Scope of Consultation• Seminar - 90 attendees – 4 workshops
• Consultation round 1 – 47 responses
• Consultation round 2 - 7 responses
• Consultation documents sent out to over 900 people each time
• 90 delegates from 54 organisations attended the launch of the draft guide.
• Responses to consultation from– 3 Central Government Organisations
– 4 Statutory Agencies
– 16 County, District, Borough and City Councils
– 8 Regional Organisations
– 8 Sub-regional / Local Organisations
– 2 Academic Bodies (who provided a combined response)

• we think the key to progress is the completion and agreement of the Green Infrastructure Guide. We think that will have a greater impact than any change to the wording of Policy EM3.

“We are supportive of the definition given in the NW Green Infrastructure Guide.”
“The five steps form a helpful framework for considering GI planning as this 5-step approach is straight forward and will enable all stakeholders to become adequately involved early in the process. “
“The five step approach is concise and clear. Whilst there are concerns over the practical implementation of some of the steps in theory they represent a logical sequence leading to the development of a GI Plan.”

Early Days!
• “Green Infrastructure is a relatively new concept for which there is currently no national policy context….”
• “GI is very much a new concept that is still emerging; it is untested and for the large part has yet to be fully debated in the North West .…”

Inspector’s view
• This is not to dispute the importance of Green Infrastructure. It has great potential to act as part of an over-arching policy framework and to shape the pattern of development in a significant way. But its development is at an early stage.
And
• It is likely in a future review that this will be thought through much further and will achieve greater prominence as part of the over-arching framework (it is already mentioned in our proposed Policy DP6).
