Perform To Serve (PTS)
Acts as a force shaping tool by leveling rating manning from overmanned to undermanned and acts as a quality screening by controlling reenlistments
• Applied to all ratings
• Sailors in paygrades E-3 through E-6 with less than or equal to 14 years of service (E-6’s that have been selected or frocked to E-7 are exempt from PTS)
Nature of program• Centralized system with OPNAV-controlled quotas
• Requires BUPERS authority to reenlist
• Sailors may convert to undermanned rating if quotas exist for specific year groups.

FR-PTS Overview Fleet RIDE:
Navy’s most effective tool for investigating conversion opportunities outside of Sailor’s current career path.
Screens (Mental-ASVAB, Medical/Physical, Moral/Legal, for fully qualified available Ratings.
Rank orders Rating recommendations based on aptitude fit
Provides “full qualification” requirement details for each job, maintained by Enlisted Community Managers (ECMs)
Provides Sailor’s “remediation plan” for other ratings which they are not currently qualified.

FR-PTS Integration Overview
Provides ability for Commands to view in-rate, convert out and convert in quotas on a monthly basis via the Application Browser.
Allows system to remain open for new applications during monthly processing
Applications may be submitted for either AC or RC, but not both
PTS quotas are considered executed after change to EAOS or Soft EAOS (SEAOS).
For conversions, a change of Current Enlistment Date (CED) constitutes an executed PTS quota.
PTS quotas are considered expired after 13-months has elapsed from the processing month.
System will self-generate CNPC letters denoting the specific monthly status. This will be the official means of notification. Naval Messages will no longer be transmitted.
Pre-populated applications increased total applications• In Legacy PTS there were an average of 8000-9000 applications per month. Now we are
averaging approximately 24,000-25,000 applications each month.

End Strength versus Tone of Force
End Strength:
• PTS is now the primary enlisted force shaping lever
• PTS is designed to move Sailors in overmanned ratings to undermanned
• B32 directed to be at 100% ES by end of FY11 (Overmanned ratings at 100% by end of FY11)
• Enlisted end strength reduction from 271,235 to 263,500 by FY15
Tone of Force:
• Fewer quotas available (quota plan)
• Conversion options very limited
• PTS separation quotas increasing

Recent Policy Changes
Per NAVADMIN 352/10• Expiration of quotas at 13 months (all legacy March 1st)
• Any change to EAOS/SEAOS or CED = quota usage
Per CNP Decision Guidance Memorandums (DGM)• E-5 (EP) and E-6 Sailors no longer an automatic approval
• GWOT Tier 1 & 2 no longer no longer an automatic approval
• Sailors advanced under CAP program are reset, not automatic quota
• Restoral of PTS quotas that were rescinded on 1 March 2011.
o Sailors with orders released prior to 1 March 2011
o Sailors with orders generated but not released prior to 1 March 2011
o Sailors who executed PCS orders prior to 1 March 2011, but failed to OBLISERV as directed on orders
o SRB eligible Sailors who could not reenlist prior to 1 March 2011 due to OPNAVINST 1160.8A
o Sailors deployed from 1 October 2010 – 1 March 2011 with other services to remote operational areas

PTS Checklist for Success
Identify PTS eligible (SEAOS/PRD) Sailors (via CIMS Unit Tracking)
Ensure CDBs are being conducted (15-24 months prior to PRD/SEAOS)
Ensure all Sailors qualified in the Fleet RIDE program.
Ensure all qualified PTS applications are submitted (12-15 months to SEAOS/PRD)
Review monthly results via Fleet RIDE-PTS command reports
Personally recognize Sailors approved for PTS
Ensure counseling is conducted for all Sailors who have not been selected for INRATE/Conversion approval after two reviews/looks.
Ensure proper command level notification is being done for those being separated under PTS.
Ensure Sailors not selected for PTS are provided counseling on the benefits of Reserve Affiliation.
Ensure PTS is briefed during Quarterly/Monthly Career Development Team Meetings
Ensure the Chiefs’ Mess maintains accountability of PTS with their respective departments/divisions.
