IIA Chandigarh-Punjab Chapter got “Best Chapter Runners Up Award” at Lucknow on

Dec. 5, 2010. The award was given by National President of IIA, Vinay Parelkar at Lucknow

in a glittering ceremony on the valedictory function at the National Conference 2010. It was

attended by architects gathered from all over India. The award was received by Jit Kumar

Gupta, National Vice President and Office-bearer of Chapter, Sanjay Goel. The Best Chapter

Award was given to Chandigarh-Punjab Chapter second time in the history of IIA. In the past,

this Chapter got Best Chapter Award in 2009 and runners-up trophy a few years ago. This

award is being given to Chapters and Centres of IIA every year based on their performance to

The Chapter had worked relentlessly during the whole year. It had organised various conferences, workshops and Interaction programmes in Chandigarh and in the states of Punjab and Himachal Pradesh. The Chapter had successfully launched one Centre at Ludhiana and three Sub Centres at Patiala, Amritsar and Jalandhar in order to coordinate the activities of the Chapter. IIA has the rare distinction of taking the initiative with CPWD regarding abolition of Earnest Money Deposit for the architects for the empanelment. The Chapter has also appealed to the Union Government regarding conferment of Bharat Ratna Award to architects like Le Corbusier and Pierre Jeanneret for their invaluable contribution to India’s modern architecture. The Chapter has launched newsletter – IIA Times and has already published six issues. The strength of the membership has also increased. Chapter has played a pro-active role to improve living conditions of Indian society in rural, semi-urban and urban areas. Besides this, Chapter is instrumental in organising musical and cultural programmes to imbibe good values in this part of the country.

Department of Architecture, National Institute of Technology (NIT), Hamirpur and IIA Chandigarh-Punjab Chapter had organised International Conference on “Urbanism and Green Architecture” on October 30-31, 2010 at NIT Hamirpur. Around 350 architects, engineers and students from across the country and abroad attended the conference. About 75 papers were presented on the themes of urbanism, green architecture, sustainable cities and innovation in building technology over a span of two days. Dr Vinod Gupta was Chief Guest on the occasion. Amongst the active participants were the members of the FisD Consortium, Italy. They briefed about their Master’s Programme and invited students to join there. A first of its kind experience for the new department, it provided a much-needed exposure to the students, who also took the opportunity to learn from managing various events. The cultural evening on the first day was highly appreciated by national and International delegates.

Business India Exhibitions and Inside Outside Magazine have conferred Best Architect and Best Builder Awards at Hotel Bella Vista, Sector-5, Panchkula on March 4, 2011.

Chandigarh-Punjab Chapter was the knowledge partner in the program.

A Jury consisting of Architects SS Sekhon, Manmohan Khanna and Sarbjit Bahga decided to give Best Architect of Chandigarh, Punjab and Haryana to Architect Mohinderjit Singh from Amritsar for his project “Guru Nanak Heritage Centre” built in Guru Nanak Dev University Campus at Amritsar.

The centre was designed as part of the academic zone of the University. It was aimed to house the paintings, manuscripts, documents related to the life and history of Guru Nanak Dev. The brief was to design administration area, space for paintings and photographs, space for articles and for such allied items of historical importance concerning Punjab, manuscripts and computerized document of historical importance and space for research scholars.

The building was designed so as to provide independent space for each requirement without interfering with one another. A square

ICORE 2010Solar Energy Society of India, PEC University, National Institute of Technical Training & Research (NITTR), Chandigarh and IIA Chandigarh-Punjab Chapter organised International Congress on Renewable Energy (ICORE) at Hotel Mountview, Chandigarh on December 1-3, 2010. It was attended by about 300 delegates from the renewable energy community. Eminent speakers have delivered their talks on the following topics:-

EXHIBITION ON ARTIST SOBHA SINGH

A three-day exhibition on the life and works of legendry artist Sobha Singh was held at Panjab Kala Bhawan to mark his 110th birth anniversary. It was organised by IIA Chandigarh-Punjab Chapter in association with Sobha Singh Memorial Art Society and Punjab Arts Council. The exhibition included 150 photographs, multicolour reproductions of his works and some original paintings. This is for the first time that this type of exhibition has been planned to capture various facets of the artist.

