INTRODUCTION

• Backgrounds : Strategic plan of Indonesia Open University (UT) 2010 – 2021: In 2013

all tutor’s must be trained and acrredited. The aim : Improving tutor’s competences in planningi, mplementing, presenting, and evaluating to give better teaching. The usage of multimedia is one among several things important to optimalized the course for student. This could impact to improving student’s competences.

• In 2010 : Almost tutor in UT Regional Kupang not has been trained and lack of the usage of multimedia and Open Educational Resources (OER).

• Since 2010 to 2012, 413 form totally 640 tutor has trained, and 75 tutor which has accredited.

• The problem : Are tutor’s training has improves the tutor competences, and the usage of OER ?

REFERENCES THEORY• Curricullum of Tutor’s Trained : 1. Planning : instructional design2. Implementing : 8 basic skills in teaching3. Presenting and using educational resources4. Evaluating : test and non test (task) One of the step is important to improve the student’s cognitive, affective, and also psichomotorik, is the using of Open Educational Resources. It is

important because learning is directed to be a discovery learning (Bruner, 1966).

• OER1. Describes any educational resource (including curriculum maps, course

materials, textbooks, streaming videos, multimedia applications, podcasts, and any other materials that have been designed for use in teaching and learning (OER Afrika, 2008)

2. Teaching, learning or research materials that are in the public domain or released with an intellectual property license that allows for free use, adaptation, and distribution (UNESCO, 2009).

RESEARCH METHOD

• Location : working groups in UT regional Kupang which the tutors has trained.• Time period : 2011 until 2012• Type of Research : Quatitative Descriptive• Population and sampling : 24 tutor form 413 totally tutors have trained.• Type of sampling : purposive sampling• Technique of data collection :

1. Observe 24 tutors in class giving material for 1 session (120 minutes). Aspect observed : preparation, planning (instructional design), implementing (8 skills, presentation, using OER, performance).

2. Using Instrument : Tools for tutor competences to evaluate planning and implementing aspect. Interval score : 1 (low) to 4 (high)

3. Interview with students to exlore about tutor’s ability, before and after traned.

RESULT AND DISCUSSION

• Result of the observation, tutors get improve their abilily.• Using multi media and OER in class. The abilities improve after get

training.• This improving wish giving impact to improve the students competences

in understanding material. This suggest to make advanced research for analizy the effect of tutor’s training in improving students competences.

• This improve is also positive giving impact for others tutors which still not using multi media and OER, to improve their ability.
