Basic structure

• Former certificates are taking into consideration,

• Basic criteria: VET and/or some additional trainings

• In not defined cases application to and decision by the Installed or Mobile Competence Committee operated by HRACA

Personnel certification

• Start with examination process (max. 1 year) = interim certification issued by the HMCB

• E-learning selftraining and test-exams,

• Competence based theoretical and practical assessment by independent institutes contractedwith HMCB,

• Certifications issued by the Body.

• Transitional categories greencards of HRACA, restricted use, only for braizing under supervising!

• HMCB interim and final certificates valid in Categories of 310/2008 Governmental degree (based on 303/, 307/2008/EC and1005/2009/EC

• Installed I, II, III, IV, and Mobile sector V, VI, VII,

• New BLUE-card, photo, barcode and IT system.

Personnel certification

• Assessment:– e-learning up to 600 tasks/questions differentiated

by categories

– internet-based test examination, 1-2 hour(s)

– theoretical/practical assessment, 1-2 day(s)

• Certification are valid for 5 years,

• HMCB IT system for all steps, from registration, throughout assessment process up to issuing of Certificate!

Personnel certification, restrictions

• Some certifications can be accepted but only be used under supervising of Certified craftsmen

• Transitional certifications of HRACA, green and orange cards,

• Interim certificates issued by the HMCB,

• Brazing certificates based on EN 13133

Personnel certification, restrictions

• Hungarian regulations cover both of F-gases and ODS regulations, therefore the Certification issued by other MSs’ authorised Bodies can only be used for HFC refrigerants and HFC charged units,

• the MAC sector certifications (Category VI, VII, exception Category V = 307/2008/EC) are not automatically valid in the MSs.

• Final certification Categories for companies defined similar to (be employed!) personnel categories,

• Installed sector I,II,IV and Mobile sector I,II

• „Distance audit” procedures (start 2010) based on:• compliance with legal criteria,

• technical infrastructure, list (Quantity & Quality) of minimum tools, measuring equipment,

• task&working procedures descriptions,

• administration of:

• leakage checking

• use and handling of refrigerants, administration, report

• all the related works with breaking into refrigeration circuits,

• therefore all the data of Body’s IT system itself!!

• certified personnel, just in time control of existence (Body’s IT_registered + valid personnel certification with adequate category + employed)

• regular control based on IT database,

• Audit, if needed or in every 3rd year,

• The evidence of exist and validity of a certification can be found in the Body’s IT system by name / VAT number

Results since ..

• The HMCB&IT operating started on the 6th of July 2009,

• Took over the database of the HRACA,

• for some months quick-registrationopportunities at refrigeration selling points, on site in the IT system,

• Now up to 1200 companies, with valid certifications

Results since ..

• Persons are on different opinion -preconditions, e-learning of the Fgas assesment,

• Certified companies are strongly interested in a proper working system, but the some others…

• Operators slowly realize the „need” of doing so and are happy,

• The authorities have been waked up and happy to/will be informed properly (!!not to control the companies/ operators can be find in the IT system!!)

Results since ..

• Only problem are the related costs, as:

– Personnel certification 100-600, or more €sdepending on categories required and the former knowledge,

– Company certification (fluent procedure, yearly 40-120€ about),

– Operators yearly expenditures: 6€ by circuit + 10€cent/kg /year IT fee.