Mr Pradip Mehra, Advisor, Chandigarh Administration inaugurated the exhibition on November 20, 2010 at Punjab Kala Bhawan. Dr SS Bhatti delivered a special lecture on the life and works of the artist.

The visitors were able to have glimpses of saint-philosopher artist’s work through his writings in the form of literature, DVDs and reprints.

A large number of artists, his followers and art connoisseurs participated in the function.

form has been adopted. This has four different levels to accommodate each of the requirements. The space for research scholars is coupled with the area provided for manuscripts and computerized documents. A centralized grand staircase is provided in such a way that each floor could be independently approached. The placement of floors is intentionally done in such a way that while standing at any one floor, other floors are also in sight.

The façade is of exposed concrete and exposed brick work to make homogeneity with other structures of the university.

GNDU Campus is a strongly characterised and finely disciplined urban marvel. It is designed by Ar Jasbir Sachdev, a leading Indian Architect who worked with Le Corbusier and Pierre Jeanneret on the Chandigarh Project. By virtue of his association with the masters, Sachdev’s creation incorporates the vocabulary of the masters. All the external surfaces of the buildings are either in exposed brick or concrete or a combination of both.

Though Mohinderjit Singh added the Guru Nanak Heritage Centre in the GNDU Campus many years after its inception, yet it fits in the overall ambience extremely well. Its geometry, built form, materials used and other architectural vocabulary not only matches with its environs but reminds one the legacy of Le Corbusier and Pierre Jeanneret.

For Best Builder Award a Jury of Architects Harish Saini, Sanjay Goel and Archana Chaudhary unanimously decided for Larsen & Toubro Limited for the unique construction of Khalsa Heritage Complex at Anandpur Sahib.

Awards were given by Dr Ashok Khemka, Director Social Welfare & Empowerment, Government of Haryana. The function was attended by about 300 architects, engineers, planners and interior designers of Tricity.

Amritsar Sub-Centre had organised a lecture by Ar Rupinder Singh, Dean Lovely University, Phagwara on “Tale of Two Cities”. It was held on January 29, 2011.

Chandigarh-Punjab Chapter organised a Symposium on “Chandigarh and Tata Towers” at Press Club on December 12, 2010. To deliberate on the upcoming Tata Housing project in the Kansal village in the north of Capitol Complex. The project has invited much controversy from the planners, architects and general public. IIA as a professional body took up the issue of the Tata housing vis Chandigarh’s skyline.

Surinder Bahga, Chairman, introduced the theme of the symposium. He highlighted that part of the original site of Tata Towers, called Hill View Enclave was promoted by Defence Services Society. It was designed on 28 acres as plotted development. Later on it was shelved. He argued, “On one side, a 10-storeyed building block near General Post Office which was a part of original master plan of Chandigarh was shelved as experts have opined that roads may not be able to take onrush of vehicles coming to that site. How is it possible that now roads of northern sectors can take load of 19 Tata towers having height upto 35 storeys?”

Mr Ajay Jagga, Advocate said, “There should be no additional construction in the Capitol Complex especially to disturb the view of the open landscape and the foothills of the Shivaliks. Further any tinkering with the basic plan of city will diminish the chances of getting the world heritage status from UNESCO which will be a big blow. The

project of Tata Housing is also interfering with the basic plan of Capitol Complex and hence is against the interest of this unique city.”

Prof Jagjit Singh Ghuman, Former Chief Town Planner said, “The solution lies in creating a permanent mechanism for protecting Mother Nature by taking overall control of such lands in the Shivalik foothills in the north of Chandigarh City’s Capitol Complex and create an Environmental Land Bank.”

Jit K Gupta said, “The project is not only unsustainable but also fraught with danger emerging from massive uncontrolled urbanisation which is likely to take place in the area once the project gets going. The project indicates high degree of insensitivity on the part of professionals including architects and planners involved in planning, designing and approval of the project.”

