Challenges• Difficult terrain• Parents taking children to private schools continue
elementary education in private schools• Declining TFR (1.2%) in Sikkim• Faulty and obsolete infrastructure, underutilized assets• Lack of age appropriate classrooms, furniture for children• Lack of teacher motivation/commitment• Sizable presence of disgruntled/under-qualified teachers• Disproportionate infrastructure/utilities/TLMs• Disconnect between policy and execution• No contextual planning• EBM Factor, resistance to change

the late 70’s: unique feature in India• Now Pre Primary Teachers (PPTs), yet SM concept
continues• RTE provisions DO NOT prohibit admission of kids below
6 years, other States may go ahead with KG• Aaganwadi to take care of Care part of ECCE and Early
Childhood Education taken care by HRDD• Social Justice/Women & Child Departments other States
may converge with HRDD/Education Departments• Like Sikkim, other SCERTs have ECCE contents in DIETs• Select schools for KG project phase-wise, assess success

group of 3 to 6 before they formally join primary class at the age of 6 in Class I
