The Reality Check
● ICT in education is the norm and not an option
● The world is looking towards India for deliverance because of its demographic dividend
● Approx 50 crore youth are going to enter the professional stream in the next decade
● At least 17.5 crore of them need to be proficient in computer usage
● Computer literacy in India is at an abysmal low of < 7%
● Commendable efforts of the govt. & educational institutes are only partially yielding results, it at all
● Computers deployed at 20,000+ schools of Gujarat are only partially operational
● Karnataka’s earlier attempt to disseminating computer literacy failed
● Huge amount of great educational content is not conveniently accessible to the intended audience

Hit or Miss
Write off 300+ crores of past investment w/o having met objective (Gujarat)
Or
Let clueless despondency set in with sub-optimal solutions
Or
Explore an opportunity to become the front-runner in IT-enabled education
and digital inclusion with well directed minimal impetus

The Opportunity
Existing computer infrastructure / prospective e-waste
can be brought to life to assist the efforts towards these objectives -
Computer literacy & digital inclusion
Student enrolment, engagement & retention
Increase learning outcomes

The Myth
The personal computer will be replaced by tablets and mobiles
● Saturation – evolution of software and hardware means PCs don’t need to be replaced as often
● Misinterpretation of trends (2013-2014 Source: Gartner)
● Statcounter browser usage - 71.89% desktop, 22.42% mobiles and 5.69% tablets
● More tablets were being sold but rate of growth slowed down from 87.1% to 28.2% y-on-y
● Increased growth was in low end tablets market which no where match up to PC power
● Horses for the courses
● Tablets/phablets are an added convenience
● Writing, coding, editing images, doing CAD work, doing other productive work — or even playing PC games — there’s a good chance you depend on a mouse and keyboard
● Agreed - Lines are blurring between PCs and mobile devices but the PC form can’t be replaced yet

Hurdle FourSafeguard public spending
● Opensource solution
● Inherent benefits of the ecosystem with zero vendor lock-in
● Minimal hardware deployment for maximum effect
● Existing infrastructure can be utilised fully
● Huge amounts of probable e-waste can be put to effective use to increase student:computer ratio
● Evolutionary rather than big-bang, greenfield, “replace all” approach
● Computer learning which can be evolved to computer-aided-learning
