YOUR TASK:
To understand the process by which proposed legislation is passed by the state legislature.
To understand the challenges state legislators face in representing diverse opinions within their districts.

A lobbyist has approached the West Virginia State Legislature and proposed that there exists a need for a new law to mandate the use of safety helmets by all riders of skateboards on the public roadways, sidewalks, and other thoroughfares under state control.
Your job, as a member of the legislature, is to research the arguments behind the proposed Skateboard Safety Act and be prepared to debate its merits.

Every piece of proposed legislation has its proponents (those in favor of the new law) and its detractors (those who oppose it).
Consider arguments from both perspectives and decide which side of the issue matches your personal beliefs.

Remember though, while your personal beliefs are important, you represent the views of your district.
Throughout the simulation, you will hear from various constituents in your district.
Not all those opinions will match your own, or even each other. Only you can decide which way you will vote, and some will be unhappy with either outcome.

Besides your constituents, as a smart legislator, you will need to keep not only the views of your district in mind but those of the other chamber (Senate or House of Delegates) as well as that Governor.
Without their support, passing a bill from your chamber is not likely to result in new legislation being enacted.

Continually ask yourself and your fellow legislators in your group the following questions:
What is the mood of the other chamber?
What is the Governor’s position here?
Periodically throughout the exercise, you will receive input from these groups which you will need to consider as you arrive at a final position.
