THE RIGHT FOR EDUCATION O Education is a fundamental human right andessential for the exercise of all other human rights. It promotes individual freedom and empowerment and yields important development benefits. Yet millions of children and adults remain deprived of educational opportunities, many as a result of poverty. 4. Figures(1) 130 million of the worlds 15- to 24year-olds cannot read or write. There are 115 million children out of school. Globally, some 53 percent of the children out of primary school are girls, meaning that for every 100 boys out of school, 115 girls are in the same situation. Of the 22 countries where more than half the population is illiterate, 15 are in Africa! 5. Figures (2) As of 2012, 31 million primary school pupils worldwide dropped out of school. According to UNESCO, 61 million primary school-age children were not enrolled in school in 2010. In developing, low-income countries, every additional year of education can increase a persons future income by an average of 10 percent. 6.
