What are needs? The term needs is not as
straightforward as it might appears, and hence the term is sometimes used to refer to wants, desires, demands, expectation, motivations, lacks and requirements.
Need analysis Need analysis includes all the activities used
to collect information about your students’ learning need, wants, wishes, desires, etc…
Need analysis is not a once-for-all activity.it should be a continuing process.
The process also sometimes involves looking at the expectations and requirements of other interested parties such as the teacher , tutor (you), administrators, financial supporters, and other people who may be impacted by the program (such as students' or family members )
Target population
The term target population refers to any clearly definable group of individuals and/or families who are experiencing a problem or need. Selecting the target population is the first of many important decisions you will make as you complete this project. If you were conducting the needs analysis for an agency, the agency would probably define the target population for you.

Target population What target population will be the focus of the
needs assessment? How many people comprise the target
population and what are their characteristics? What are the geographic boundaries of the
community within which the target population live and how are the members of the target population distributed within those geographic boundaries?
What physical and social barriers exist for the target population?