Dr SS Bhatti, Former Principal, Chandigarh College of Architecture urged Ratan Tata that if he has any respect for the law of the land that is India, he should gracefully withdraw from the dubious project and set an example of business ethics which, he rues, are just now missing from the country. If he does so, this will be a landmark contribution in the field of Environmental Preservation.”

Renu Saigal, Former Chief Architect, Chandigarh expressed that it will destroy the basic concept of Chandigarh and will burden the infrastructure and shall spoil the ecology.

major works of his life. The symposium was an attempt to trace Le Corbusier’s journey from Switzerland to France to India and lessons learnt thereof.

Mr Kanwar Sandhu highlighted the changes that have occurred in Chandigarh in the past half-a-century. He appreciated the efforts of both Swiss and Indian architects to collaborate together to organise this symposium.

Ar Surinder Bahga spoke about the theme of the symposium. He mention that this symposium is a tribute to Le Corbusier and Pierre Jeanneret.

Dr SS Bhatti delivered the Keynote address. He spoke about the lessons learnt from Chandigarh Experiment and how we can implement them in reality.

Jacques Gubler gave presentation on “Learning from La Chaux-De-Fonds to Chandigarh”.

Ar Rajesh Mehta from Rajkot, Gujarat highlighted the work of Le Corbusier in Ahmedabad. He emphasized that he was the pioneer for universalism of architecture. Ahmedabad which was compared by Le Corbusier with Acropolis has been an excellent platform where he had experimented to respect culture at all levels of architecture and used own theory, elements and the forms.

Dr Gilles Barbey highlighted the Culture & Housing of Switzerland and Chandigarh. Apart from Le Corbusier’s work, he discussed the works of Pierre Jeanneret. He elaborated that Environment Behavior Studies are very important for Housing Sector.

Ar Jeet Malhotra, talked about his experience with Le Corbusier and Pierre Jeanneret at Chandigarh. He called Pierre Jeanneret as his ‘Guru’.

Ar Jit Kumar Gupta, Vice President, IIA, Mumbai and Archana Chaudhary, Architect, Housing Board Haryana chaired the sessions.

The Installation Ceremony of the newly elected Chandigarh-Punjab Chapter Executive Committee for the term 2010-12 was also done.

IIA Chandigarh-Punjab Chapter and Chandigarh College of Architecture (CCA) have jointly organised a special lecture on Nov 2, 2010 by a lead ing Bang ladesh Architect Qazi M Arif from Dhaka. It was part of a series of programmes

Reacting to the issue, Pradeep Bhagat, Principal, Chandigarh College of Architecture said,” Easiest way to kill a city” and PR Luthra, Former Chief Architect, Punjab said “it is totally against the idea of Chandigarh. Who has floated this idea?” Prof PS Mahoora from Guru Nanak Dev University described the project as ‘unethical’.

Commenting on the state of affairs, Pallav Mukherjee, a practicing Architect of Chandigarh said that even this petition will gather dust and shall be rejected.

GS Girn, Town Planner stated that every construction north of Capitol Complex is the result of non enforcement of edict laid by great masters for Chandigarh. No limit of greed and lust.

A team of six architects and art historians from Switzerland have come to Chandigarh on a study tour. The participants are Prof Gilles Barbey, Architect from Lausanne; Prof Jacques Gubler, Architect-Historian; Dr Edmond Charrière, Art Historian; Ar Georges Berthoud, expert in housing from Geneva; Ms Marie-Jose de Quevedo, a Philanthropist from Geneva and Dr Marc Hostettler, Editor and promoter of cultural programs. They have studied housing types and planning issues in Chandigarh. The architects delivered lectures at Chandigarh College of Architecture also.

All of them have done substantial work in the area of architectural developments in Switzerland and abroad.

