexities of the global organization and behavioral adjustment of the individual within the organization.

Likewise, the Financial Administrator must possess an analytical mind, reflective, critical, creative, guiding and a promoting capacity, let to him have an active and enthusiastic participation in the economic and social development, which is able to interpret the structures
