• supplement training of youth leaders in a European context (i.e. not do what is done on national or local level)

• provide a meeting place to youth NGOs and other non-governmental structures involved in youth work with the aim– to further international understanding in the respect of human

rights and fundamental freedoms– for the detailed study of European problems– seek means to ensure youth participation– promote youth research