As a part of their programme, Chandigarh-Punjab Chapter and Saakaar Foundation organised Indo-Swiss Symposium on “Learning from La Chaux-De-Fonds To Chandigarh” on Sunday, February 13, 2011 at Auditorium of Government Museum & Art Gallery, Chandigarh. Mr Kanwar Sandhu, Managing Editor, Day & Night News was the Chief Guest. The basic aim of the Symposium was to ascertain a co-relationship between La Chaux-De-Fonds, the birth place of Le Corbusier with Chandigarh, the place where he did the

being organised to celebrate Golden Jubilee of CCA. Lecture was titled “Architecture of Bangladesh: Wisdom, Practice and Meaning to be GREEN”

Ar Arif said, “The history of architecture of Bangladesh region dates back to several thousand of years. But the formal practice of architecture with institutional education commenced in the early 60’s of the last century. The climate, culture, economy, socio-political context, available material and technology had influenced the character, style and vocabulary of architecture of Bangladesh over the years.”

Arif further added, “Several architects, formally trained from schools of architecture in the country and abroad have been actively contributing in the fields of architecture and urban design. This study tries to look into some of those buildings built in Bangladesh in the last 50 years which speak of the environmental sensitivity of the place, time and the architect as well. These buildings possibly have certain qualities embedded to become ‘GREEN’ long before the term ‘GREEN’ has become a movement in the fields of development, architecture and urbanism in this new millennium.”

Arif has done Masters in Architecture from Kent State University, Ohio (USA). He was given Outstanding International Scholar Award by the same university in 1997. He has presented papers in many international conferences around the globe. He is a visiting faculty in various universities of Bangladesh besides having a large number of prestigious projects to his credit.

Lecture was attended by students and faculty members from CCA and some other professionals.

“CHANDIGARH: PROBLEMS & PROSPECTS”

Chandigarh on April 9, 2011 at ICSSR Complex, Panjab University, Chandigarh.

Chandigarh is the boldest experiment in town planning and modern architecture in India. It is now 60 years old and boasts of internationally acknowledged architecture of Le Corbusier and Pierre Jeanneret. The architecture and planning of Chandigarh is at the threshold of change, it is high time to evaluate its successes and failures and suggest solutions.

Surinder Bahga delivered the lecture on the planning and designing of Chandigarh. He emphasized that Chandigarh being a marvel in Architecture is recognized even after 60 years of its creation. He suggested, “A comprehensive Master Plan should be prepared for Tricity and the periphery areas. The existing periphery around Chandigarh should be left as it is and any new construction should be done according to the master plan”.

Archana Chaudhary, Architect-Planner spoke about the unrealized projects of Le Corbusier like Governor’s Palace, Museum of Knowledge, Sports Stadium and Mechanized Roof of Assembly Hall at Capitol Complex, Chandigarh. She emphasized, “Since these projects could not be completed 60 years ago due to paucity of funds, the Chandigarh Administration may take up these dream projects of the Master architect now.”

Dr Prabhjot Kaur from Department of Architecture, GZSCET, Bathinda spoke on “Architecture-The Changing Profession”. Others who spoke on the occasion were Ar Baljit Khurana from K.R. Mangalam School of Architecture.

· A central controlling authority should be constituted for the development of Chandigarh and its periphery having technocrats such as architects, town planners, engineers, environmentalists as its members.

· The existing periphery around Chandigarh should be left as it is and any new construction should be done according to the revised master plan.

Recommendations of the Seminar :

· In view of the scarcity of land in Chandigarh, optimum use of available land in the city should be made and all left over projects should be completed on priority. Redensification of Phase-I should be initiated and the existing infrastructure should be augmented accordingly.

· To stop siltation in Sukhna Lake, the entire catchment area of 7000 acres should be landscaped.

· Planned areas should be provided within the city for the poorer sections of the society. They should not be located outside the city.

· To improve the flora and fauna of the city, fruit trees should be planted in leisure valley.

· Villages retained within the city as well as within the periphery area should be developed as model villages and some sorts of development guidelines should be framed for the future to check unregulated growth.

· No need to relocate slums from the urban areas, rather basic amenities in these areas should be upgraded by involving slum dwellers as the stake holders.

· To improve the healthy environment in the city vis-à-vis the increase in the population and load on infrastructure, there is a need to develop two more Leisure Valleys along Sukhna Choe and Patiala-ki-Rao on the East and West end of City.
