The billions of dollars that are awarded by federal agencies to thousands of grantees nationwide often don’t stop there. They get passed through as subgrants to thousands more “subrecipients.” And that means that when your organization is the primary grantee or “pass-through entity,” the federal government is looking to you to ensure that those funds are spent according to laws, regulations and the provisions of your agreements. So, whether you work for a governmental unit, a university or a non-profit organization, you’re probably in the “subrecipient monitoring” business. And the chances are, if you have received federal stimulus funds, that business has become even more active.
But how do you monitor subrecipients? Federal requirements for subrecipient monitoring show up in both grants management and audit policies. But they leave a lot to judgment. Some grantees have relied on their subrecipients’ OMB Circular A-133 audits as their primary tools for monitoring compliance. But lots of subrecipients don’t expend enough federal money to trigger the need for a single audit. Independent audits of pass-through
entities are increasingly raising questions about whether those organizations are obtaining proper assurance about subrecipient audits when they are required.

Several federal policies affecting administration and audit of grants and subgrants require that recipient and subrecipient organizations design and operate effective internal controls over cash, property and other assets, over compliance with laws, regulations and financial reporting. The resulting procedures are intended to prevent and detect financial misstatements and violations of federal requirements. Independent auditors performing OMB Circular A-133 audits are required to gain an understanding of these controls and to report any deficiencies in them. The professional and government audit standards affecting that reporting have recently changed in important ways. They’ve already “lowered the bar” for what is being reported as a “significant deficiency” or a “material weakness.” That suggests that knowing what’s really required and performing a self-assessment of those controls are timely steps for recipients and subrepicients to perform. This audio conference will help you launch those kinds of successful efforts.

Like it or not, the federal government’s line of defense against fraud, abuse, mismanagement and unallowable cost begins with audits -- those performed by nonfederal auditors under Office of Management and Budget (OMB) Circular A-133 and those performed by federal inspectors general. And since the current overheated accountability atmosphere is making those auditors more aggressive than ever, it's even more critical that federal grantees and subgrantees generate the kind of documentation that will create an “audit trail” and satisfy auditors’ inquiries.
However, the problem is that most of the federal grant rules covering that documentation are ambiguous. They say things like required accounting records will be “supported by source documentation” or costs charged to awards must be “adequately documented.” But they never tell you what is adequate. So how should you respond?

Accurately assessing the performance and administration of federal grant programs has always been a tricky undertaking. But one attribute is increasingly being cited as one indicator that a recipient or subrecipient of federal grants is being held accountable for its handling of those public funds—a “clean A-133 audit.”
OMB Circular A-133 (Revised), Audits of States, Local Governments and Nonprofit Organizations, has been the key federal government policy on audit of federal grants and subgrants for more than a decade. But understanding the fundamentals concerning the scope, objectives and results of those “single audits” has never been as important as it is now. Multiple factors align to make that true. Current bad economic news and increased government intervention in the free market promise to swell federal budget deficits in a way that guarantees unprecedented oversight of federal grant programs and a weaning out of programs and recipients that can’t cut it. Meanwhile, independent auditors are under more pressure than ever to demonstrate that they have properly performed required tests of grant dollars, particularly in the aftermath of a high profile study released by federal inspectors general that showed a high percentage of annual Circular A-133 audits failed to meet applicable auditing standards. In short, the stakes of
coming through your A-133 audit with no findings have gone up at a time when the likelihood of doing so has gone down.

The conference will serve as an excellent and effective introduction for those who have had little or no exposure to the Circular A-133 audit process as well as a useful refresher for more experienced staff.
Employee compensation is one of the biggest line items in most federal grant budgets and it’s also one of the few where there is a specific set of federal standards for what the documentary support for those charges should look like. Additionally, recipients and subrecipients have to fashion their own employee compensation systems, and all too often, grantee organizations and their staff members are careless about their procedures and practices for making sure that sufficient support is available to justify these costs. Avoiding problems with this key activity will go a long way toward assuring that your federal grants are not vulnerable to questioned or disallowed costs.
This session will review the nuances of time and effort reporting—what’s required by the Office of Management and Budget circulars that establish what costs are allowable, which ones are not and how the costs are to be documented.

Without a doubt, “indirect cost” is one of the most misunderstood topics in federal grant administration and audit. Frequent and often fundamental misconceptions abound among various grant stakeholders—awarding agency personnel, recipient and subrecipient program staff, university faculty, and even financial managers and auditors. Indirect cost recovery under federal grants is grounded on three simple concepts:
• Each grant supported program should bear its fair share of costs that benefit it
• Some costs incurred for common purposes, such as for facilities or administration, cannot be readily identified with a particular grant project
• Performing detailed cost accounting analyses for some of these types of expenses is time-consuming and wasteful
Unfortunately, the coverage of those simple concepts in the applicable federal policies on the subject is anything but simple.
And there are many differences in those policies, depending on whether you work for a governmental unit, a higher education institution or a nonprofit organization.

Live Training Cancelation Policy: The Performance Institute will provide a full refund less a $399 administration fee for cancellations requested four weeks prior to the event start date unless cancellation occurs within two weeks prior to the event start date. If a cancellation is requested less than two weeks prior to the event start date, no refund will be issued. Registrants who fail to attend and do not cancel prior to the event will be charged the entire registration fee. All cancellations must be requested through the cancellation link found in your attendance confirmation email. Please note that cancellation is not final until you receive a cancellation confirmation email.

Online Training Cancelation Policy: If you are not able to attend for any reason, please notify us as soon as possible. Conference cancellations received 24 hours prior to the start time of the audio conference are fully refundable. After that, cancellations are subject to a $25 processing fee.
